ROLL CALL Present Absent Maureen Boren Norma Bussing Donna Jean Darby Katherine Hough Lesley Miller Maureen Thompson Also Present Kim Snyder Lauri Aylaian, Director of Community Development William Kroonen, Councilmember Deborah Schwartz, Public Art Coordinator Debbie Thompson, Recording Secretary Rachelle Klassen, City Clerk David Hermann, Management Analyst Rachelle Klassen swore in Commission Members Maureen Boren and Lesley Miller. ORAL COMMUNICATIONS Chairperson Thompson reported that she and a group of friends took the City's free guided tour of the 2011/2012 El Paseo Invitational Exhibition. They had a great tour given by docent Nancy Anthony. Chairperson Thompson encouraged the Commission members to schedule a tour. IV. CONSENT CALENDAR Minutes of the regular meeting held on October 20, 2010. Upon Motion by Commissioner Bussing and second by Commissioner Darby, the Minutes of October 20, 2010 were approved unanimously with Commissioner Snyder absent. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Councilmember Kroonen announced that the City Council appointed Maureen Boren and Lesley Miller to serve on the Art in Public Places Commission. Commissioner Katherine Hough was reappointed to serve another term. B. PLANNING COMMISSION REPORT Ms. Campbell reported that at its meeting of February 15, 2011, the Planning Commission will recommend to City Council to approve a Zoning Ordinance requiring a Conditional Use Permit for short term vacation rentals in non gated communities. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON Commissioner Bussing nominated Chairperson Thompson to serve as Chairperson for 2011. It was moved by Commissioner Bussing and seconded by Commissioner Hough to approve the nomination of 2 Art in Public Places ivlinutes 0 February 16. 2011 Chairperson Thompson as Chairperson for 2011. Motion carried unanimously with Commissioners Boren and Snyder absent. Commissioner Bussing nominated Commissioner Snyder to serve as Vice Chairperson for 2011. It was moved by Commissioner Bussing and seconded by Commissioner Hough to approve the nomination of Commissioner Snyder as Vice Chairperson for 2011. Motion carried unanimously with Commissioners Boren and Snyder absent. B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERT'S ARTIST REGISTRY The following artists applied to be included in the City of Palm Desert's Artist Registry. Katherine Clear, Paul Housberg, Ulrich Pakker, Chris Rench, Christine Rojek, Roger White Stoller Studio, and Hans Van Meeuwen. It was moved by Commissioner Hough and seconded by Commissioner Miller to include artists Katherine Clear, Paul Housberg, Ulrich Pakker, Chris Rench, Christine Rojek, Roger White Stoller Studio, and Hans Van Meeuwen into the City of Palm Desert's Artist Registry. Motion carried with Commissioners Boren and Snyder absent. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Schwartz reported that the current show in the Gallery, "Stories from the heART', has been well received. Ms. Schwartz sent out a "Call for Artists" for the Community Gallery. The exhibition period is July 2011 to June 2012. There are five exhibitions in the season with one being the 3 Art in Public Places i1linutes February 16.2011 Student Art and Essay Contest. Applicants must live in the Coachella Valley or the surrounding areas and not be affiliated with a commercial gallery in Palm Desert. Applications for proposals are due March 11 and will be reviewed at the March 16 Art in Public Places Commission meeting. B. Desertscapes Ms. Schwartz reported that "Desertscapes" is a month long celebration of plein air painting and artwork in the Coachella Valley and is in its second year. It is a collaborative effort between the City of Palm Desert, The Living Desert, Palm Springs Art Museum, Palm Desert Historical Society, Desert Art Center, Coachella Valley Watercolor Society, Salton Sea Museum, and the Santa Rosa Visitor Center. The schedule of events is available on Desertscapes.net, and staff is working on a rack card that will include the events. Ads will be placed in Art Ltd. magazine as well as the Desert Sun the last weekend in March and all weekends in April. C. Docent Program Ms. Schwartz reported that the Docent Program is going very well with February being the busiest month ever for tours. There were thirty people for the second Saturday February tour at Civic Center Park. D. Film Series Ms. Schwartz reported that the second film for the Public Art Documentary Film Series, "Creative Nature", is February 17 at UCR Palm Desert Campus at 6:00 p.m. and is sold out. Commissioner Hough will speak after the film. The March 17 film is "Third Ward, TX" and "The Trial of Tilted Arc" will show on April 21, which is the last film of the series. E. Student Art and Essay Contest Ms. Thompson noted that staff has been working with the City's Landscape Department regarding the incorporation of the Arbor Day event with the Student Art and Essay Contest. This year's Arbor Day celebration is Saturday, April 16 at the UCR Palm Desert campus. Students of the first place 4 Art in Public Places Minutes _ February 16, 2011 winning entries will be notified of the Arbor Day event and those entries will be displayed as a slide show during the event. There was discussion of having the winner of either the Best of Show Essay Award or Mayor's Essay Award present to read their essay at the event. Ms. Thompson added that the Contest entry deadline is March 18 and the Award Ceremony will be held on Wednesday, May 4 at the Civic Center Park Amphitheater. F. Desert Willow and other projects Ms. Schwartz reported that "Desert Bloom" by Greg Reiche, that was purchased from the 2009/2010 El Paseo Invitational Exhibition, has been placed at Desert Willow. The expansions of the terrace and kitchen at Desert Willow allowed for the public art funds for the purchase of the sculpture. The Westin Desert Willow public art component, "Willow' by Steven Rieman, has been installed. The public art component for Segovia by Woods Davy has been partially installed. Paul Hobson, artist for the aquatic pool, was in town to tour the progress of the Aquatic Center. The artwork is on schedule for installation in May. Sections of the Palm Desert Library are being remodeled. Currently there is mosaic artwork by Barbara Fields on three of the walls that is behind the Circulation Desk. The Library is going to remove the walls that include the artwork to create an open area. Staff has been working with the artist to relocate the artwork. XI. REPORTS AND REMARKS A. STAFF David Hermann of the Palm Desert Redevelopment Agency gave a presentation regarding the Governor's proposal to eliminate redevelopment agencies. He discussed topics that were presented on February 11 at a public hearing on redevelopment that was held by State Assemblyman Brian Nestande and State Senator Bill Emmerson. 5 Art in Public Place(nllinutes C) February 16. 2011 B. COMMISSION MEMBERS Commissioner Hough announced that the Palm Springs Art Museum will have an exhibition of John Baldessari's work with an opening on Friday, February 25 at the Annenberg Theater. There will be over one hundred prints from the private collection of Jordan Schnitzer. Also, on the top floor of the Museum there is an additional exhibition of mixed media and paintings from private collectors. XI.
