Upon Motion by Commissioner Miller and second by
Commissioner Snyder, the Minutes of February 16, 2011 were
approved unanimously with Commissioner Bussing absent.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION
Councilmember Kroonen reported that discussions regarding
the sign ordinance have been ongoing. He has been
appointed to serve on a subcommittee to help resolve the
signage problem.
B. PLANNING COMMISSION REPORT
Ms. Campbell reported that at its meeting of March 15, the
Planning Commission approved a Conditional Use Permit for
a classroom learning facility at the University of Phoenix
located on Gateway Drive. The facility will be open during
the week including Sundays and will occupy 129 students in
the evenings and approximately 32 during the day.

VII. NEW BUSINESS
A. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN
THE PALM DESERT COMMUNITY GALLERY FOR THE
2011/2012 SEASON
Ms. Schwartz received twenty three proposals from the Call
for Artist that went out for the Palm Desert Community
Gallery. The Commission reviewed the following artists'
proposals. Arnold Familian, Atsuko Hewett, Brandy
Saturley, Christina De Musee, Chuck Anderson, Gary
Mergelkamp, Gerald Athealakian, Global Alchemy Forum
(Stephen Linsteadt), Jeni Bate, Leila Namvar, Lynne
Cunningham, Maria Hunt, Meridy Volz, Michael Magic,
Painters in the Desert, Ramona Rowley, Steven Clipinger,
Tim Robson, William Coppola, Kelly Peckett, Kenia Silva,
Myrn Ellen Thayer Krengel, and Marion Herrmann. It was
the concurrence of the Commission to accept the following
artists into group or individual shows. Arnold Familian, Leila
Namvar, and Meridy Volz as one group show; Gary

Mergelkamp, Jeni Bate, and Lynne Cunningham as another
group show; Atsuko Hewett, Gerald Athealakian, and
Michael Magic will group together as another show; and
Maria Hunt will exhibit a solo show.
Ms. Schwartz stated that the Joslyn Center is celebrating its
30th anniversary and inquired about having a two week
exhibition in the Palm Desert Community Gallery in
November. The celebration honors winners of Art and
Creatively Aging. The Palm Desert Community Gallery
exhibition schedule is August through October; October
through December; December through February; and April
through June. Ms. Schwartz offered to suggest that the
show be held in December to better accommodate the City's
gallery schedule. Having the show in the City's gallery
would entail Ms. Schwartz to install an extra show but any
costs incurred would be the responsibility of the Joslyn
Center. She will notify the Joslyn Center that the
Commission is supportive of the show.
it was moved by Commissioner Boren and seconded by
Commissioner Hough to approve Arnold Familian, Leila
Namvar, and Meridy Volz as a group show; Gary Mergelkamp,
Jen! Bate, and Lynne Cunningham grouped as one show;
Atsuko Hewett, Gerald Athealakian, and Michael Magic
grouped together as another show; and Maria Hunt will exhibit
a solo show during the 2011/2012 season. Motion carried
unanimously with Commissioner Bussing absent.
Ms. Schwartz will contact the artists next week.
It was moved by Commissioner Thompson and
seconded by Commissioner Darby to amend the motion to
approve a two week exhibition honoring the Joslyn Center's
30`" anniversary in the Palm Desert Community Gallery in
December. Motion carried unanimously with Commissioner
Bussing absent.
B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT'S ARTIST REGISTRY
There were no artists requesting to be included in the City of
Palm Desert's Artist Registry.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that the show "Stories from the Heart"
will be taken down on March 21, and will then begin to hang
the Student Art and Essay Contest.
B. Desertscapes
Ms. Schwartz reported that the month of April is dedicated to
Desertscapes and will include lectures, tours, and paint outs.
Ms. Schwartz distributed the Desertscapes rack card to the
Commissioners. Details of the event are listed on
desertscapes.net.
C. Docent Program
Ms. Schwartz reported that there were forty people on the El
Paseo Invitational Exhibition tour for the March Second
Saturday docent tour. Ms. Schwartz is planning to train
additional docents due to the increase of requests for tours.
Ms. Schwartz is meeting with the docents on Friday to tour
the landscape at the park. The City's landscape specialist
will educate the docents on the plant life in the park as there
is an interest from the public when the park tours are given.
D. Film Series
Ms. Schwartz reported that the film "Third Ward, TX" will be
shown on March 17, at UCR at 6:00 p.m. Jennifer Henning,
City of Palm Springs Public Art and someone from the
African America Museum in Los Angeles, will speak after the
film. `Trial of Tilted Arc" will be shown on April 21 and is the
last film of the series.

E. Student Art and Essay Contest
Ms. Thompson reported that entries for the Student Art and
Essay Contest are due March 18. Mayor Benson will judge
the Mayors Awards on March 24 and Commissioners
Bussing and Thompson will judge on March 25. Winners will
be announced to the schools by April 1. The Award
Ceremony will be held Wednesday, May 4 at the Civic
Center Park Amphitheater.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz reported that Councilmember Kroonen gave
her information for a grant possibility through the National
Endowment for the Arts called Our Town Grants. She
completed the grant request in conjunction with the Palm
Springs Art Museum to help fund the City's part of the
Museum agreement. The City will pay for the pads, lighting,
and the artists' honorarium. She completed the Statement of
Interest which has to be accepted to be able to apply for the
full grant application.
Ms. Schwartz reported that the public art component for
Segovia is complete and will be requesting the return of the
public art fee.
