ART IN PUBLIC PLACES COMMISSION
MINUTES
May 15, 2013
I. CALL TO ORDER
Chairperson Boren convened the meeting at 9:00 a.m.

III. ORAL COMMUNICATIONS
Ms. Schwartz introduced Ken Stendell who is the new Planning
Commission liaison.
IV. CONSENT CALENDAR
Minutes of the regular meeting held on March 20, 2013.
Upon Motion by Commissioner Bussing and second by
Commissioner Hough, the Minutes of March 20, 2013 were approved
unanimously with Commissioner Snyder absent.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION –
Councilmember Susan Marie Weber
Ms. Schwartz reported that at its meeting of May 9, the City
Council approved the contract for the maintenance of the
public art collection and the El Paseo Invitational Exhibition
with Same Day Express.
City Council also gave approval to staff to serve wine at the
Community Gallery openings during the 2013/2014 season.
B. PLANNING COMMISSION REPORT – Ken Stendell
Mr. Stendell reported that at its meeting of April 16, the
Planning Commission reviewed a high end health spa on
Village Court. The item has been continued to October to
allow the owner more time to decide what direction he wants
to go.
At its meeting of April 16, the Planning Commission
reviewed and approved a lot elevation variance on the west
side of BIGHORN Golf Club that was inadvertently raised
four feet.
At its meeting of May 7, the Planning Commission approved
a tutoring and behavioral care center located on Cook Street
and Lennon Place.
A Joint Study Session with the Planning Commission and
City Council was held to review the General Plan that
included parking lot requirements, signage, neon signs, etc.
Due to the Commission Members asking several questions
related to planning, Ms. Schwartz invited the Commissioners
to attend one of the Planning Commission meetings. The
meetings are held the first and third Tuesdays of the month
at 6:00 p.m. in the Council Chamber.
Ms. Schwartz also noted that the Architectural Review
Commission meetings are held the second and fourth
Tuesdays of the month in the Community Services
Conference Room and that the Commissioners are welcome
to attend any one of those meetings as well.

C. ARCHITECTURAL REVIEW COMMISSION REPORT –
John Vuksic
Mr. Vuksic reported that the Architectural Review
Commission looked at a maintenance building at Palm
Desert Country Club, reviewed a contemporary Tuscan style
building on El Paseo that will be an Italian restaurant,
reviewed a signage package for a new tenant on El Paseo
east of Armando’s Restaurant, and reviewed final
construction drawings for Goodyear Tire at the Desert
Gateway center on Monterey Avenue and Dinah Shore. The
proposed monument signs for the Desert Marketplace center
that had been sent back to the developer for improvement
were re-presented with a new proposal of painted signage.
The item was approved.

VII. NEW BUSINESS
A. DEACCESSION TWO CERAMIC MOSAIC BENCHES
CREATED FOR PALMA VILLAGE PARK BY DEBRA
YATES
It was moved by Commissioner Darby and seconded by
Commissioner Bussing to deaccession two Ceramic Mosaic
Benches by Debra Yates Created for Palma Village Park.
Motion carried unanimously with Commissioner Snyder
absent.
B. CONSIDERATION OF ARTISTS TO BE INCLUDED IN
CITY OF PALM DESERT’S ARTIST REGISTRY
The following artists applied to be included in the City of
Palm Desert’s Artist Registry. Riis Burwell, Erin Dengerink,
Hugo Heredia, Christopher Janney, Jaye Gregory, and
Jeanine Centuori.
It was moved by Commissioner Hough and seconded by
Commissioner Darby to include artists Riis Burwell,
Christopher Janney, Jaye Gregory, and Jeanine Centuori in
the City of Palm Desert’s Artist Registry. Motion carried
unanimously with Commissioner Snyder absent.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Schwartz reported that the current exhibition by Ronald
Backer has been very well received.
Ms. Schwartz stated that she and staff have met with the
artists who will exhibit during the 2013/2014 season.
B. Docent Program
Ms. Schwartz reported that the Docent Program has been
very successful this year. There were 20 people on the
second Saturday May tour of the 2013/2014 El Paseo
Invitational Exhibition.
Ms. Schwartz is planning to train another group of docents in
October. An article will be placed in the September
BrightSide newsletter inviting interested volunteers to apply
to become a docent.
C. Desertscapes
Ms. Schwartz reported that this year’s Desertscapes events
were successful. New partners such as the City of Palm
Springs and the Coachella Valley Art Center helped with the
success of this year’s program. The City of Palm Desert
sponsored a landscape painting workshop in the Civic
Center Park taught by Elaine Mathews. Ms. Schwartz will
meet with the Committee to review this year’s events and
discuss a potential plan for next year.
D. Film Series
Ms. Schwartz noted that the Maynard Dixon film, which
coincided with Desertscapes, was very well received.

The film WASTELAND was the most popular of this year’s
film series. She is researching films for next year and will
begin reviewing them.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Schwartz gave an update on the Call for Artists for the
Traffic Signal Cabinets in front of the McCallum Theatre and
on Town Center Way. She has extended the deadline to
June 6, as she only received four applications.
Ms. Schwartz spoke with the principal at Palm Desert High
School regarding the set of cabinets on Fred Waring Drive
and Phyllis Jackson Lane. He suggested an artist in
residency program and to have the artist hold a Saturday
workshop with the AP students. An artist will be contracted
based on qualifications, and approved by the Art in Public
Places Commission and City Council. The artist will be
asked to work with students to develop two designs that will
be submitted for review and approval by this Commission
and City Council. Staff will wait to submit a Call for Artists
once the proposals for the current Traffic Signal Cabinets
Call for Artists come in to see what type of response is
received.
Ms. Schwartz reported that Maria Hunt, who painted two of
the original sets of traffic signal cabinets, will be restoring the
designs as the cabinets were painted approximately six
years ago.
Ms. Schwartz reported that she will be attending the
Americans for the Arts Annual Conference in Pittsburgh
June 12 through 18.
Ms. Thompson mentioned that the Student Art and Essay
Contest Award Ceremony went well with a standing room
only audience in attendance. She thanked Commissioner
Bussing again for judging the essays and Commissioner
Thompson for announcing the winners.
