Ms. Glickman introduced Aman Alem who is an intern in the Public
Art Department and is assisting in updating the public art website.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on July 8, 2015.
Commissioner Hough moved to approve the Minutes of July 8,
2015. Motion was seconded by Commissioner Darby and carried 6-0-
0 with Boren, Bussing, Darby, Hough, Lesley Miller, and Thompson
voting AYE, and Megan Miller ABSENT.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION – Mayor
Susan Marie Weber
Ms. Glickman reported that City Council gave approval
allowing staff to serve alcohol during the opening receptions
for the artists in the Community Gallery.
B. PLANNING COMMISSION REPORT – Ken Stendell
Mr. Stendell reported that at its meeting of August 4, the
Planning Commission approved a Notice of Exemption for a
tentative parcel map subdivision on Dinah Shore. An
amendment to the development agreement for Starwood
Vacation ownership was approved and recommended to City
Council.
Legend Gardens on Catalina Way (memory care facility) was
granted an amendment to build 27 additional rooms.
A Notice of Exemption was approved for a memory care
facility (62 beds) on Larrea Street.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported the Architectural Review Commission
(ARC) approved the following.
Final construction documents for the Fellowship Hall at Hope
Lutheran Church on Portola; the sign program for El Paseo
Square; J. McLaughlin, a women’s clothing store on El
Paseo in the Colonnade center; and final working drawings
for the residential product for Genesis at Millennium located
at Portola and Dinah Shore.

D. PALM SPRINGS ART MUSEUM IN PALM DESERT –
Arlene Amick
Ms. Amick gave an update on some of the upcoming events
at the Palm Springs Art Museum in Palm Desert. Free
admission into the Museum will continue, Still Life Capturing
the Moment exhibition, Vino and Yinyasa (Yoga on
Wednesday evenings with wine tasting), Lecture Series,
Community Day Event (Day of the Dead) on October 28,
Walk of the Skulls on October 30, Annual Meet the Galen on
November 20 (theme - Big Hair), Earth Day in April, and
Resolution 5K on January 9.
First Weekend events will include docent tours on Fridays,
unveiling of Phillip Smith’s artwork on November 6,
performance by Henry Wolf, and Saturday Art Adventures
with families and children 12 and under.
Ms. Amick informed the Commissioners that the Museum’s
new staff includes Executive Director Elizabeth Armstrong,
CFO Jeff Barner, and Education Director Keri Jhaveri.

VII. NEW BUSINESS
A. CONSIDERATION OF COMMISSIONING AN ARTIST TO
PAINT A DESIGN ON THE SET OF TWO TRAFFIC
SIGNAL CABINETS ON THE NORTHWEST CORNER OF
FRED WARING DRIVE AND PORTOLA AVENUE
Ms. Glickman stated that the City would like to continue its
program of commissioning artists to paint designs on traffic
signal cabinets. Ms. Glickman presented images of the set
of two traffic signal cabinets located on the northwest corner
of Fred Waring Drive and Portola Avenue. The budget to
commission an artist for the set of two cabinets is $1,500.
Staff would send out a Request for Qualifications (RFQ)
seeking artists, and the submissions would be presented to
the Commission to narrow the selection to two artists. The
two artists would receive an honorarium to create a proposal
and present the designs to the Commission then forwarded
to City Council for final selection of the artist.

Chairperson Boren stated that due to the location of the
cabinets on the Fred Waring Corridor, maybe the theme of
the Baja Peninsula could be considered in the design.
Commissioner Thompson moved to approve
commissioning an artist to paint a design on the set of two
traffic signal cabinets on the northwest corner of Fred Waring
Drive and Portola Avenue. Motion was seconded by
Commissioner Bussing and carried 6-0-0 with Boren, Bussing,
Darby, Hough, Lesley Miller, and Thompson voting AYE with
Commissioner Megan Miller absent.
B. CONSIDERATION OF COMMISSIONING AN ARTIST TO
CREATE ARTWORK FOR A VINYL WRAP TO BE PLACED
ON THE SET OF TWO TRAFFIC SIGNAL CABINETS ON
THE SOUTHEAST CORNER OF MAGNESIA FALLS DRIVE
AND PORTOLA AVENUE
Ms. Glickman stated that traditionally the City of Palm Desert
has commissioned artists to paint designs on traffic signal
cabinets; however, designs applied with a vinyl wrap onto
the cabinets are becoming more common. She explained
that the artist would create a design, send a high resolution
image to the company who would print the image on vinyl,
and install it. The artist would be commissioned to create a
design, and the City would pay a company to transfer the
image onto vinyl and install it on the cabinets. The budget
for this process is essentially the same as paying an artist to
paint a design onto the cabinets. The set of cabinets being
considered for the vinyl wrap are located on the southeast
corner of Magnesia Falls Drive and Portola Avenue (near
Lincoln Elementary School). Ms. Glickman stated that one
of the requirements for this project is that the artist involves
the students from Lincoln Elementary School or the after
school program in the creation of the design. Staff would
send out a Request for Qualifications (RFQ), and the artist
would be contracted according to his/her qualifications. The
artist would organize two to three workshops with the
students, work with them to create two to three designs to
present to the Commission, and then the designs would be
forwarded to City Council for final approval. Ms. Glickman
stated she would make sure the finished vinyl product does
not appear too commercial and choose a matte finish.

Commissioner Hough moved to approve commissioning
an artist to create artwork for a vinyl wrap to be placed on the
set of two traffic signal cabinets on the southeast corner of
Portola Avenue and Magnesia Falls Drive. Motion was
seconded by Commissioner Darby and carried 6-0-0 with
Boren, Bussing, Darby, Hough, Lesley Miller, and Thompson
voting AYE with Commissioner Megan Miller absent.
C. APPROVAL FOR THE ART IN PUBLIC PLACES
COMMISSION TO CURATE THE 2017/2018 EL PASEO
EXHIBITION
Ms. Glickman stated that staff is asking that the Art in Public
Places Commission curate the 2017/2018 El Paseo
Exhibition. Staff would send out a Call for Entries in
November/December this year. A subcommittee would be
formed to review all of the proposals received, and narrow
the submissions to eighteen with three alternates. She
added that she might suggest that the subcommittee choose
four alternates this exhibition, as staff had to divert to the
third alternate for the current show. The submissions will be
due February 15, 2016 and reviewed at the March 9 Art in
Public Places Commission meeting. Commissioners
Bussing, Darby, Hough, and Lesley Miller will serve on the
subcommittee. Ms. Glickman will try to schedule the
subcommittee meeting the last week in February.
Commissioner Darby moved to approve the
Commission to curate the 2017/2018 El Paseo Exhibition and
create a subcommittee to select eighteen proposals and three
or four alternates for the Commission to approve.
Commissioners Bussing, Darby, Hough, and Lesley Miller to
serve on the subcommittee. Motion was seconded by
Commissioner Miller and carried 6-0-0 with Boren, Bussing,
Darby, Hough, Lesley Miller, and Thompson voting AYE with
Commissioner Megan Miller absent.
D. CONSIDERATION OF ARTISTS(S) TO BE INCLUDED IN
THE CITY OF PALM DESERT’S ARTIST REGISTRY
The following artist applied to be included in the City of Palm
Desert’s Artist Registry; Michele Gutlove.

Commissioner Thompson moved to include artist
Michele Gutlove in the City of Palm Desert’s Artist Registry.
Motion was seconded by Commissioner Bussing and carried
6-0-0 with Boren, Bussing, Darby, Hough, Lesley Miller, and
Thompson voting AYE with Megan Miller absent.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman reported that the current exhibition, LOOK-
REPEAT, will conclude with a closing reception on Monday,
November 2 from 5:30 – 7:00 p.m.
Ms. Glickman reported that the new exhibition, Looking
Around with Dennis Johnson and Robert Quintana will open
November 12. The opening reception will be Monday,
November 16.
Ms. Glickman noted that the Visitor Center that was on El
Paseo has closed and staff has moved to City Hall in the
north wing building. Due to the move, the gallery space has
altered somewhat to accommodate the brochure rack that
includes information for visitors. Foot traffic still remains
steady with visitors coming in for information.
B. First Weekend
Ms. Glickman reported that the website for First Weekend is
up and running and is more user-friendly. An ad for First
Weekend and the City’s public art docent tours has been
placed in the edition of Laguna Art Patron Magazine that
features the desert.
First Weekend will begin in November with each month
hosting a featured event. The November signature event,
STREET, will be held on Saturday, November 7 at Westfield
Palm Desert. STREET will be located on the top level of the

parking structure by Macy’s and will include food, art
projects, musicians, and beer gardens. Friday night of First
Weekend will include Cruise Night, El Paseo After Dark, and
an art walk. On Saturday the Art Place at Corporate Way
will hold a Passport event where one obtains a passport and
has it stamped by each of the ten galleries, and will be
eligible to win a prize. There will also be music and food.
C. November Art in Public Places Commission meeting
Ms. Glickman stated that the November Art in Public Places
Commission meeting is November 11 which is Veterans Day
and City Hall will be closed. Staff is considering moving the
meeting to November 18. It was the consensus of the
Commissioners that the November Art in Public Places
Commission meeting of November 11 will be held on
Wednesday, November 18 at 9:00 a.m.
Ms. Glickman informed the Commissioners that
consideration of a theme for the 2016 Student Art and Essay
Contest will be on the November agenda.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Glickman mentioned that one of the Youth Committee
members has been appointed as liaison to the Art in Public
Places Commission. He may not be able to attend all of the
meetings since he is in school.
Ms. Glickman reported that Lauri Aylaian, Director of
Community Development, has resigned from the City of
Palm Desert and has taken a position at the City of Palm
Springs.
B. COMMISSION REPORTS
Chairperson Boren reported that each city within the
Coachella Valley is being invited to the All Valley Public Art
meeting on November 19 at College of the Desert in its
Visual Art Building. Ms. Glickman, Chairperson Boren, and
the rest of the planning committee members have been
attending the cities’ commission meetings informing the
members the All Valley Public Art meeting.

liaisons, and City Council will be invited to attend the
meeting. Ms. Glickman had arranged to have a speaker
from City of West Hollywood give a presentation regarding
the public art program, but she had to cancel. Erin Harkey,
project manager for County of Los Angeles and a board
member for Americans for the Arts’ Public Art Network, will
speak at the meeting. This commission is invited to attend.
Commissioner Darby announced that she has been
nominated for Community Citizen of Distinction and invited
the Commission members to attend on December 10 at the
Renaissance Esmeralda.
Chairperson Boren reported that Alejandro Olmo’s artwork
(whose artwork was displayed in the Palm Desert
Community Gallery) will be displayed at the Coachella Valley
History Museum through December. She circulated rack
cards for the Museum’s current exhibition honoring 50 years
of the Coachella Valley Historical Society formed in 1965. It
includes an exhibit featuring the happenings in the Valley in
1965 (Date Festival, businesses that are still in business,
events that occurred in the high school and still do, etc.).
There will be a Day of the Dead event on November 7.
There will be a car show in January of cars from 1965, and
on January 23 cars from 1965 will be displayed and paired
with their 2016 counterparts.
XI. ADJOURNMENT
Commissioner Miller moved to adjourn the meeting at 10:22 a.m.
Motion was seconded by Commissioner Bussing.
