MINUTES
Wednesday, January 13, 2016
I. CALL TO ORDER
Chairperson Boren convened the meeting at 9:01 a.m.

III. ORAL COMMUNICATIONS
Ms. Glickman introduced Ryan Stendell who is the new Director of
Community Development. Ms. Glickman noted that Ken Stendell
has resigned from the Planning Commission, and a member from
the Planning Commission will be appointed to serve as the liaison
between the Planning and Art in Public Places commissions.
Ryan Stendell introduced himself and gave a background on
himself. He studied public administration at San Diego State. He
started at the City of Palm Desert in 2002 in the Planning
Department as a dual role planner working with Parks and

Recreation and the Planning Department planning new
development, worked in the Public Works Department, and then
directly with the City Manager. He also worked on the General
Plan with Lauri Aylaian.
IV. CONSENT CALENDAR
Minutes of the regular meeting held on December 9, 2015.
Chairperson Boren noted that on Page 5 of the December 9, 2015
minutes, it was stated that Commissioner Darby moved to adjourn
the meeting; however, Commissioner Darby was not present at that
meeting.
Commissioner Hough moved to approve the Minutes of
December 9, 2015 as corrected. Motion was seconded by
Commissioner Miller and carried 3-1-0 with Boren, Hough, and Miller
voting AYE, Darby ABSTAINING, and Bussing ABSENT.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION –
Councilmember Susan Marie Weber
No report.
B. PLANNING COMMISSION REPORT –
No report.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported that orange awnings were approved for
Orangetheory Fitness located in El Paseo Square.
D. YOUTH COMMITTEE – Cory Hutchinson
Mr. Hutchinson reported that he would like to get more
involved with the Coachella Valley Art Scene as he plans to
incorporate more art related events into the Youth
Committee’s schedule.

VII. NEW BUSINESS
A. ELECTION OF CHAIRPERSON AND VICE CHAIRPERSON
FOR 2016
Commissioner Darby recommended that Chairperson Boren
be reelected as Chairperson for 2016.
Commissioner Darby moved to reelect Chairperson
Boren as Chairperson for 2016. Motion was seconded by
Commissioner Hough and carried 4-0-0 with Boren, Darby,
Hough, and Miller voting AYE, with Bussing ABSENT.
Commissioner Hough moved to reelect Vice
Chairperson Darby as Vice Chairperson for 2016. Motion was
seconded by Commissioner Miller and carried 4-0-0 with
Boren, Darby, Hough, and Miller voting AYE, with Bussing
ABSENT.
B. SELECT UP TO TWO FINALISTS TO RECEIVE AN
HONORARIUM TO CREATE ONE PROPOSAL FOR THE
SET OF TWO TRAFFIC SIGNAL CABINETS ON FRED
WARING DRIVE AND PORTOLA AVENUE
Ms. Glickman reminded the Commissioners that staff sent
out a Call for Artists for the set of traffic signal cabinets on
the northwest corner of Fred Waring Drive and Portola
Avenue and for the traffic signal cabinets on the southeast
corner of Magnesia Falls Drive and Portola Avenue. Ms.
Glickman stated that she would like to spend more time
reviewing the applications for the cabinets on Magnesia Falls
Drive and Portola Avenue, and will present those proposals
at the February 10 meeting. Ms. Glickman presented
images of the set of traffic signal cabinets located on Fred
Waring Drive and Portola Avenue.
Staff received twelve applications (which will be presented
for both projects) and presented them to the Commission to
select up to two finalists with one alternate. The following
artists sent in applications for the project. Bijan
Masoumpanah, John Coleman, Gerry High, Hector
Velderraint, Juan-Manuel Alonso, Karma Farmers, Leo
Fuchs, Linda Kottke, Robert Velaquez, Ron Himelman,
Susan Smith Evans, and Yudit Ecsedy.

Mr. Hutchinson commented that something other than a
landscape design would be better received by the public.
The Commission members reviewed the applications and
narrowed down the submissions to the following artists.
Juan-Manuel Alonso and Yudit Ecsedy will each create a
proposal and John Coleman will be the alternate.
Commissioner Hough moved to accept artists Juan-
Manuel Alonso and Yudit Ecsedy to each create a proposal for
the set of two traffic signal cabinets to present to the
Commission with John Coleman as the alternate. Motion was
seconded by Commissioner Miller and carried 4-0-0 with
Boren, Darby, Hough, and Miller voting AYE, with Bussing
ABSENT.
VIII. CONTINUED BUSINESS
A. APPROVAL OF THE MINUTES OF NOVEMBER 18, 2015
Commissioner Darby moved to approve the Minutes of
November 18, 2015. Motion was seconded by Commissioner
Miller and carried 3-1-0 with Boren, Darby, and Miller voting
AYE, Hough ABSTAINING, and Bussing ABSENT.
IX. OLD BUSINESS
NONE
X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman reported that “Mandalas & Fragments” with
Paul Hamel and Randall Weidner will open January 28, with
the opening reception on February 1.
B. First Weekend
Ms. Glickman reported that the First Weekend events are
going well. The January featured event was the Galen’s
Resolution 5K run. The featured event for February is Swing
‘N Hops on February 6 on El Paseo between San Pablo and
Larkspur. It will include a swing band, classic car show of
the era, two beer gardens, four food vendors, swing dance

lessons, and Coachella Arts Scene will provide three
interactive art projects.
Other First Weekend events include a paint night at Whole
Foods on Sundays, events at the Palm Springs Art Museum
in Palm Desert, El Paseo art walk, cruise night, and the Art
Place at Corporate Way.
C. Film Series
Ms. Glickman reported that the first film of the season, Sol
Lewitt: Wall Drawings, will screen on Thursday, January 21
at UCR Palm Desert.
XI. REPORTS AND REMARKS
A. STAFF
Ms. Glickman reported that Cathedral City is interested in
hosting the next Coachella All Valley Committee sometime
after March 15.
Ms. Glickman announced that the Call for Artists for the
2017/2018 El Paseo Exhibition has been delayed due to
structural engineering concerns (specs and engineering).
The deadline for the entries is March 28.
PLEASE let Debbie Thompson or Deborah Glickman
know if you will be absent from an Art in Public Places
Commission meeting.
B. COMMISSION REPORTS
Chairperson Boren announced that, “A Blast from the Past
1965 Car Show” will exhibit at the Coachella Valley History
Museum on January 23.
Commissioner Darby announced that work by Barbara
Ellmann will be on display in the Walter N. Marks Center for
the Arts February 4 – March 11 with an opening reception on
Thursday, February 4.
XII. ADJOURNMENT
Commissioner Hough moved to adjourn the meeting at 10:15 a.m.
Motion was seconded by Commissioner Miller.
