MINUTES
Wednesday, February 10, 2016
I. CALL TO ORDER
Chairperson Boren convened the meeting at 9:01 a.m.

III. ORAL COMMUNICATIONS
Ms. Glickman introduced and welcomed Sonia Campbell who will
serve as the Planning Commission liaison.
IV. CONSENT CALENDAR
Minutes of the regular meeting held on January 13, 2016 were
continued to the meeting of March 9, 2016.
Commissioner Hough moved to continue the Minutes of
January 13, 2016 to the meeting of March 9, 2016. Motion was
seconded by Commissioner Darby and carried 4-0-0 with Boren,
Darby, Hough, and Miller voting AYE, with Bussing ABSENT.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION –
Councilmember Susan Marie Weber
Councilmember Weber reported that at its meeting of
January 14, 2016, City Council approved the removal of
Joshua Tree One by Mitchell Taylor from the 2015/2016 El
Paseo Exhibition to be replaced with Ocotillo by Mitchell
Taylor.
B. PLANNING COMMISSION REPORT –
Ms. Campbell reported that the Planning Commission
approved the design of a new clubhouse at BIGHORN Golf
Club. The existing clubhouse will be demolished and the
new building will be built in the same location. Four
condominiums will occupy the top (third) floor of the
clubhouse.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic announced that Blaze Pizza will move into the El
Paseo Square center.
Mr. Vuksic reported that a new 6,700 square foot building
was proposed for the last remaining building pad in Desert
Gateway Shopping Center and was approved with
conditions on the architectural design.
Fifty four additional units will be added to the Spanish Walk
community on Gerald Ford and Frank Sinatra drives.
D. YOUTH COMMITTEE – Cory Hutchinson
Mr. Hutchinson reported that the Youth Committee is
discussing options for fundraisers. They usually hold a
carwash but due to water conservation efforts, they will have
to consider other possibilities. They are also preparing their
anti-bullying campaign.

VII. NEW BUSINESS
A. SELECT ONE ARTIST AND ONE ALTERNATE TO
CREATE A DESIGN FOR THE SET OF TWO TRAFFIC
SIGNAL CABINETS ON PORTOLA AVENUE AND
MAGNESIA FALLS DRIVE
Ms. Glickman reminded the Commission members that the
artist who is selected to create a design for the subject
cabinets will work with students from either Abraham Lincoln
Elementary School or its After School Program. Once the
design is created and approved it would be printed on vinyl
and installed on the set of cabinets. She talked to the artists
in regards to their experience in working with students, and
most of the artists had strong experience working in the
schools with students. The selected artist is to create two
designs to present to the Art Commission for
recommendation to City Council for final approval. She has
been in contact with Lincoln School and the After School
Program in regards to the project. In order for the artist to
work with the students at Lincoln School, he/she will need to
be approved by the school district. That might not be the
case with the After School Program, however.
Ms. Glickman stated that staff is asking the Commission to
select one artist to create a design to receive the
commission as well as one alternate.
Ms. Glickman presented the following artist applications for
the project. Bijan Masoumpanah, John Coleman, Gerry
High, Hector Velderraint, Juan-Manuel Alonso, Karma
Farmers, Leo Fuchs, Linda Kottke, Robert Velaquez, Ron
Himelman, Susan Smith Evans, and Yudit Ecsedy.
After reviewing all of the applications, Ms. Glickman asked
that the Commission select one artist and decided there was
no need for an alternate for this project.
The Commission members reviewed the applications and
selected Susan Smith Evans to work with the students to
create two designs for the Commission’s review then to City
Council for final approval.
Commissioner Hough moved to select artist Susan
Smith Evans to work with students from either Abraham
Lincoln Elementary School or the After School Program to

create two designs for presentation to the Art in Public Places
Commission and forward the recommendation to City Council
for final approval and have the design placed on a vinyl wrap
for the set of traffic signal cabinets located on the southeast
corner of Magnesia Falls Drive and Portola Avenue. An
alternate artist was not chosen for this project. Motion was
seconded by Commissioner Darby and carried 4-0-0 with
Boren, Darby, Hough, and Miller voting AYE, with Bussing
ABSENT.
B. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN
CITY OF PALM DESERT’S ARTIST REGISTRY
Artist Ann Tarantino applied to be included in the City of
Palm Desert’s Artist Registry.
Commissioner Miller moved to accept artist Ann
Tarantino in the City of Palm Desert’s Artist Registry. Motion
was seconded by Commissioner Hough and carried 4-0-0 with
Boren, Darby, Hough, and Miller voting AYE with Bussing
ABSENT.
VIII. CONTINUED BUSINESS
A. APPROVAL OF THE MINUTES OF NOVEMBER 18, 2015
Commissioner Darby moved to approve the Minutes of
November 18, 2015. Motion was seconded by Commissioner
Miller and carried 3-1-0 with Boren, Darby, and Miller voting
AYE, Hough ABSTAINING, and Bussing ABSENT.
IX. OLD BUSINESS

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman reported that Mandalas & Fragments with Paul
Hamel and Randall Weidner, currently displayed in the
gallery, has been well received.

B. Docent Tours
All of the fourth and fifth grade students and some of the first
grade students from Washington Charter School have taken
docent led tours of the El Paseo Exhibition.
There were 22 people on the tour of the Park on Saturday,
February 6. There was a media group who joined the tour.
B. First Weekend
Ms. Glickman reported that the February First Weekend
featured event was the Swing ‘N Hops Street Party with
approximately 1,500 people in attendance. It was the first
City produced First Weekend event and it went well.
The featured event for March is the wildflower festival on
Saturday, March 5 at the Santa Rosa & San Jacinto
Mountains National Monument Visitor Center.
C. Film Series
Ms. Glickman reported that the first film of the season, Sol
Lewitt: Wall Drawings, went well. Calder – Sculptor of Air is
on Thursday, February 18 at UCR Palm Desert. Steven
Nash will speak after the film.
The film, Beyond These Walls: Building Community Through
Public Art, is March 17, and A Model for Matisse will show
on April 21.
Ms. Glickman is considering changing the day of the films
from the third Thursday of the month to the first Thursday of
the month (for next year) to coincide with First Weekend.
XI. REPORTS AND REMARKS
A. STAFF
No report.
B. COMMISSION REPORTS
Commissioner Hough announced that Edward Curtis’s
photographs will be on exhibition at the Palm Springs Art
Museum through May 29, 2016. Edward Curtis’s

photographs document the American Indians in the late
1900s including artifacts that relate to the photographs.
Chairperson Boren reported that the Indio Historic Museum
removed the water tower from the Museum for renovation.
Once the water tower is back in place, the Museum is
considering using it as a surface to project images. The
Museum may be working in conjunction with the Public Arts
and Historic Preservation Commission in Indio in order to
make that happen.

Commissioner Miller moved to adjourn the meeting at 9:53 a.m.
Motion was seconded by Commissioner Darby.
