MINUTES

III. ORAL COMMUNICATIONS
Ms. Glickman introduced Kim Warpinski who was hired as
Management Analyst in the Community Development Department.
She will work with the staff at the Parks and Recreation District and
Aquatic Center. She was very instrumental in the coordination of
the Swing ‘N Hops Street Party.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on February 10, 2016.
Commissioner Hough moved to approve the Minutes of
February 10, 2016. Motion was seconded by Commissioner Darby
and carried 3-0-0 with Boren, Darby, and Hough voting AYE, with
Bussing and Miller ABSENT.
V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION –
Councilmember Susan Marie Weber
No report.
B. PLANNING COMMISSION REPORT –
Ms. Campbell reported that the Planning Commission
granted a Conditional Use Permit for construction of a 32
stall public parking lot at the intersection of San Marcos and
San Clemente Circle.
Also, a Conditional Use Permit was granted for placement of
a donation container at the Westfield Mall.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported that final construction plans for Legend
Gardens on Catalina, and two office retail buildings in
University Village were approved.
D. YOUTH COMMITTEE – Cory Hutchinson
Mr. Hutchinson reported that members from the Youth
Committee will make presentations at several schools
regarding anti bullying. They are also working on fundraiser
ideas.
Secretary Debbie Thompson noted that Commissioner Miller
arrived at the meeting at 9:15 a.m.

VII. NEW BUSINESS
A. RANK THE PUBLIC ART PROPOSALS FROM THE
FINALISTS FOR THE SET OF TWO TRAFFIC SIGNAL
CABINETS ON FRED WARING DRIVE AND PORTOLA
AVENUE
Ms. Glickman reminded the Commissioners that at its
January meeting two finalists were selected to present
proposals to the Commission for the set of traffic signal
cabinets located on Fred Waring Drive and Portola Avenue.
Ms. Glickman referred to the proposals submitted by Juan-
Manuel Alonso and Yudit Escedy.
Mr. Alonso explained that he incorporated the environment
that surrounds the set of cabinets into his design. He
assessed the area by walking the site and what one would
see from a vehicle. He chose the color palette as close as
possible to the surrounding environment. Ms. Glickman
stated that the color palette cannot be too dark as it causes
the cabinet to generate too much heat for the electrical unit
that is located inside the cabinets.
Ms. Ecsedy explained that she included local wildlife, plant
life, and an Indian family in her design. She noted that she
would ensure that the depiction of the Indian family were
accurate and not misrepresented. Chairperson Boren
suggested a few adjustments to the Indian family.
Commissioner Hough did like the idea of the natural
landscape and the local wildlife but suggested not including
the Indian theme as it might become too consuming.
Commissioner Hough commented that both proposals were
excellent but preferred Mr. Alonso’s proposal as Ms.
Ecsedy’s had too many ideas and details for this project.
She did like the continuity and colors but it was too busy.
Commissioner Miller moved to select artist Juan-Manuel
Alonso to paint his proposed design on the traffic signal
cabinets located on the northwest corner of Fred Waring Drive
and Portola Avenue. Motion was seconded by Commissioner
Darby and carried 3-0-1 with Darby, Hough, and Miller voting
AYE, Boren voting NO, with Bussing ABSENT.

B. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN
THE PALM DESERT COMMUNITY GALLERY FOR THE
2016/2017 SEASON
Ms. Glickman reported that staff received 16 proposals for
exhibition in the Palm Desert Community Gallery for the
2016/2017 season. There are four available shows to be
filled.
The following artists submitted proposals. Angela Romero,
Art on the Edge, Cheryl Bookout, Eden Bebla, Johanna
Woltil, Kim Uhlik, Joyce Kingman, Linda Richardi, Linda
Wood Hanna, Regina Kirillov, Robert Bergazyn, Susan
Smith Evans, and Dina Budginas.
After much discussion, the Commission members concurred
with the following exhibitions. Art on the Edge as a solo
show; Robert Bergazyn and Dina Budginas as one show;
Susan Smith Evans as a solo show, and Linda Hanna and
Linda Richardi as one show.
Commissioner Hough moved to accept Art on the Edge,
Robert Bergazyn, Dina Budginas, Susan Smith Evans, Linda
Hanna, and Linda Richardi as the artists who will exhibit in the
Palm Desert Community Gallery for the 2016/2017 season.
Motion was seconded by Commissioner Miller and carried 4-0-
0 with Boren, Darby, Hough, and Miller voting AYE, with
Bussing ABSENT.
C. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN
CITY OF PALM DESERT’S ARTIST REGISTRY
Artists Peter Mikulak and Stefanie Rocknak applied to be
included in the City of Palm Desert’s Artist Registry.
Commissioner Miller moved to accept artists Peter
Mikulak and Stefanie Rocknak in the City of Palm Desert’s
Artist Registry. Motion was seconded by Commissioner
Hough and carried 3-0-1 with Boren, Darby, and Hough voting
AYE, Miller voting NO, with Bussing ABSENT.

Commissioner Hough moved to approve the Minutes of
January 13, 2016. Motion was seconded by Commissioner
Darby and carried 4-0-0 with Boren, Darby, Hough, and Miller
voting AYE, with Bussing ABSENT.
IX. OLD BUSINESS

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
The current show, Mandalas & Fragments has been well
received. The upcoming exhibit will be the Student Art and
Essay Contest.
B. Docent Tours
Docent tours have been steady.
C. First Weekend
The First Weekend featured event for March was the
Wildflower Festival on Saturday, March 5 at the Santa Rosa
& San Jacinto Mountains National Monument Visitor Center.
On Sunday, March 6, UCR showed a film on LCD
Soundsystem called Shut Up and Play the Hits that narrates
the documentation of this shining performance and an
intimate portrait of James Murphy.
UCR may show another film the First Weekend in May.
D. Film Series
Ms. Glickman reported that the film Calder – Sculptor of Air
that screened on Thursday, February 18 went well.
The film, Beyond These Walls: Building Community Through
Public Art, and a short film of Murals within the Palm Springs
Unified School District will screen on March 17. Speakers
after the film will be Louisa Castrodale and Ryan Campbell.
The final film for the season is A Model for Matisse and will
screen on April 21.

E. All Coachella Valley Public Art Meeting
Ms. Glickman reported that she heard from Cathedral City
regarding the All Coachella Valley Public Art meeting and
the date has been tentatively set for April 7. The meeting
will be held at a gallery in Cathedral City.
REPORTS AND REMARKS
A. STAFF
The Peace Memorial is currently being repaired by Rosa
Lowinger & Associates. The marble and the concrete base
under the marble is being replaced, and the lighting fixtures
are being repaired.
B. COMMISSION REPORTS
Commissioner Darby stated that she attended the La Quinta
Arts Festival, and they did a beautiful job with the sculptures
in the park. In her conversations with some of the sculptors,
they noted that they had been invited to apply for the El
Paseo Exhibition but she got the feeling they were under the
impression they could only show for the La Quinta Arts
Festival. Ms. Glickman stated that she will ensure that the
call for artists is sent to the artists from the Festival. The
applications for the 2016/2017 El Paseo Exhibition are due
on March 28. Ms. Glickman is looking into CAFÉ (Call for
Entries) which is an online application process. Artists are
referring more to CAFÉ for artist opportunities.
Chairperson Boren reported that the Heritage Festival will be
held at the Coachella Valley Historical Museum on March
19. The Festival will include art exhibits, Second Bass
Gospel Choir, Barnaby Finch, Jazzgrass from Idyllwild, Tyco
Drummers, food vendors, craft vendors, etc.
