ROLL CALL Present Absent Maureen Boren Norma Bussing Donna Jean Darby Katherine Hough Lesley Miller Also Present Deborah S. Glickman, Management Analyst Debbie Thompson, Recording Secretary Susan Marie Weber, Councilmember Liaison Ryan Stendell, Director of Community Development III. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on March 9, 2016. Commissioner Hough moved to approve the Minutes of March 9, 2016. Motion was seconded by Commissioner Darby and carried 4-0-0 with Boren, Darby, Hough, and Miller voting AYE, with Bussing ABSENT. V. DISCUSSION ITEMS Art in Public Places Minutes April 13, 2016 2 A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber Councilmember Weber reported that artist Juan-Manuel Alfonso was approved to paint his proposed design on the traffic signal cabinets on Fred Waring Drive and Portola Avenue. B. PLANNING COMMISSION REPORT – Sonia Campbell Mr. Stendell reported that the Planning Commission approved a potential zoning ordinance amendment allowing a height limit exception in office professional zones when not directly adjacent to a single family residential zone. Mr. Stendell updated the Planning Commission on the Vision San Pablo event on Saturday, May 7 on San Pablo. It will include a block party to showcase the improvements that the City is considering for the San Pablo Corridor. “Will be too much fun”, stated Ryan. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic No report. D. YOUTH COMMITTEE – Cory Hutchinson In Mr. Hutchinson’s absence, Ms. Glickman reported that the Youth Committee has been working with the Coachella Valley Art Scene to hold an open mic fundraiser at their space called MAKE at the Westfield Mall on May 22. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDER THE DONATION OF MESA BY LUIS MONTOYA TO BE INCLUDED IN THE CITY’S PERMANENT ART COLLECTION Ms. Glickman reported that she was approached by someone who would like to donate a sculpture to the City of Palm Desert’s permanent public art collection. She referred Art in Public Places Minutes April 13, 2016 3 to the image of Mesa by Luis Montoya that was included in the agenda packet. She stated that there is an empty pad in the Civic Center Park that would accommodate the sculpture. The City’s cost would include transportation and installation of the sculpture as well as and general ongoing maintenance and minor insurance coverage. She has a meeting to assess the condition of the sculpture tomorrow. Commissioner Hough moved to accept the donation of Mesa by Luis Montoya into the City of Palm Desert’s permanent public art collection with the provision that staff is confident with its condition after assessing it. Motion was seconded by Commissioner Darby and carried 4-0-0 with Boren, Darby, Hough, and Miller voting AYE, with Bussing ABSENT. B. APPROVAL OF EIGHTEEN SCULPTURES AND UP TO FOUR ALTERNATES FOR THE 2017/2018 EL PASEO EXHIBITION Ms. Glickman thanked the Commissioners who served on the 2017/2018 El Paseo Exhibition subcommittee, which reviewed 60 applications. She noted that there was a maximum height restriction of ten feet for artwork to be included in the 2017/2018 Exhibition. The subcommittee selected the following eighteen artworks. Tres Gatos by Gilbert Boro, Monument of Curiosity by Arnold Martin, Spiral Bloom by Christopher Thomson, Heroic Interlude by Delos Van Earl, Couple by James Hill, Sol III by John Neuman, Polka-Pooka by Karen and Tony Barone, Allure by Michael Anderson, Electrosynthesis by Michael Dunton, Ascent by Miguel Edwards, Dragonfly by Stephen Fairfield, Birds in Flight by Steven Rieman, Dropsy by Ted Schaal, Taming the Wild West by Tim Shockley, Untitled by Susan Rankin, Spider Totem by Stephen Fairfield, Yellow Chair by Deanna Wagner, and The Hatch by Peter Zazel. The four alternates are Essential Elements by Amber Irwin, Moon Man by Cory Hamilton, Betina the Bee by Leslie and Paul Wilton, and Suspended Boulder by Steven Webster. Commissioner Darby moved to accept the above stated sculptures for the 2017/2018 El Paseo Exhibition. Motion was seconded by Commissioner Miller and carried 4-0-0 with Boren, Darby, Hough, and Miller voting AYE, with Bussing ABSENT. Art in Public Places Minutes April 13, 2016 4 VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery The current exhibition in the Community Gallery is the Student Art and Essay Contest with the title “My Favorite Landmark”. Staff has been meeting with the artists who will be showing in the upcoming season. B. Docent Tours Docent tours are winding down for the season. C. First Weekend Vision San Pablo, a block party, will take place on Saturday, May 7 on San Pablo. Visit PDFirstweekend.com for all of the month’s First Weekend events. D. Film Series The final film for the season is A Model for Matisse and will screen on April 21. REPORTS AND REMARKS A. STAFF The All Valley Public Art meeting will be held in Cathedral City on May 5 at 4:30 p.m. Christi Salamone and Jan McGuire will give presentations. Art in Public Places Minutes April 13, 2016 5 B. COMMISSION REPORTS Commissioner Darby saw a presentation by the Greater Palm Springs Convention Bureau at UCR, which included information of Palm Desert’s art.
