ORAL COMMUNICATIONS Deputy City Clerk, Grace Mendoza, swore in new Commission member Sonia Campbell prior to the meeting. IV. CONSENT CALENDAR Minutes of the regular meeting held on April 13, 2016. Commissioner Hough moved to approve the Minutes of April 13, 2016. Motion was seconded by Commissioner Bussing and carried 4-1-0 with Boren, Bussing, Hough, and Miller voting AYE, Campbell ABSTAINING with Darby ABSENT. Art in Public Places Minutes May 11, 2016 2 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber Councilmember Weber reported that at its City Council meeting of April 28, 2016, the eighteen sculptures and four alternates for the 2017/2018 El Paseo Exhibition were approved. Councilmember Weber added that some of the existing concrete pads for the exhibition will be replaced with new ones. Ms. Glickman noted that staff will be replacing six to nine of the eighteen pads on El Paseo as the current exhibition is being deinstalled. The donation of Mesa by Luis Montoya was also approved to be included in the City’s permanent public art collection. Staff is looking to place the sculpture on the empty pad in the Civic Center Park. B. PLANNING COMMISSION REPORT No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported that final construction plans for the last empty pad in the Desert Gateway shopping center was approved. The housing project that will be located behind the Desert Arc building on Country Club Drive was continued. The new housing project (Catavina Aventine) on Portola was continued. Preliminary plans for a restaurant that will be located on El Paseo west of Lupine were approved. The existing building will be torn down and a two story restaurant with a roof deck will be built. The Sweet Spot Club is being proposed for the frontage road along Highway 111. There will be a remodel for the building for the new project. Art in Public Places Minutes May 11, 2016 3 D. YOUTH COMMITTEE – Cory Hutchinson No report. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. APPROVE A $10,000 SPONSORSHIP FROM THE PUBLIC ART FUND TO DESERT X Ms. Glickman reported that Desert X is an all Valley sculpture exhibition that was started by Susan Davies from Sunnylands. Desert X is a nonprofit that has a board that includes representatives from Goldenvoice and Sunnylands and internationally/nationally known art collectors, creators, and curators. The exhibition will include approximately twelve, large scale sculptures placed throughout the Coachella Valley. Curator Neville Wakefield is researching sites and will have the artists he has been working with respond to those sites. One of the sites being considered is Homme/Adams Park off of Thrush, which is near the Cross Hike. The exhibition would run February through April 2017. The organization is asking for support in the amount of $25,000 from the City; $10,000 of which would come from the public art fund and $15,000 from the marketing budget. Commissioner Hough moved to approve a sponsorship of $10,000 from the public art fund to Desert X. Motion was seconded by Commissioner Bussing and carried 5-0-0 with Boren, Bussing, Campbell, Hough, and Miller voting AYE, with Darby ABSENT. B. CONSIDER AND POTENTIALLY SELECT A SCULPTURE FROM THE 2015/2016 EL PASEO EXHIBITION FOR PURCHASE BY THE CITY OF PALM DESERT FOR ITS PERMANENT PUBLIC ART COLLECTION Ms. Glickman stated that it is not mandatory that the City purchase a sculpture from the 2015/2016 El Paseo Exhibition. It was the concurrence of the Commission to review all potential sculptures to see if there was one of particular of interest for consider purchase. She noted that staff does not have an apparent pad for placement of Art in Public Places Minutes May 11, 2016 4 sculpture at this time. The Commissioners were in favor of purchasing Enduring Tradition by Gerald Clarke Jr. There was discussion of a few locations where Enduring Tradition could be placed including El Paseo west of Highway 74 or on Highway 74 near the Santa Rosa & San Jacinto Mountains National Monument Visitor Center. Chairperson Boren noted that that sculpture connects to the Native American culture and the City does not have anything that represents the Native American culture in its collection and would be a good fit. Ms. Glickman noted that the sculpture is 8 foot tall and 6 foot in diameter and is listed at $20,000. Staff will explore the two mentioned locations and continue the item to the next meeting. Commissioner Hough moved to continue the item of considering and potentially purchasing a sculpture from the 2015/2016 El Paseo Exhibition to include in the City of Palm Desert’s permanent public art collection. Staff will research locations for placement of Enduring Tradition by Gerald Clarke Jr. and report at the next meeting. Motion was seconded by Commissioner Miller and carried 5-0-0 with Boren, Bussing, Campbell, Hough, and Miller voting AYE, with Darby ABSENT. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Thompson announced that the Student Art and Essay Contest Award Ceremony is this evening at 6:30 p.m. in the Council Chamber. She thanked Commissioner Boren for judging the art and Commissioner Bussing who read and judged 85 essays. Commissioner Bussing commented that this year’s theme was well received. Ms. Glickman stated that the Learning Tree’s student council took a tour of City Hall including the Gallery, and the students were excited to see their artworks on the walls in the gallery. Art in Public Places Minutes May 11, 2016 5 B. Docent Tours Docent tours are winding down for the season. Recently, there were a few classes from COD who received a tour in the Civic Center Park. A school from Indio with 75 students will tour the Park next week. C. First Weekend Vision San Pablo, a block party, was held on Saturday, May 7 on San Pablo and was the final featured event for First Weekend. The event was very well received by the community. REPORTS AND REMARKS A. STAFF Ms. Glickman would like to include a public art brainstorming session at the June meeting and asked the Commission members to think of ideas for the program. The public art program is in its 30th year and staff is planning to have an event to celebrate the anniversary. Ms. Glickman reported she attended the All Valley Public Art meeting in Cathedral City on May 5. The meeting was held at the Library and started with the dedication of a new art piece. After the reception Jan Maguire of the Greater Palm Springs Convention and Visitors Bureau talked about economic development and art. There was also a presentation of a public art app that a 15 year old developed, and representatives from each City spoke. B.
