HomeMy WebLinkAbout2016-06-08 CITY OF PALM DESERT ART IN PUBLIC PLACES COMMISSION MINUTES Wednesday, June 8, 2016 I. CALL TO ORDER Chairperson Boren convened the meeting at 9:00 a.m. II. ROLL CALL Present Absent Maureen Boren Donna Jean Darby Norma Bussing Sonia Campbell Katherine Hough Lesley Miller Also Present Deborah S. Glickman, Management Analyst Debbie Thompson, Recording Secretary Susan Marie Weber, Councilmember Liaison Ryan Stendell, Director of Community Development Ron Gregory, Planning Commission Liaison III. ORAL COMMUNICATIONS Ms. Glickman introduced Ron Gregory who will be the liaison between the Planning Commission and Art in Public Places Commission. IV. CONSENT CALENDAR Minutes of the regular meeting held on May 11, 2016. Chairperson Boren noted that on Page 5 under Reports and Remarks, Section B. Commission Reports, it states that Commissioner Darby gave a report; however, she was not present at that meeting. Commissioner Campbell moved to continue the Art in Public Places Minutes June 8, 2016 2 Minutes of May 11, 2016 to the meeting of July 13, 2016 to allow staff to review the recorded minutes. Motion was seconded by Commissioner Hough and carried 5-0-1 with Boren, Bussing, Campbell, Hough, and Miller voting AYE with Darby ABSENT. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber Councilmember Weber reported that a committee has been formed regarding the holiday decorations and lighting along El Paseo as well as various sites in Palm Desert. Ms. Glickman added that she will serve on that committee to ensure that the placement of the decorations will not hinder the site lines of the sculptures placed on the El Paseo medians. B. PLANNING COMMISSION REPORT – Ron Gregory Mr. Gregory reported that the Planning Commission was given an update regarding the Vision San Pablo event. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic No report. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS NONE VIII. CONTINUED BUSINESS A. CONSIDER AND POTENTIALLY SELECT A SCULPTURE FROM THE 2015/2016 EL PASEO EXHIBITION FOR PURCHASE BY THE CITY OF PALM DESERT FOR ITS PERMANENT PUBLIC ART COLLECTION (Continued from the meeting of May 11, 2016). Ms. Glickman reported that at last month’s Art in Public Places Commission meeting, the Commission reviewed the Art in Public Places Minutes June 8, 2016 3 sculptures from the 2015/2016 El Paseo Exhibition and the Commissioners agreed to consider the purchase of Enduring Traditions by Gerald Clarke Jr. Staff spoke to Mr. Clarke letting him know that the City was interested in potentially purchasing his sculpture to include in its permanent public art collection. Mr. Clarke has lowered the price of the sculpture from $20,000 to $12,000. Staff responded to the Commission’s request of selecting a location for the sculpture on Highway 74 near the Santa Rosa and San Jacinto Mountains National Monument Visitor Center. Staff visited the Visitor Center and is proposing a location near a hiking trail that is close to the Visitor Center parking lot. Commissioner Hough commented that she liked the idea of the one on one intimate relationship that location provides and also likes that the location would be set away from the parked cars in the parking lot. She added that having the sculpture near the trail would be strong for those viewing it on foot, but weak for those passing by on the road. Commissioner Miller moved to approve the purchase of Enduring Traditions by Gerald Clarke Jr. and place the sculpture on a trail near the parking lot of the Santa Rosa and San Jacinto Mountains National Monument Visitor Center off of Highway 74. Motion was seconded by Commissioner Campbell and carried 5-0-1 with Boren, Bussing, Campbell, Hough, and Miller voting AYE, with Darby ABSENT. IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman reported that the current exhibition, Linda & Linda: Water and Light with artists Linda Hanna and Linda Richardi opened on May 26 and has been well received. The opening reception is Monday, June 13 at 5:30 p.m. B. Docent Tours The docent tours are on hiatus for the summer unless a private tour is requested. Art in Public Places Minutes June 8, 2016 4 Ms. Glickman is looking into training new docents for the upcoming season. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman stated that she attended the Parks and Recreation Commission to present Desert X to the Commission and the members were supportive of the project. Ms. Glickman met with Councilmembers Jonathan and Weber regarding the direction of the future of the public art program. Ms. Glickman presented a PowerPoint of public art projects from other cities including bicycle racks, temporary projects, light projections, etc. to the Commission. Upon question by Chairperson Boren, Ms. Glickman responded that some of the goals included in the General Plan include the proposed changes on San Pablo, community gathering spaces, bike riding and walking, raising height limits on commercial buildings, etc. Chairperson Boren would like one of the goals to be to include youth in the City’s upcoming projects. She added that the purpose of the Commission is to enrich lives, educate, and create involvement, which is important for today’s youth. She noted that other cities are working more with the schools in regards to the arts. Commissioner Miller mentioned having a contest to create benches and having a merry go round in the park including a concession stand with ice cream and sandwiches, etc. She believes it would entice kids to ask their families to take them to the park. Commissioner Hough commented that she liked the idea of light and sound sculptures that can bring out young adults in the evening. Ms. Glickman noted that she will be attending the Americans for the Arts Conference in Boston and will attend a session regarding light and sound art with Christopher Janney. Commissioner Hough stated that the Palm Springs Art Museum is considering creating a light installation above the Museum (in Palm Springs) that will include the mountains in the background. Indio is planning a light piece on the water tower at the Coachella Valley History Museum. Ms. Glickman noted that the City does have a light ordinance that will need to be considered if a light piece is pursued. There was a suggestion of having light projections on the street of San Pablo. Commissioner Campbell suggested the Art in Public Places Minutes June 8, 2016 5 following sites to place sculptures: the northwest corner on Portola Avenue and Fred Waring, Magnesia Falls and San Pablo, and the median on Monterey Avenue between Frank Sinatra and Gerald Ford. Mr. Gregory commented that a lot of sand blows in the northern sphere and may not be an ideal area for art. Ms. Glickman stated that Magnesia Falls and San Pablo is part of the upcoming Vision San Pablo project. Ms. Glickman reported that a local artist has proposed painting a mural on one of the buildings located on San Pablo and Highway 111. It will be a private project and therefore will not come before the Commission, but Ms. Glickman wanted the Commission to be aware that it might be happening. B. COMMISSION REPORTS NONE XII.
