ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on June 8, 2016. Commissioner Hough moved to approve the Minutes of June 8, 2016. Motion was seconded by Commissioner Miller and carried 4- 0-0 with Boren, Campbell, Hough, and Miller voting AYE, with Bussing and Darby ABSENT. Art in Public Places Minutes July 29, 2016 2 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber Ms. Glickman reported that City Council approved the proposal for the Desert X project, and two of the First Weekend events (STREET and Swing ‘N Hops). Ms. Glickman reported that City Council approved the purchase of Enduring Tradition by Gerald Clarke Jr. from the 2015/2016 El Paseo Exhibition and that it will be placed at the Santa Rosa & San Jacinto Mountains National Monument Visitor Center on Highway 74. B. PLANNING COMMISSION REPORT – Ron Gregory Mr. Stendell reported that the Planning Commission approved a two story restaurant (Grafton’s) on El Paseo that will include a roof deck. Mr. Stendell noted that there will be a mixed use building on El Paseo and Larkspur with retail on the first floor and six apartments on the second level. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported that drawings for an industrial building on Spyder Circle behind Sam’s Club have gone before ARC three times and have not been approved. The applicant will appeal it to City Council. There will be an addition to Barkingham Palace on Dinah Shore. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. RANK THE PROPOSALS BY SUSAN SMITH EVANS TO CREATE A DESIGN FOR THE SET OF TRAFFIC SIGNAL CABINETS ON PORTOLA AVENUE AND MAGNESIA Art in Public Places Minutes July 29, 2016 3 FALLS DRIVE – PRESENTATION BY SUSAN SMITH EVANS Ms. Glickman reminded the Commission that Susan Smith Evans was awarded the contract to create artwork for the set of traffic signal cabinets on Portola Avenue and Magnesia Falls Drive. Ms. Evans worked with students from Abraham Lincoln School and created two proposals for the Commission’s review. The selected design will be applied to the set of cabinets with a vinyl wrap, and not painted. This will be the City’s first set of vinyl wrapped traffic signal cabinets. Staff has researched several companies that provide vinyl wrap for traffic signal cabinets and will send out a request for quotes. Once Ms. Evans’s proposal is approved by City Council, the job will be awarded to the contractor who is best qualified to provide services for the vinyl wrapping of the cabinets. Ms. Glickman referred to the color copies of Ms. Evans’ proposals that were circulated during the meeting. Ms. Evans thanked the Commission for choosing her for the project. She noted that the school librarian suggested that the students draw images of animals reading books. Ms. Evans supplied photos that the students could use for ideas in creating their drawings. Ms. Evans noted that the students are starved for art because it is not offered enough in schools. Ms. Evans stated that she made some minor adjustments to the images that the students created for one of her proposals. She noted the drawing of Abraham Lincoln with the baby leopard sitting on a stack of books next to him is in reference to the school’s name - the Lincoln Leopards. The second design utilizes the same images as the first proposal, but Ms. Smith arranged the images differently and is complimented by text. Ms. Evans found some of her schoolwork from when she was a child and incorporated it into the background of the images that were created by the students. Ms. Glickman stated that Ms. Evans would like to list the names of the students who worked on the project on the top (horizontal) of the smaller cabinet, and the top of the larger cabinet will be of a solid color. The large numbers that are on the cabinet belong to Southern California Edison and are required to remain on the cabinet in the same formation but they can be of a smaller size. After comments and discussion, it was the concurrence of the Commission to Art in Public Places Minutes July 29, 2016 4 approve the first design that was presented as it felt that the second design was too busy. Commissioner Campbell moved to approve the first design that was proposed by Susan Smith Evans for the set of traffic signal cabinets on Portola Avenue and Magnesia Falls Drive. Motion was seconded by Commissioner Hough and carried 4-0-0 with Boren, Campbell, Hough, and Miller voting AYE, with Bussing and Darby ABSENT. B. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN THE CITY OF PALM DESERT’S ARTIST REGISTRY Artists Keith Bloom and Jeff Overlie applied to be included in the City of Palm Desert’s Artist Registry. Commissioner Miller moved to accept artists Keith Bloom and Jeff Overlie in the City of Palm Desert’s Artist Registry. Motion was seconded by Commissioner Hough and carried 4-0-0 with Boren, Campbell, Hough, and Miller voting AYE with Bussing and Darby ABSENT. VIII. CONTINUED BUSINESS A. APPROVAL OF MINUTES FROM THE REGULAR MEETING OF MAY 11, 2016 (Continued from the meeting of June 8, 2016) Commissioner Hough moved to approve the minutes from the regular meeting of May 11, 2016. Motion was seconded by Commissioner Miller and carried 4-0-0 with Boren, Campbell, Hough, and Miller voting AYE with Bussing and Darby ABSENT. IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman announced that the current show in the Community Gallery, Linda & Linda: Water and Light, will be on exhibit through August 5. Touching Nature: Images of Art in Public Places Minutes July 29, 2016 5 Hands by Susan Smith Evans will open August 11 with the opening reception on Monday, September 12. B. Docent Tours The docent tours are on hiatus for the summer unless a private tour is requested. Ms. Glickman is looking for new docents for the upcoming season and training will occur October 2016 through February 2017. Ms. Glickman asked that the Commissioners email her suggestions for new docents. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman stated that she will be out of the office on October 12 for Yom Kippur and would like to change the October meeting to November 2. The meeting of November 2 will take the place of the October 12 and November 9 meetings. The Commissioners agreed to this change in date. Ms. Glickman reminded the Commissioners that the Art in Public Places Commission is dark in August. Ms. Glickman presented the Year in Review from the annual Americans for the Arts Conference. Ms. Glickman reported that she is still working on placing the donated artwork, Mesa by Luis Montoya, in the Civic Center Park. Ms. Glickman mentioned that the deinstallation of the 2015/2016 El Paseo Exhibition will begin the last week in September and the installation of the 2017/2018 El Paseo Exhibition will be completed before Thanksgiving. Ms. Glickman stated that the artist who is participating in Desert X is Claudia Comte and the art will be placed in Homme/Adams Park. Ms. Glickman is tentatively planning a hike on the first Saturday of April (April 8) and will possibly include a breakfast after the hike. The exhibition will run February through April 2017.
