Glickman, Management Analyst Debbie Thompson, Recording Secretary Ron Gregory, Planning Commission Liaison John Vuksic, Architectural Review Commission Liaison Arlene Amick, Palm Springs Museum in Palm Desert Thomas Wooten, Palm Springs Museum in Palm Desert Carol Adney, Guest Ruth Ann Moore, City of Palm Desert David Hermann, City of Palm Desert III. ORAL COMMUNICATIONS David Hermann, Public Information Officer for the City of Palm Desert, presented information regarding Measure T which will be on the November ballot. Mr. Hermann referred to a PowerPoint presentation and also provided a handout of the PowerPoint to the Commission members. Measure T seeks to increase the transient tax from nine percent to eleven percent. Mr. Hermann stated that Measure T is to help create a reliable local funding source to support all of the programs that are enjoyed in Palm Desert through the Transient Occupancy Tax (TOT). This tax is paid primarily by visitors who stay in Palm Desert hotels. He mentioned that Palm Art in Public Places Minutes September 14, 2016 2 Desert has the lowest TOT rate in the Coachella Valley. All funds would go into the General Fund and be used locally. Upon question by Commissioner Miller, Mr. Hermann responded that the hotels have been in support of Measure T. He stated that the only dissenting opinion he has heard was from former Councilmember Benson as she feels the City does not need the revenue. IV. CONSENT CALENDAR Minutes of the regular meeting held on July 29, 2016. Commissioner Campbell moved to approve the Minutes of July 29, 2016. Motion was seconded by Commissioner Miller and carried 3-0-1 with Boren, Campbell, and Miller voting AYE, with Darby ABSENT and Hough ABSENT during the vote. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Councilmember Susan Marie Weber Norma Bussing’s resignation from the Art in Public Places Commission was accepted. Contract with Same Day Express for the deinstallation and installation of the El Paseo Exhibitions was approved. Final design proposal by Susan Smith Evans for the traffic signal cabinets on Portola Avenue and Magnesia Falls Drive was approved. B. PLANNING COMMISSION REPORT – Ron Gregory Mr. Gregory reported that the Planning Commission approved the Fox Bar on San Pablo Avenue (across from Tri-A-Bike). Construction plans for Barkingham Palace are near completion. Art in Public Places Minutes September 14, 2016 3 C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported that final construction documents to build additional classrooms at Sacred Heart School were approved. The design submitted by Jared Jewelers was continued. ARC felt that a lot of work needs to be done on the design before approval will be granted. The building (Denny’s on Highway 111 in front of Westfield Mall) will be a complete reconstruction. The proposal for the building on El Paseo where Don Vincent’s is located was continued. It will be a three story building with retail on the lower level and two floors of residential. D. PALM SPRINGS ART MUSEUM IN PALM DESERT – Arlene Amick Ms. Amick introduced Thomas Wooten who is the Operations Manager at the Palm Springs Art Museum in Palm Desert. Ms. Amick circulated a list of events that will take place at the Museum in Palm Desert. There will be a new exhibition starting on November 4 of the Kaplan-Ostergaard collection, guided tours of the Sculpture Garden on Wednesday mornings, Day of the Dead event on November 4, lecture series (sponsored by the Sandpiper El Paseo community), and Galen First Fridays (November through May). The Sculpture Garden now has a sign. Ms. Amick noted that the Palm Springs Art Museum’s main campus has expanded its hours on Thursdays and will stay open on Friday nights. They will now be open on Mondays and closed on Wednesdays. VI. CONSENT ITEMS HELD OVER NONE Art in Public Places Minutes September 14, 2016 4 VII. NEW BUSINESS A. GRANT EXCEPTION TO THE PRE-APPROVAL POLICY FOR PUBLIC ART AND RECOMMEND APPROVAL OF TH- 225 CUPIDS ON DOME/LADIES PLAYING MUSIC BY JACOB DAGAN AS THE PUBLIC ART COMPONENT FOR 73600 ALESSANDRO DRIVE, PALM DESERT, CALIFORNIA. RECOMMEND THE RETURN OF ART IN PUBLIC PLACES FEES TO THE APPLICANT. Ms. Glickman stated that the applicant withdrew the application to be placed on the September 14, 2016 Art in Public Places Commission agenda and intends to return at a later date. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman announced that Touching Nature: Images of Hands by Susan Smith Evans opened on August 11 with the opening reception on Monday, September 12. The reception was very well attended. The show will close on October 28. B. Docent Tours Eight people took the El Paseo Exhibition tour on Saturday, September 3. Ms. Glickman announced that she received five applications from people who are interested in becoming a docent. Applications are due on October 3 and interviews will take place soon thereafter. C. Public Art Documentary Film Series Ms. Glickman announced that she has two films booked for the 2017 Public Art Documentary Film Series and is working Art in Public Places Minutes September 14, 2016 5 on securing two more. The films will screen on the third Thursday of the month at UCR. D. El Paseo Exhibitions Ms. Glickman stated that the deinstallation process of the 2015/2016 El Paseo Exhibition will begin on September 29 and be completed mid-October. The new sculptures will be installed by Thanksgiving. The dedication of the El Paseo Exhibition is tentatively scheduled for Saturday, January 7, and will be a morning event. The dedication will begin at 10:30 a.m. at the Gardens on El Paseo, if available. After the dedication, Ms. Glickman plans to have the artists be available at their sculpture to give people a chance to talk to the artists. Staff is working on launching a public art app for the El Paseo Exhibition. Signage will be placed on the street with instructions on how to download the app. If the app is well received she will consider an app for the artwork at Civic Center Park and the Library. Upon question by Chairperson Boren, Ms. Glickman responded that she will work with the Gardens regarding availability and set up a meet and greet with the artists before the dedication. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman reported that First Weekend will kick off with STREET on Friday, November 4 at Westfield Palm Desert. Ms. Glickman reminded the Commissioners that there will not be a meeting on October 12 or November 9 but will combine the two meetings on Wednesday, November 2. B.
