MINUTES
Wednesday, December 13, 2017

Chairperson Boren convened the meeting at 9:07 a.m.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on November 8, 2017.
Commissioner Hough moved to approve the Minutes of
November 8, 2017. Motion was seconded by Commissioner
Campbell and carried 5-0-0 with Boren, Campbell, Darby, Hough, and
Miller voting AYE, with Adney ABSENT.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION –
Councilmember Susan Marie Weber
Councilmember Susan Marie Weber reported that the City
Council approved staff to release a call for proposals for the
2019/2020 El Paseo Sculpture Exhibition.
Councilmember Susan Marie Weber distributed the holiday
gifts to the Commissioners on behalf of the City Council. She
thanked the Commission members for their knowledge of
public art and the program as well as the decisions they
have made throughout the years. She also personally gifted
coffee mugs that read, “The World Without Art is Just ‘eh’”,
to the Commissioners and staff.
Councilmember Weber thanked Ms. Glickman for staff’s
efforts of making the Take Me Home Huey event successful.
B. PLANNING COMMISSION REPORT – Lindsay Holt
No report.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
No report.
D. DISCUSSION OF ART IN PUBLIC PLACES GOALS FOR
2018 - Deborah Glickman
Ms. Glickman invited the Commissioners to give suggestions
of goals for 2018 for the public art program.
The Commissioners suggested the following goals.
• Encourage diversity and inclusion.
• Be involved in the 2019 Desert X program.
• Research larger site specific art installations that could be
either permanent or temporary.
• The Commission to be involved with the art projects on San
Pablo which will give it an opportunity to be creative.
• Continue to work with the schools, Desert Sands Unified
School District (DSUSD), and individual principals on art
projects and programs.
• Create an Artist Residency program and have an artist work
with the students and create a project.

• Establish a music theme on the next set of traffic signal
cabinets.
• Have the City collaborate with DSUSD and the McCallum
Theatre and include residencies.
Commissioner Darby suggested working with Kajsa
Thuresson-Frary at the McCallum Theatre, and asked if Ms.
Glickman would like to meet with the McCallum Theatre
Education Policy Committee.

VII. NEW BUSINESS
A. RANK THE PROPOSALS BY ARTISTS SELECTED TO
CREATE A DESIGN FOR THE SET OF TWO (2) TRAFFIC
SIGNAL CABINETS ON FRED WARING DRIVE AND DEEP
CANYON ROAD
Ms. Glickman stated that she received proposals from Diane
Morgan, Jeni Bate, and Jessica Schiffman for the set of two
(2) traffic signal cabinets on Fred Waring Drive and Deep
Canyon Road. Ms. Glickman stated that Jessica Schiffman
was selected to propose designs for the cabinets on Fred
Waring Drive and Deep Canyon and the cabinets on Fred
Waring Drive and Cook Street but chose to propose a design
for Fred Waring and Deep Canyon only.
Diane Morgan and Jeni Bate were present at the meeting.
Diane Morgan presented her proposal which depicts desert
flora and fauna and Jeni Bate presented her proposal which
depicts a sunrise with an Ocotillo. Jessica Schiffman
presented her proposal via phone call during the meeting.
Her proposal depicts people walking dogs with mountains in
the background.
Ms. Glickman stated that the cabinets are close to a wall
which may not enable the selected artist to paint a design,
only a solid color, on the back portion of the cabinets.
After some discussion, it was the concurrence of the
Commission to select the proposal of flora and fauna by
Diane Morgan.

Commissioner Campbell moved to approve the proposal by
Diane Morgan of the flora and fauna design for the set of two traffic
signal cabinets on Fred Waring Drive and Deep Canyon Road.
Motion was seconded by Commissioner Darby. Motion was carried
5-0-0 with Boren, Campbell, Darby, Hough, and Miller voting AYE
with Adney ABSENT.
B. RANK THE PROPOSALS BY ARTISTS SELECTED TO

COOK STREET
Ms. Glickman stated that she received proposals from Diane
Morgan and John Cuevas for the set of two (2) traffic signal
cabinets on Fred Waring Drive and Cook Street.
Diane Morgan was present at the meeting and presented her
proposal which consisted of depictions of bees.
John Cuevas presented his proposal (Sun Crawlers) which
depicts an abstract design in the style of
Portuguese/Spanish tile with a snake incorporated into the
design. His design is inspired by the mid-century
architectural legacy of Palm Desert and the City’s landscape
and fauna. Chairperson Boren stated that the snake is
important in the Hispanic/Latino culture.
Commissioner Darby moved to approve the proposal by John
Cuevas of Sun Crawlers for the set of two traffic signal cabinets on
Fred Waring Drive and Cook Street. Motion was seconded by
Commissioner Campbell. Motion was carried 5-0-0 with Boren,
Campbell, Darby, Hough, and Miller voting AYE with Adney
ABSENT.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman thanked the Commissioners who attended the
gallery opening of the Alonso – Beucler - Rosenblum show
on Monday, December 11. The attendance was light and
the guests were able to spend time talking to the artists.
Staff is considering the possibility of changing the timeframe
of the Student Art and Essay Contest to the beginning of the
school year, which would eliminate having an opening in
December. December gallery openings have been lightly
attended and if the dates of Student Art and Essay Contest
are moved to the beginning of the school year it would
alleviate a December opening and possibly boost
participation.
Ms. Glickman will send out the Call for Artists for a new
gallery season at the beginning of the year.
B. Docent Tours
Ms. Glickman reported that one of the classes from Palm
Desert High School received a docent tour of the art at the
Civic Center Park.
Ms. Glickman stated that she trained a group of new docents
last year. Since that time a couple of the seasoned docents
have resigned and at times it is difficult to schedule tours
with fewer docents available. Commissioner Darby
suggested that the Commissioners be able to give tours
when needed. Ms. Glickman stated that she would schedule
some training sessions for those Commissioners who are
interested after the first of the year.
C. First Weekend
December’s First Weekend featured event, Take Me Home
Huey at Freedom Park, went well. The documentary film
was well attended. Ms. Glickman reported that
approximately 2,000 people attended the event over the four
days. Ms. Glickman is planning to submit the project for the
Americans for the Arts Year in Review. The vendor who
planned Coffee in the Park cancelled its contract for the
event two weeks before the event. Debra Mumm from

CREATE was able to step in and help with the event. She
brought out three artists for the event as well as someone to
play the guitar.
January’s First Weekend featured event will be the LiveWell
Festival at the Civic Center Park on Saturday, January 6.
D. Film Series
Ms. Glickman stated that she has finalized the 2018 Film
Series. It is the tenth anniversary of the film series and she
will provide a cake at the January 25 film to celebrate. The
schedule is as follows. January 25 – Levitated Mass;
February 15 – Visual Acoustics; March 15 – Electric Earth:
Doug Aitken; April 19 – Brillo Box (3 Cents Off)
XI. REPORTS AND REMARKS
A. STAFF
Ms. Glickman stated that she incorporated changes to the
AIPP Guidelines as was discussed at last month’s meeting.
She provided a redline copy which she circulated to the
Commissioners. She added a section to the Guidelines that
is not part of the City’s policy but is an industry standard; it is
that no more than five percent of the project cost can go to a
public art consultant. She will have the City Attorney review
the changes of the Guidelines as suggested. Any comments
please let Ms. Glickman know before the January meeting.
B. COMMISSION REPORTS

XII. ADJOURNMENT
Commissioner Hough moved to adjourn the meeting at 10:35 a.m.
Motion was seconded by Commissioner Campbell.
