CALL TO ORDER Chairperson Boren convened the meeting at 9:04 a.m. II. ROLL CALL Present Absent Carol Adney Maureen Boren Sonia Campbell Donna Jean Darby Katherine Hough Lesley Miller Also Present Deborah S. Glickman, Management Analyst Debbie Thompson, Recording Secretary Susan Marie Weber, Mayor Pro Tem III. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on February 14, 2018. Commissioner Campbell moved to approve the Minutes of February 14, 2018. Motion was seconded by Commissioner Miller and carried 4-0-0 with Boren, Campbell, Darby, and Miller voting AYE, with Adney and Hough ABSENT (during this item only). Art in Public Places Minutes March 14, 2018 2 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Mayor Pro Tem Susan Marie Weber Mayor Pro Tem Susan Marie Weber reported that the City Council approved the return of the Art in Public Places fee to Barkingham Pet Hotel for Afghan as its public art component. Ms. Glickman commented that the developer for the project was great to work with. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported the following actions from the recent ARC meetings. The monument sign for Trader Joes was approved, and Tentative Improvements and store front drawings for Macs (a women’s clothing store on El Paseo) was approved. Verizon painted its building dark grey without approval from the City and was directed that it be painted back to the original color. They were given alternate color options. Design plans for Denny’s at Washington Street and Ave of the States were continued. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. APPROVE A $15,000 SPONSORSHIP FROM THE PUBLIC ART FUND FOR THE 2019 DESERT X EXHIBITION Ms. Glickman stated that staff from the Desert X project was not prepared to present the project to the Commission and asked to continue the item to the meeting of April 11, 2018. Art in Public Places Minutes March 14, 2018 3 Commissioner Adney moved to continue the Approval of a $15,000 sponsorship from the public art fund for the 2019 Desert X Exhibition to the meeting of April 11, 2018. Motion was seconded by Commissioner Hough and carried 6-0-0 with Adney, Boren, Campbell, Darby, Hough, and Miller voting AYE. B. SELECT AND APPROVE EIGHTEEN (18) SCULPTURES AND UP TO FOUR (4) ALTERNATES FOR THE 2019/2020 EL PASEO SCULPTURE EXHIBITION Ms. Glickman reported that the honorarium amount for the 2019/2020 El Paseo Sculpture Exhibition was increased from $2,500 to $5,000, and the artists submitted proposals using an online website (Callforentry.org). Staff received over 160 submissions online and 5 via email. Ms. Glickman removed approximately 20 submissions that would not be safe or size appropriate for the Exhibition. The Commissioners reviewed the submissions for the 2019/2020 El Paseo Sculpture Exhibition. Due to time constraints, the meeting was adjourned and continued to Tuesday, March 20 at 9:00 a.m. Being that the matter of selecting and approving sculptures for the 2019/2020 El Paseo Sculpture Exhibition was unfinished, it was the concurrence of the Commission to adjourn the meeting to March 20, 2018. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Glickman reported that staff has started to meet with the artists who will be exhibiting in the Gallery for the upcoming season. Ms. Glickman is planning to host a focus group of artists who have shown in the gallery in the past to discuss ways to Art in Public Places Minutes March 14, 2018 4 reach more local artists to increase the amount of submissions as they have decreased in the last few years. B. Docent Tours Ms. Glickman thanked Commissioner Darby who assisted with the First Weekend tour of the El Paseo Exhibition. Ms. Glickman is going to solicit a new group of docents to train for the docent program due to a few resignations from the current group of docents. C. First Weekend Ms. Glickman stated that this season’s First Weekend events have been successful. She attended a First Weekend meeting and many featured events have already been slated for next season. The Brew at the Zoo event will be held on Saturday, April 7 at The Living Desert as the First Weekend featured event. D. Film Series Electric Earth: Doug Aitken film will screen on March 15. Brillo Box (3 Cents Off) will screen on April 19, which is the final film for the season. XI. REPORTS AND REMARKS A. STAFF Ms. Glickman reported that as per the Commission’s request, staff asked the City’s art maintenance contractor to take a look at Recycle and the contractor feels the artwork is in good condition. Recycle was recently cleaned and staff will periodically check it to ensure its condition is sound and up to the City’s standards. B. COMMISSION REPORTS Commissioner Darby commented that the Andy Warhol exhibit at the Palm Springs Art Museum is wonderful. Art in Public Places Minutes March 14, 2018 5 Commissioner Hough reported that Journey Through the Desert that includes twenty different photographers, will open on March 17 at the Palm Springs Art Museum in Palm Desert. Chairperson Boren reported that the Heritage Festival at the Coachella Valley History Museum is March 17 and will include a lot of activities. Ms. Glickman stated that the water tower artwork in Indio that includes images that are projected onto is up and running. XII.
