MINUTES
Wednesday, June 20, 2018

Chairperson Boren convened the meeting at 9:01 a.m.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on April 11, 2018.
Commissioner Campbell moved to approve the Minutes of
April 11, 2018. Motion was seconded by Commissioner Darby and
carried 4-0-0 with Boren, Campbell, Darby, and Hough voting AYE,
with Adney and Miller ABSENT.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION – Mayor Pro
Tem Susan Marie Weber
Mayor Pro Tem Weber reported that at its meeting of April
26, the City Council approved the addendum to the contract
for maintenance services of the City’s public art collection.
Mayor Pro Tem Weber reported that at its May 24, 2018
meeting, the City Council approved the Art in Public Places
Guidelines Resolution without the inclusion of a 20 percent
penalty fee for projects that have not gone through the
required pre-approval process. The City Council decided that
issues that arise will be considered on a case-by-case basis.
She noted that she was not opposed to the penalty fee, but
other Council members were. She also noted that at the
City Council meeting she complimented the Art in Public
Places Commission members’ hard work on the policy and
also on making the public art program what it is.
B. PLANNING COMMISSION REPORT – Lindsay Holt
Ms. Holt reported that the Planning Commission approved a
Tentative Track map for Palm Desert Country Club as well
as an overlay zone for a future golf course and walking trails
within the community.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
No report.

VII. NEW BUSINESS
A. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN
CITY OF PALM DESERT’S ARTIST REGISTRY
Commissioner Hough moved to continue the
Consideration of Artist(s) to be Included in the City of Palm
Desert’s Artist Registry to a date uncertain. Motion was
seconded by Commissioner Campbell and carried 4-0-0 with

Boren, Campbell, Darby, and Hough voting AYE with
Commissioners Adney and Miller ABSENT.
B. CONSIDER AND POTENTIALLY SELECT A SCULPTURE
FROM THE 2017/2018 EL PASEO EXHIBITION FOR
PURCHASE BY THE CITY OF PALM DESERT FOR
INCLUSION IN ITS PERMANENT PUBLIC ART
COLLECTION
Ms. Glickman stated that at the end of each El Paseo
Exhibition the City likes to consider purchasing one of the
sculptures for inclusion of the permanent public art
collection. Ms. Glickman stated that the City does not want
to purchase an artwork just to fill the collection, but wants to
do so if there is a sculpture that complements the City’s
collection if the Commission is able to find a good location
for it.
Ms. Glickman stated that the Commission made a great
decision in choosing a sculpture and location from the last
exhibition. She noted that two sculptures have sold from the
current Exhibition (Delos Van Earl’s Heroic Interlude and
James Hill’s Couple).
Ms. Glickman stated that she reviewed the eighteen
sculptures from the current exhibition and composed a list of
the sculptures that were within the $25,000 budget. Ms.
Glickman presented the following sculptures to the
Commission for consideration. Allure by Michael Anderson,
Cor Leonis by Michael Dunton, Ascent by Miguel Edwards,
Spider Totem by Stephen Fairfield, Sol III by John Neumann,
Birds in Flight by Steve Rieman, Dropsy by Ted Schaal,
Taming the Wild West II by Tim Shockley, Spiral Blooms #4
by Christopher Thomson, Yellow Chair by DeeAnne Wagner,
and Temptress by Delos Van Earl.
Ms. Glickman stated that there are currently no vacant pads
within the City so a pad would have to be poured to
accommodate a new sculpture. After much discussion on
the above mentioned sculptures and possible locations, the
Commission narrowed down the selection to the following
and asked that staff research the suggested locations and
return with this information at the next Commission meeting.
Tim Shockley’s Taming the Wild West II for placement at
Haystack Park (Haystack and Portola) and Stephen
Fairfield’s Spider Totem for placement at the Santa Rosa

and San Jacinto Mountains National Monument Visitor
Center on Highway 74. Ms. Glickman will research the sites,
contact the artists, and bring the information to the next
meeting.
Commissioner Darby moved to continue the
Consideration and Potentially Select a Sculpture from the
2017/2018 El Paseo Exhibition for Purchase by the City of Palm
Desert for Inclusion in its Permanent Public Art Collection and
directed staff to consider the location at Portola and Haystack
for placement of Tim Shockley’s sculpture Taming the Wild
West II, and the location at the Santa Rosa San Jacinto
Mountains National Monument Visitor Center for placement of
Stephen Fairfield’s sculpture, Spider Totem. Motion was
seconded by Commissioner Hough and carried 4-0-0 with
Boren, Campbell, Darby, and Hough voting AYE with
Commissioners Adney and Miller ABSENT.

X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman stated that there was an opening reception for
the new exhibition, Inspired, on June 18 and was well
attended. She thanked the Commissioners who attended.
The next show will open on August 31, with the opening
reception on September 17.
B. Docent Tours
Ms. Glickman announced that a Call for Docents will be
advertised in the July/August BrightSide. New docent
training will begin in the fall.
XI. REPORTS AND REMARKS
A. STAFF

Ms. Glickman announced that James Hill, whose artwork is
in the current El Paseo Exhibition, sold his sculpture,
Couple, and will replace it with Lovebirds on July 10.
Ms. Glickman stated that she will show the Americans for the
Arts Year in Review at the July meeting. This year’s theme
was equitability, inclusion, and diversity. She noted that
there were a lot of temporary projects included in the
selections and less permanent artworks than in the past.
She mentioned that she would like to incorporate an Artist
Residency into the City’s program.
Ms. Glickman reported that one of the artists whose
sculpture was selected to participate in the 2019/2020 El
Paseo Sculpture Exhibition declined. Staff contacted the
artist who was chosen as the first alternate and he is excited
to be part of the 2019/2020 El Paseo Sculpture Exhibition.
Lindsay Holt asked about the incorporation of the art for the
San Pablo project. Ms. Glickman stated that Paul Hobson is
the artist working on the design team for the project and that
he has been directed to “push the envelope” as far as he can
with an artwork for the San Pablo project. The art will be
integrated into the project.
B. COMMISSION REPORTS
Commissioner Hough announced that she retired from the
Palm Springs Art Museum after 42 years of employment.
She will continue to work on special projects for the
Museum, and will remain on the Board of the Western
Museum’s Association in San Diego.
Gerald Clarke will have a solo exhibition at the Museum in
the near future.
