MINUTES
Tuesday, September 18, 2018

IV. CONSENT CALENDAR
Minutes of the regular meeting held on June 20, 2018.
Commissioner Hough moved to continue the Minutes of June
20, 2018. Motion was seconded by Commissioner Darby and carried
4-0-0 with Adney, Darby, Hough, and Miller voting AYE, with Boren
and Campbell ABSENT.

V. DISCUSSION ITEMS
A. ORAL REVIEW OF CITY COUNCIL ACTION – Mayor Pro
Tem Susan Marie Weber
Mayor Pro Tem Weber reported that at its meeting of August
23, 2018, the City Council approved the two locations at the
Aquatic Center allowing artists to paint murals (temporary
project).
B. PLANNING COMMISSION REPORT – Lindsay Holt
No report.
C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT
– John Vuksic
Mr. Vuksic reported that the following items were approved
by the Architectural Review Commission.
A façade enhancement for the Jensen’s center (located on
Highway 111 and Larkspur); a cultivation facility (Panther
Buds) on Joni Drive and Cook Street; and final
improvements for Lulu Lemon.

VII. NEW BUSINESS
A. CONSIDERATION OF FUNDING FOR THE FRESCO
EXCHANGE MURAL PROJECT
Ms. Glickman reported that staff had to move forward with
the funding of the Fresco Exchange mural project due to the
Art in Public Places Commission meetings being cancelled;
therefore, this item is for information only – no vote will be
taken.
Ms. Glickman stated that staff was approached by a group of
artists from Columbia who were on a mural tour and
interested in painting murals in Palm Desert. She presented
two sites at the Aquatic Center where the murals will be
painted. One design will be on the exterior west wall of the
Aquatic Center that faces the park (Concession Stand) and
the other will be on the cover for the surge. Once those

murals fade/deteriorate the sites will be used as permanent
mural locations. Staff does not yet have actual design
proposals but the artists are working on them. The artists
will be in town for approximately five days in October and will
have an opportunity to interact with the community. Ms.
Glickman will provide copies of the proposal to the
Commissioners once she has them. The cost for the two
murals is $12,500.00.
B. CONSIDERATION OF PLACEMENT AND FUNDING FOR
MURAL PROPOSAL BY JACQUELINE SCIBONA
Ms. Glickman introduced Jacqueline Scibona who is a
member of the City’s Youth Committee. Ms. Scibona
approached staff about her desire to paint a mural in Palm
Desert. Staff and Ms. Scibona researched locations in the
Civic Center Park and considered the back of the
amphitheater wall.
Ms. Scibona presented her design of a cabin in the woods
for placement in the Civic Center Park. She would paint the
design on a light type of wood (plywood) and mount it to the
south wall of the amphitheater. The design would be split
using two panels and one will be placed on each wall. Ms.
Scibona is asking for $500.00 from the City for materials. A
plaque would be included with the mural that explains the
artwork. Staff is anticipating that the mural will last between
six to twelve months. After much discussion, it was the
concurrence of the Commission to support the project in the
amount of $400. The City will pay for the installation of the
two panels. The Commission concurred that the project
supports the educational endeavor and learning the
governmental experience.
Commissioner Darby moved to approve the funding in
the amount of $400.00 for placement of a mural proposed by
Jacqueline Scibona. Motion was seconded by Commissioner
Adney and carried 4-0-0 with Adney, Darby, Hough, and Miller
voting AYE with Commissioners Boren and Campbell
ABSENT.

C. SELECT A THEME AND TITLE FOR THE 2019 STUDENT
ART AND ESSAY CONTEST
After much discussion, the Commission selected A Special
Memory as the theme and title for the 2019 Student Art and
Essay Contest.
Commissioner Hough moved A Special Memory as the
theme and title for the 2019 Student Art and Essay Contest.
Motion was seconded by Commissioner Darby and carried 4-0-
0 with Adney, Darby, Hough, and Miller voting AYE with
Commissioners Boren and Campbell ABSENT.
D. APPROVE THE ART ENHANCEMENT GRANTING
PROGRAM
Ms. Glickman stated that she asked for $25,000 from the FY
18/19 Public Art budget for an art enhancement program for
the downtown corridor, which includes San Pablo Avenue
and Highway 111. She stated that she has received many
proposals for murals for which there was not over the years.
A granting program would allow artists to apply for funds in
the amount of $2,500 to 10,000. The artists would have to
get approval from the building owner to place a work of art
on the building, the artwork would need to be guaranteed for
one year, and maintain it. She referred to the staff report
that included the program’s timeline. Staff would receive the
proposals, present them to the Art in Public Places
Commission, and ask for final approval from the City
Council.
Commissioner Darby moved to approve the Art
Enhancement Granting Program. Motion was seconded by
Commissioner Miller and carried 4-0-0 with Adney, Darby,
Hough, and Miller voting AYE with Commissioners Boren and
Campbell ABSENT.

VIII. CONTINUED BUSINESS
A. CONSIDERATION OF ARTIST(S) TO BE INCLUDED IN
CITY OF PALM DESERT’S ARTIST REGISTRY
The following artists applied to be included in the City of
Palm Desert’s Artist Registry. Marcus Tracey and Amos
Robinson.
Commissioner Adney moved to approve artists Marcus
Tracey and Amos Robinson into the City of Palm Desert’s
Artist Registry. Motion was seconded by Commissioner
Hough and carried 4-0-0 with Adney, Darby, Hough, and Miller
voting AYE with Commissioners Boren and Campbell
ABSENT.
B. CONSIDER AND POTENTIALLY SELECT A SCULPTURE
FROM THE 2017/2018 EL PASEO EXHIBITION FOR
PURCHASE BY THE CITY OF PALM DESERT FOR
INCLUSION IN ITS PERMANENT PUBLIC ART
COLLECTION
Ms. Glickman stated that at its June 20, 2018 meeting, the
Commission had asked staff to research locations for two of
the sculptures that they chose from the 2017/2018 El Paseo
Exhibition (Taming the Wild West II by Tim Shockley
$15,000 and Spider Totem by Stephen Fairfield $22,000).
Staff located the northwest corner of Portola Avenue and
Haystack Road to be a good location for Taming the Wild
West II. A pad will be poured to accommodate the sculpture.
Staff determined that Spider Totem would be fitting at the
Santa Rosa & San Jacinto Mountains National Monument
Visitor Center. After much discussion the Commission
chose Taming the Wild West II for placement at Portola
Avenue and Haystack Road.
Commissioner Darby moved to purchase Taming the
Wild West II by Tim Shockley in the amount of $15,000 from
the 2017/2018 El Paseo Exhibition for placement on the
northwest corner of Portola Avenue and Haystack Road.
Motion was seconded by Commissioner Adney and carried 4-
0-0 with Adney, Darby, Hough, and Miller voting AYE with
Commissioners Boren and Campbell ABSENT.

IX. OLD BUSINESS
NONE
X. PROJECT STATUS REPORTS
A. Palm Desert Community Gallery
Ms. Glickman stated that there was a gallery opening (Lights
& Shadows) on September 17 and the show was well
received.
B. Docent Tours
Ms. Glickman stated that she received three applications
from people interested in becoming docents but at this time
she is not going to proceed with new docents. She is going
to review the docent program and reconsider the private
tours as we have a low amount of docents and are not
always able to fill tour requests.
Ms. Thompson stated that there are several private tours
scheduled.
C. First Weekend
Ms. Glickman stated that First Weekend events are in full
swing. STREET is November 2 at Westfield Palm Desert
and the Holiday Event is December 7 at the Gardens on El
Paseo.
XI. REPORTS AND REMARKS
A. STAFF
Mayor Pro Tem Weber stated that artist Ron Backer is no
longer painting and is selling his artwork. Mr. Baker is a
local artist who exhibited his paintings in the gallery. She
found one of his paintings of El Paseo at the Historical
Society and is interested in the City purchasing it. Public art
funds would not be used to purchase the painting, but she
sought feedback from the Commission. It was the
concurrence of the Commission to support the purchase of
Ron Backer’s painting of El Paseo.

Ms. Glickman stated that due to time restraints she will show
the Year in Review at a future meeting.
B. COMMISSION REPORTS
Commissioner Hough stated that Gerald Clarke Jr. installed
a major sculpture at the Palm Springs Art Museum.
Darby shared an article from Westways that included Hotel
Paseo and Dreamer that is in the Civic Center Park.
XII. ADJOURNMENT
Vice Chairperson Miller adjourned the meeting at 10:28 a.m.
