ORAL COMMUNICATIONS NONE IV. CONSENT CALENDAR Minutes of the regular meeting held on December 17, 2003. Upon Motion by Commissioner Brody and second by Commissioner Hough, the Minutes of December 17, 2003, were approved by unanimous vote. o o 0 0 0 Minutes l` 1 February 18, 2004 V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION None VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION TO INCREASE THE 2004/2005 EL PASEO EXHIBITION HONORARIUM It was moved by Commissioner Brody and seconded by Commissioner Bussing to increase the 2004/2005 El Paseo Exhibition Honorarium from $1,000.00 to $1,500.00. Motion carried unanimously. B. CONSIDERATION TO VOTE FOR A NEW VICE CHAIR FOR THE ART IN PUBLIC PLACES COMMISSION Due to Commissioner Koroczynsky's term not being reinstated, it was necessary to appoint a new Vice Chair. Chairman Dickinson stated that he spoke to Commissioner Greenberg regarding filling the Vice Chair position. She would accept the position if nobody &se would agree to it. However, she would not be willing to accept the Chairman position in the future. Commissioner Brody stated that it has worked well in the past that the Vice Chair steps into the position of Chair once the Chair's term has expired. It was suggested by Commissioner Brody to consider Commissioner Bussing to step in as Chair for the remainder of the year. It was moved by Commissioner Brody and seconded by Commissioner Grochau to nominate Commissioner Norma Bussing to serve as Vice Chair of the Art In Public Places Commission. Commissioner Bussing stated that due to her being a new Commission member and does not have as much experience as the other members, she would ask that that be considered when she steps into the Chair position. 0 0 0 0 Minutes February 18, 2004 0 C� t Motion carried unanimously. C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERTS ARTIST SLIDE REGISTRY The following artists were considered to be included in the City of Palm Desert's Artist Slide registry. Michael Bigger, Nancy Cohen, Marques Vickers, Christoph Spath, and Rosetta DeBerardinis. It was moved by Commissioner Brody and seconded by Commissioner Grochau to include Michael Bigger, Christoph Spath, and Rosetta DeBerardinis in the Artist Slide Registry. Motion carried unanimously. VIII. CONTINUED BUSINESS None IX. OLD BUSINESS None X. PROJECT STATUS REPORTS 1. North Wing Gallery The photography exhibit currently hanging in the North Wing Gallery will be on display through the end of March. It has received good publicity. Eye on the Desert interviewed Ms. Schwartz prior to the opening and returned a week later to shoot more footage. The Student Art and Essay Contest will follow the photography show from April 1, through May 27. The Award Ceremony will be held Thursday, May 6, at 7:00 p.m. Ms. Schwartz is accepting applications for next year's exhibition season. Those proposals will be reviewed by the Commission at its March meeting. 2. Website Ms. Schwartz reported that she is continuing to add images of the newer pieces of public art as well as the artists' bios to the website. o o 0 0 0 0 Minutes C' February 18, 2004 0 0 o The Fred Waring tour is being added to the site. 3. RFQs Mr. Twedt stated that he has had good response from artists for the RFP for the bench program and El Paseo monument signs. Since the North Wing Gallery is not available to display the bench proposals until July 2004, Art at El Paseo Gallery is willing to put the bench proposals in the posterior area of the gallery and host a public reception for potential sponsors to review the designs. They are focusing on Thursday, May 6, which is the last El Paseo Gallery Art Walk of the season. Mr. Twedt is planning to enlarge each bench design and display one in each gallery along El Paseo. He presented the plan to the El Paseo Gallery Association and the El Paseo Business Association, who both concurred that it should be held at the Art at El Paseo Gallery due to the large size of the building. Once the Commission selects the 20 designs, he will call the artists and ask for a budget estimate to give to potential sponsors. Mr. Twedt stated that Robert Menifee has been ill for two months but will begin meeting with the galleries for the El Paseo Exhibition 2004/05. Orr Studio has signed the contract for the two landmark signs on El Paseo. Mr. Knight will box up the olive tree on the east end of El Paseo and level the mounding on the median to accommodate the sign. The signs will be installed in early fall. Mr. Twedt reported that an RFQ has been sent out for maintenance of the City's collection. Proposals are due March 15. Mr. Twedt stated that the managers have been asked to cut the budget by 28% for the 2004/05 fiscal year. He may not be able to have the three additional pads that are currently planned to be installed on El Paseo. He is going to cut back in advertising. He announced that a Hollywood film company might include Michael Watling's Gravity Wave entry sign in its movie. a 0 0 Minutes 0 February 18, 2004 O XI. REPORTS AND REMARKS A. STAFF Mr. Twedt stated that the Riverside Arts Council who hosts the exhibition of Riverside County artists might propose to have an exhibition in the North Wing Gallery next year. Mr. Twedt reported that there is an opening at Imago on Saturday night featuring William Morris and Jun Kaneko. Ms. Schwartz reported that a workshop has been scheduled on Saturday, March 13, from 10:00 a.m. to 5:00 p.m. and Sunday, March 14, from 10:00 a.m. to 2:00 p.m. with Donna Billick and Arthur Gonzalez. The two artists will be in town to work with community members to create tiles and mosaics for the Baja Palapa column. The artists will take the tiles back to Davis to be fired and affixed to the columns. The workshop will be held in the Civic Center Park at Pavilion 1. An article will be placed in the March issue of BrightSide, and press releases are being sent out. Ms. Schwartz reported that there are four newly trained docents ready to give tours. The first public docent tour was given on Saturday, February 14. Eight people attended the tour of the Civic Center Park. There are several tours scheduled for March and April. B. COMMISSION MEMBERS • COMMISSION REPORTS Commissioner Brody asked about the lighting of the Agave at night. Mr. Twedt responded that Mr. Knight was going to research solar lighting. It was noted by Councilmember Benson that Mayor Pro Tem Crites suggested solar lighting, which would allow for it to stay lit until midnight. Commissioner Brody asked about the status of the signage at the corner of Washington and Fred Waring. Mr. Twedt responded that we have a signed contract and Allen Root is working on it. Commissioner Brody added that she is concerned about the potential effectiveness of the sign because at present there is construction going on at that corner. 0 0 0 0 0 Minutes February 18, 2004 0 0 0 • LIAISON REPORTS 1. PLANNING COMMISSION — Sonia Campbell Ms. Campbell reported that the Planning Commission approved 60 homes on Shepherd Lane. XII.
