CALL TO ORDER Chairman Dickinson convened the meeting at 8:32 a.m. ll, ROLL CALL Present: Absent: Janet Brody Norma Bussing Joe Dickinson Suzanne Greenberg Kevin Grochau Katherine Hough Also Present: Councilmember Jean Benson Sheila Gilligan, Assistant City Manager Bob Kohn, Director of Special Programs Richard Twedt, Public Arts Manager Deborah Schwartz, Public Art Coordinator Debbie Thompson, Recording Secretary Sonia Campbell, Planning Commission Liaison Diane Morgan, Visitor III. ORAL COMMUNICATIONS Chairman Dickinson asked Councilmember Benson why City Council approved the illustration of Desert Willow Golf Course by Graeme Baxter even though the Art In Public Places Commission denied it. Chairman Dickinson added that if the City is focusing on the new budget why is it spending $75,000.00 on a painting. Mr. Kohn noted that the painting would not be purchased with AIPP funds. Mrs. Gilligan entered the meeting to explain why the Council o o 0 0 0 Minutes March 17, 2004 0 0 0 approved the painting. She stated that the Commission made the correct decision in denying the painting because it is not something that should be purchased with public art funds. It was approved by Council due to it being a marketing tool and reproductions will be for sale. Also, Graeme Baxter is world-renowned and has a studio on El Paseo. Chairman Dickinson said, "so in other words, what you see out of the window is what you are going to see inside too". IV. CONSENT CALENDAR Minutes of the regular meeting held on February 18, 2004. Upon Motion by Commissioner Grochau and second by Commissioner Bussing, the Minutes of February 18, 2004, were approved by unanimous vote. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION None VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION TO COMMISSION ARTWORK AT WASHINGTON STREET AND INTERSTATE 10 Mr. Twedt stated that City Council a Wendy's Restaurant at the northwest corner of Washington Street and Country Club Drive where they meet 1-10. PrestNuksic have been hired to redesign the fagade of the restaurant and a park atmosphere will be created at that corner. Council requested that the developer do a major setback and move the drive-thru to the other side of the building so it will not be visible from the freeway. Mr. Twedt stated that the developer's estimated AIPP fees are $1,100.00 but he has put $20,000 into the fund. Mr. Twedt is asking the Commission for an additional $100,000.00 for that project. He reminded the Commission that this site was identified as one of its priorities for a major piece of art. o o 0 0 0 Minutes March 17, 2004 0 O It was moved by Commissioner Grochau and seconded by Commissioner Greenberg to include the developer's funds of $20,000 and add AIPP funds of $100,000 to commission artwork at Washington Street and Country Club Drive where they meet I-10. Motion carried unanimously. B. CONSIDERATION OF ARTISTS FOR EXHIBITIONS IN THE NORTH WING GALLERY FOR THE 2004/2005 SEASON Ms. Schwartz stated that she received 23 entries for the 2004/2005 North Wing Gallery Exhibition season up from nine proposals in the 3003/2004 season. Commissioner Hough asked about Gerald Trostler who is currently showing in the North Wing Gallery being one of the entrants and asked if there is a policy against artists showing two years in a row. Ms. Schwartz replied that there is no policy at this time but Commissioners have the option to take that into consideration when voting. Ms. Schwartz stated that of the six spots available one is reserved for the Student Art and Essay Contest. If the Commission is interested in having an employee art show four spots will be available. The following artists were considered for the 2004/2005 season. Gary Rosenblum, Pat Cole, Bill Smith, Alisha Castro, Ramses Gonzales, Charles Perera, J Keith Stone, Robert Dusch, Monica May, Gerald Trostler, Grace Dallangra, Cash Baxter, Gaynor Evans -Wilson, Betty Singer, Jean Denning, John Kornfield, Roy Henry, Helene Berman, Claudio Alejos, Mel Finger, "Art of Surviving Cancer", Coachella Valley Arts Alliance, and the Dyslexia Foundation. Ms. Schwartz reported that the "Art of Surviving Cancer", the Coachella Valley Arts Alliance, the Dyslexia Foundation, Gary Rosenblum, J Keith Stone, and Helene Berman received the top votes which were narrowed down and the shows will consist of the "Art of Surviving Cancer" and the Coachella Valley Arts Alliance as solos shows, combine J Keith Stone and Helen Berman as one show, and Gary Rosenblum as a solo show as well as the Employee show and the 2005 Student Art and Essay Contest. It was moved by Commissioner Brody and seconded by Commissioner Bussing to accept the "Art of Surviving Cancer", Coachella Valley Arts Alliance, J Keith Stone, Helene Berman, Employee show, and Gary Rosenblum in the 2004/05 North Wing Gallery Exhibitions. CONSIDERATION TO RETAIN OR REJECT SCULPTURE PROPOSALS FOR THE EL PASEO MONUMENT SIGNS Mr. Twedt stated that he has received 32 proposals for the El Paseo Monument Signs project. He asked the Commission to review those proposals he has received to - date. Mr. Twedt would like to give City Council four different choices (two for each end of El Paseo) from which to choose. The following artists were considered for the El Paseo Monument Signs project. Ed Haddaway, John Sisko, Esther Wetheimer, Helle Scharling-Todd, Leslie Fry, Ken Price, Tuck Langland, Anita Wexler, Team of Aguirre and Delgado, Dan Rider, Judith Steinberg, Dirk Anderson, Joyce Clement, David Zahn, Michael Pedzwiator, Mark Yale Harris, Michael Todd, Steven Glucksberg, Darlis Lamb, Alan Waters, Myrna Orsini, Jim Huntington, Pete Chasar, Kathleen Whittaker, Robert Roesch, Ivan Kosta, Charlotte Lees, Karen Jobe Templeton, Numan Huseinbegovic, Patrick Donovan Brady, Cheryl Farber Smith, and Don Wakefield. It was moved by Commissioner Greenberg and seconded by Commissioner Brody to consider Esther Wertheimer, Anita Wexler, Dan Rider, Judith Steinberg, Joyce Clement, David Zahn, Mark Yale Harris, Michael Todd, Alan Waters, Myrna Orsini, Ivan Kosta, Karen Jobe Templeton, Cheryl Farber Smith, and Don Wakefield whose proposals will be retained in a file and reviewed again once all proposals have been received. Motion carried unanimously. D. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST SLIDE REGISTRY The following artists were reviewed to be considered in the City of Palm Desert's Artist Slide Registry. Jim Collins, Mickey Kane, Janet Zweig, Mark Yale Harris, and John Simms. It was moved by Commissioner Hough and seconded by Commissioner Greenberg to include Jim Collins, Mark Yale Harris, and John Simms into the Artist Slide Registry. CONSIDERATION TO SPONSOR ONE OR MORE OF THE DESIGNS SELECTED FROM THE EL PASEO ARTISTIC BENCH ENTRIES Mr. Twedt reported that the City currently owns 20 benches along El Paseo that are cast concrete. Mr. Twedt would like to replace those concrete benches with an artistic bench that someone would sponsor. The benches that get replaced will be placed in City owned parks. After the Commission selects 20 designs a reception will be held to unveil the proposed benches. Mr. Twedt would like the Commission to sponsor one or two of the benches to kick off the program at a cost not to exceed $10,000, which will come out of the capital budget. It was moved by Commissioner Brody and seconded by Commissioner Hough that the Art In Public Places Commission sponsor one or two benches for the El Paseo artistic bench program. Motion carried unanimously. VIII. CONTINUED BUSINESS None IX. OLD BUSINESS A. CONSIDERATION TO COMMISSION ARTWORK FOR THE ENTRADA DEL PASEO PROJECT Mr. Twedt stated that $175,000.00 has been set aside in the capital budget for the Entrada Del Paseo project. He would like the Commission to consider adding another $75,000 to allow for a major piece of artwork to be integrated through Entrada. Councilmember Benson noted that Entrada has been reconfigured and the Visitor Center was moved to the center pad and the garden is along Highway III. Mr. Twedt stated that the Commission would send out for RFQs in approximately five or six months. Mr. Twedt stated he would narrow the selection to nine or ten artists and give them a design fee of $1,500 to $2,500 for a finished design which the Commission will vote on. Mr. Kohn noted that the fees would increase as the other buildings are built. It was moved by Commissioner Bussing and seconded by Commissioner Hough to commission artwork for the o o 0 0 0 Minutes March 17, 2004 0 I. Entrada Del Paseo project and increase the Art in Public Places fee by $75,000. Motion carried unanimously. X. PROJECT STATUS REPORTS 1. North Wing Gallery The Student Art and Essay Contest will be displayed April 1, through May 27. The Award Ceremony is May 6, at 7:00 p.m. in the Amphitheater. 2. Website No report. 3. RFQs No report. XI. REPORTS AND REMARKS A. STAFF Ms. Schwartz reported that the workshop for the Baja Palapa project with Donna Billick and Arthur Gonzalez on March 6, went well. Approximately 80 to 100 people attended and participated in the artwork. Commissioner Bussing led a docent tour of ten people on Saturday, March 6, of the art located at the Library. Mr. Twedt reported that the director of operations from Desert Springs Marriott wants to meet with him regarding developing a program similar to the El Paseo Exhibition for the Marriott. Mr. Twedt stated that the representative from Westfield Shoppingtown was in town who had a check for $46,000.00 for the art fund but he has not yet received the check. B. PLANNING COMMISSION — Sonia Campbell Ms. Campbell reported that Palm Desert Country Club's golf course and clubhouse would be refurbished. The driving range will be removed and replaced with 54 homes. Another 41 homes will be placed throughout the Country Club. XII.
