ROLL CALL Present: Absent: Norma Bussing Joe Dickinson Suzanne Greenberg Kevin Grochau Katherine Hough Also Present Bob Kohn, Director of Special Programs Richard Twedt, Public Arts Manager Deborah Schwartz, Public Art Coordinator Debbie Thompson, Recording Secretary Bill Ware, Artist III. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Minutes of the regular meeting held on June 16, 2004. Upon Motion by Commissioner Hough and second by Commissioner Greenberg, the Minutes of June 16, 2004, were approved by unanimous vote. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Minutes 0 0 July 21, 2004 0 r Mr. Twedt reported that City Council approved a contract with Michael Volpone to install the concrete pads for the Orr Studio water feature entrance signs at both ends of El Paseo. Council also approved Michael Watling's proposal for the Stone Eagle project on Highway 74. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION OF ARTISTS TO BE INCLUDED IN CITY OF PALM DESERTS ARTIST SLIDE REGISTRY The following artists were reviewed to be considered in the City of Palm Desert's Artist Slide Registry. Cliff Garten, Sofie Siegmann, Steve Gardner, and Moran de Muse. It was moved by Commissioner Hough and seconded by Commissioner Greenberg to include Cliff Garten and Steve Gardner into the Artist Slide Registry. Motion carried unanimously. VIII. CONTINUED BUSINESS None IX. OLD BUSINESS A. CONSIDERATION FOR PLACEMENT OF MICHAEL TODD'S L!LY PAD BENCH ON EL PASEO It was moved by Commissioner Greenberg and seconded by Commissioner Hough to accept the site recommended by staff for placement of Michael Todd's Lily Pad bench at the northwest corner of San Pablo and El Paseo. Motion carried unanimously. B. CONSIDERATION TO APPROVE WILLIAM WARE'S REVISED SCULPTURE DESIGN FOR THE VENEZIA DEVELOPMENT 0 C) July 21.2004 0 Mr. Ware reported that the original sculpture of birds for the Venezia project that had been previously approved by the Commission was changed from two birds to three. One of the development partners changed the fence on which the two birds were to be placed from a metal to a wooden fence. The Commission members commented that the redesigned piece was much more dramatic than the original proposal. It was moved by Commissioner Greenberg and seconded by Commissioner Hough to accept the revised changes of the sculpture from two birds to three for the Venezia development as proposed by Bill Ware. Motion carried unanimously. It was moved by Commissioner Hough and seconded by Commissioner Greenberg to add the Approval of The New Design For a Sculpture of Jon Seeman's Artwork for the 2005/06 El Paseo Exhibition to the agenda under Old Business. Motion carried unanimously. C. APPROVAL OF THE NEW DESIGN FOR A SCULPTURE BY JON SEEMAN FOR THE 2005/06 EL PASEO EXHIBITION Vice Chair Bussing stated that curator Robert Menifee's proposal for the 2005/06 El Paseo Exhibition included a sculpture by artist Jon Seeman. After Mr. Menifee's proposal was approved by the AIPP Commission and City Council, Mr. Seeman's piece was sold. Mr. Seeman has proposed a new piece to the Commission for approval. Mr. Twedt stated that Mr. Seeman inquired about adding color to the piece, which Mr. Twedt encouraged him to do; however, the proposal included a patina as opposed to powder coated color. Mr. Twedt will contact Mr. Seeman regarding the finish of the piece. It was moved by Commissioner Hough and seconded by Commissioner Greenberg to accept Jon Seeman's replacement sculpture for the 2005/06 El Paseo Exhibition. Motion carried unanimously. X. PROJECT STATUS REPORTS 1. North Wing Gallery Minutes 0 O July 21, 2004 0 0 0 Ms. Schwartz reported that the Watercolor Society artwork will be on display through July 30 and Gary Rosenblum's art will be installed in the gallery on August 2. A closing reception will be held on September 21. 2. Website No report. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt reported that there was a two page article in the July issue of Southwest Art magazine declaring Palm Desert as a major art destination in the country as well as a full page ad of Palm Desert's public art collection. Mr. Twedt reported that Allen Root sent an invoice for $15,000.00 for the third installment of his commission for the entry sign at Fred Waring Drive and Washington Street. His request for a check has been put on hold until the final installation is complete. Mr. Twedt is still waiting for engineering drawings and lighting specifications and cannot proceed with the installation of the entry sign until these items are available. Mr. Twedt stated that he received the plans for the Orr Studio water feature signs and the pads can now be installed. He is anticipating the signs to be installed the first or second week in September. Ms. Schwartz reported that the proposals by the three artists in competition for the Library Mural will be reviewed at the September 15 meeting. Ms. Schwartz talked to Donna Billick who is looking to install the "Baja Palapa" in mid October. Ms. Billick will send some images of the progress of Baja Palapa soon. Ms. Schwartz reported that she attended the Americans for the Arts conference in Washington, D.C. She went on a few tours and brought back information about other public art programs. 0 Mr. Kohn informed the Commission that Mrs. Gilligan wanted the Commission to be aware that the median strip on San Pablo is being improved, as part of the Facade Enhancement Program. Mrs. Gilligan suggested that the Commission consider a piece of artwork for that median, as it is an entrance to City Hall. Mr. Twedt stated that he has reserved the grassy area in front of the Gardens for the El Paseo Exhibition reception and ceremony on January 6, 2005. B.
