ORAL COMMUNICATIONS None 0 C Minutes April 27, 2005 0 0 0 IV. CONSENT CALENDAR Minutes of the regular meeting held on March 16, 2005. Upon Motion by Commissioner Greenberg and second by Commissioner Dickinson, the Minutes of March 16, 2005, were approved unanimously. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION No report. VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. REQUEST FOR FINAL APPROVAL OF ARTWORK AT VENEZIA DEVELOPMENT LOCATED AT 41-726 VIA AREGIO, PALM DESERT, CA FOR ART IN PUBLIC PLACES COMPLIANCE; AND REFUND OF ART IN PUBLIC PLACES FUNDS IN THE AMOUNT OF $56,715.84, APPLICANT GHA ENTERPRISES, 68-936 ADELINA ROAD, CATHEDRAL CITY, CA 92234 It was moved by Commissioner Greenberg and seconded by Commissioner Hough to accept the final approval of artwork at the Venezia Development and refund the art in public places fees in the amount of $56,715.84 to applicant GHA Enterprises. Motion carried unanimously. B. CONSIDERATION OF ARTSITS TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY Works from the following artists were reviewed to be considered for the City of Palm Desert's Artist Registry. Michael Morgan, Marialuisa Tadei, Edwin Hamilton, Bill Drum, Mark Stasz, and Stephan Knapp. It was moved by Commissioner Hough and seconded by Commissioner Dickinson to include Marialuisa Tadei, Edwin inutes April 27, 2005 0 Hamilton, Bill Drum, Mark Stasz, and Stephan Knapp into the Artist Registry. Motion carried unanimously. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS 1. North Wing Gallery Ms. Schwartz reported that the Award Ceremony for the Student Art and Essay Contest is Thursday, May 5, at 7:00 p.m. at the amphitheater in the Civic Center Park. Ms. Schwartz reminded the Commission members that the dedication for the Recycle Binney Baja Palapa is Friday, May 6, at 3:30 p.m. 2. Website No new report. 3. Docent Program The Docent Program Saturday tours will continue on May 7, and June 11. Saturday tours will not be held in July and August. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt circulated the request for preliminary artwork concepts for the Entrada del Paseo project to the Commissioners. Mr. Twedt reported that City Manager, Carlos Ortega is going to disband the Entrada del Paseo Steering Committee due to the project being near completion. This item will be on the May 18, Art In Public Places Commission agenda for discussion. Minutes 0 °_ April 27, 2005 O r Mr. Twedt reported that the potential Art Center has been denied due to many reasons, one of which is budgetary restraints. Mr. Kohn mentioned that he and Mr. Twedt had been discussing the list of priority projects that the Commission developed several years ago. They also discussed funding for the future. Currently the projections for fees collected is running 287% over projections due to the north sphere which will eventually be totally developed. The revenues for art are going to diminish unless they are supplemented by the general fund. It is something that needs to be reviewed and the Commission may want to reprioritize the list of future projects. Mr. Twedt suggested easing up on acquisitions and expanding on the concept of temporary art and the El Paseo Exhibition and develop, find, and identify strategic locations in the City that is City owned property, negotiate with the property owner for an easement but build pads and place artwork for two years. That way the City could have more art but not have to purchase it. Mr. Twedt stated that he is working with Piper Close to produce a new brochure of the City's art collection. Mr. Twedt mentioned that the City dedicated Las Palmas Villas Park on De Anza Way on April 23. An art feature will be placed in a circular area of grass that is surrounded by benches. Originally, the two bronze sculptures in the Council Chamber (Proceed with Caution and Untitled — Boy with Frog) were going to be placed at the park, but due to concern of potential vandalism and water damage they will not be placed in the park so a new piece will have to be selected for the location.
