ROLL CALL Present: Absent: Norma Bussing, Chairman Joe Dickinson Suzanne Greenberg Kevin Grochau, Vice Chair Katherine Hough Barbara Stenning John Weston Also Present: Richard Twedt, Public Arts Manager Deborah Schwartz, Public Art Coordinator Debbie Thompson, Recording Secretary Sonia Campbell, Planning Commission Liaison David Einstein, Potential El Paseo Exhibition Curator Jana Koroczynsky, Guest Richard Begola, Guest III. ORAL COMMUNICATIONS Mr. David Einstein introduced himself to the Commission and gave a brief description of his qualifications. He is currently teaching at the College of the Desert in its two dimensional program. For the last three years he was director of the Walter N. Marks Center for the Arts. His goal for the Exhibition would be to continue the quality Minutes September 21, 2005 and maintain the high standards that have been exhibited in the past. His vision is to form partnerships, which he has done at the Marks Center. He stated that this is a partnership of many different elements that bring the community together in terms of artist lectures, slide presentations, hands on workshops where they deal with working with maquettes and understanding space and how to measure space. Commissioner Weston asked Mr. Einstein what venue resources he would use to promote lectures, hands on demonstration, etc. Mr. Einstein stated that there are facilities where the lectures could be held (i.e. the Marks Center). Ms. Jana Koroczynsky introduced herself to the Commission. She started her own business where she works with developers as a consultant to help with art. She is currently working with Mike Fedderly at Desert Art Collection assisting with a sculpture garden and gallery. IV. CONSENT CALENDAR Minutes of the regular meeting held on July 20, 2005. Upon Motion by Commissioner Grochau and second by Commissioner Dickinson, the Minutes of July 20, 2005, were approved unanimously. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Ms. Schwartz reported that City Council approved the "Friendship Bench" for the Fountains at Carlotta as its public art component. City Council approved artwork by Ellie Riley for the Desert Gateway Self Storage facility. VI. CONSENT ITEMS HELD OVER None Vil. NEW BUSINESS A. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERT'S ARTIST REGISTRY 2 Minutes September 21, 2005 0 C Works from the following artists were reviewed to be considered for the City of Palm Desert's Artist Registry. Linda Taylor, Kato Guggenheim, and Michael Foegelle. It was moved by Commissioner Stenning and seconded by Commissioner Weston to include Linda Taylor, Kato Guggenheim, and Michael Foegelle into the Artist Registry. B. REVIEW OF ARTISTS REQUESTING TO BE IN THE VIRTUAL GALLERY Work from Ruth Nolan was presented to be included in the Virtual Gallery. She would like to do a combination of poetry and photography for the Virtual Gallery. It was moved by Commissioner Greenburg and seconded by Commissioner Hough to include Ruth Nolan in the Virtual Gallery. Motion approved unanimously. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS A. CONSIDERATION TO SELECT THREE DESIGNS BY LYNN BASA FOR THE FOUNTAIN FEATURE AT THE PALMA VILLAGE NEIGHBORHOOD PARK The Commission reviewed the designs by Lynn Basa for the Fountain Feature at the Palma Village Neighborhood Park that was included in the agenda packet. Ms. Schwartz noted that Ms. Basa's designs were also reviewed by the Park and Recreation Committee and gave input of its choices. It was moved by Commissioner Grochau and seconded by Commissioner Hough to accept designs "Miasma'; "Arches", and "Bubbles" and take the suggested designs to City Council for approval. Motion carried unanimously. B. CONSIDERATION TO SELECT SIX PROPOSALS AND THREE ALTERNATES FOR THE "EMBRACING THE DESERT" PROJECT The Commission reviewed 132 proposals for the "Embracing the Desert" project. The artists who get accepted will r 0 0 Minutes September 21, 2005 receive an honorarium of $6,500.00 each. The following six proposals were selected to be considered for the project. John Seyfried, Peter Mangan, Anita Stoefen, Patricia Mitchell and Eugene Wyrick, Sol Mesz, and A. Dudley Buchanan. The following three proposals were selected to be considered as alternates for the project. David Tillinghast, Jason Roberts, and Mark Stephenson. A proposal by Deborah Landry has been selected as the alternate alternate. It was moved by Commissioner Hough and seconded by Commissioner Weston to approve the six proposals with the four alternates (in the order listed above) and recommend that City Council concur with the Art in Public Places Commission. Motion carried unanimously. It was moved by Commissioner Grochau and seconded by Commissioner Greenburg to add "Consideration of a Design Concept by Mario Bartels for the Lowe's Development" to the agenda under OLD BUSINESS. Motion carried unanimously. C. CONSIDERATION OF A DESIGN CONCEPT BY MARLO BARTELS FOR THE LOWE'S DEVELOPMENT Ms. Schwartz reported that Lowe's Developer modified the landscape plans that included the changes of the boulders that the Commission suggested. It was moved by Commissioner Grochau and seconded by Commissioner Hough to accept the revised landscape plan for Lowe's Development and request that the developer forward the lighting plans to the Commission for its review before it is installed. Motion carried unanimously. X. PROJECT STATUS REPORTS 1. Palm Desert Community Gallery Ms. Schwartz reported that "By Popular Demand" has been installed in the new Palm Desert Community Gallery. The show will be on display through November 3, with the closing reception November 1. r Minutes September 21, 2005 0 ( -N 0 She received a letter from the Dyslexia Foundation thanking the Commission for selecting them to display a show at the North Wing Gallery. 2. Website Ms. Schwartz reported that she has updated the website to reflect the new location of the Palm Desert Community Gallery. 3. Docent Program Ms. Schwartz reported that the "Call for Docents" applications are due October 14, 2005. There will be an interview process followed by a ten -week training. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt stated that the mural by Susan Evans Smith in the Community Room at the Palm Desert Library has been completed and needs to be dedicated. A date in November is being considered. Mr. Twedt reminded the Commissioners that the opening of the new Visitor Center is Friday, September 23. Mr. Twedt is working on the art and architecture catalog and has asked specific residents in Palm Desert for approval of documenting its residence in the catalog. Mr. Twedt reported that he will send out RFPs for the Entrada del Paseo project. A list of nationally and internationally artists has been composed that will be sent RFPs. Mr. Twedt stated that Mayor Crites has received information from the California Arts Council declaring October 7, as California Arts Day. A Proclamation will be presented at City Council and Chairman Bussing will receive that Proclamation. B. PLANNING COMMISSION — Sonia Campbell Ms. Campbell reported that the Planning Commission approved two industrial buildings on 18,000 square feet on Spyder Circle, and a .11,000 square foot retail and office building (including a Drive-Thru Starbucks) on Technology Drive behind the Hampton Inn.
