ROLL CALL Present: Absent: Norma Bussing, Chairwoman Joe Dickinson Suzanne Greenberg Kevin Grochau, Vice Chair Katherine Hough Barbara Stenning John Weston Also Present: Richard Twedt, Public Arts Manager Deborah Schwartz, Public Art Coordinator Debbie Thompson, Recording Secretary K. Kaufmann, Desert Sun Reporter III. ORAL COMMUNICATIONS NONE Minutes October 19. 1 i 0 i IV. CONSENT CALENDAR Minutes of the regular meeting held on September 21, 2005. Upon Motion by Commissioner Weston and second by Commissioner Hough, the Minutes of September 21, 2005, were approved unanimously. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION Mr. Twedt reported that City Council approved all of the proposals that the Commission chose for the "Embracing the Desert" project. Mr. Twedt added that he plans to stagger the projects to prolong the project. He is planning to place a few pieces around the Visitor Center. Mr. Twedt reported that City Council approved the Lowe's Development project. Mr. Twedt stated that Council denied the mosaic designs by Lynn Basa for the fountain at the Las Palma Village Neighborhood Park. Council was concerned that children would slip on the wet surface, and they were not fond of the colors that Ms. Basa presented. He informed Janis Steele that a water feature was not the only option for art. VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS A. CONSIDERATION TO SELECT THE CURATOR FOR THE 2006/07 EL PASEO EXHIBITION There was a brief discussion of the two candidates (Russell Jacques and David Einstein) for the 2006/07 El Paseo Exhibition curator. It was moved by Commissioner Grochau and seconded by Commissioner Greenberg to accept Russell Jacques as the curator for the 2006/07 El Paseo Exhibition. Motion carried with a4-3vote. CONSIDERATION TO REIMBURSE PUBLIC ART FEE TO THE FOUNTAINS AT CARLOTTA IN THE AMOUNT OF $18,957.50 Mr. Twedt commented that the Fountains at Carlotta made an excellent choice for its public art component. It was moved by Commissioner Weston and seconded by Commissioner Stenning to approve the reimbursement of the public art fee to the Fountains at Carlotta in the amount of $18,957.50 for the John Kennedy "Friendship Bench" and forward its request to City Council for approval. Motion approved unanimously. C. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE CITY OF PALM DESERTS ARTIST REGISTRY Works from the following artists were reviewed to be considered for the City of Palm Desert's Artist Registry. Susan Bowen and Anita Thacher. it was moved by Commissioner Hough and seconded by Commissioner Greenberg to include Susan Bowen and Anita Thacher into the City of Palm Desert's Artist Registry. Motion approved unanimously. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS 1. Palm Desert Community Gallery Ms. Schwartz reported that the closing reception for the "By Popular Demand" exhibition is Tuesday, November 1. Ms. Schwartz has been working with the Sister Cities Committee and there will be an Artist -in -Residence from Gisborne New Zealand here beginning tomorrow. She will present the City with her artwork at a short reception prior to the closing reception for "By Popular Demand". 3 0 0 Minutes October 19. 2005 0 0 The COD Faculty exhibition "COD Faculty: A Sampler", will open on November 10, with the reception on November 15. 2. Website No Report. 3. Docent Program Ms. Schwartz reported that she received five applications from people interested in being docents. She will interview all five the first week of November and training will begin on November 17. The October Saturday tour was of the El Paseo Exhibition and was attended by 20 people. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt complemented the Commission on the great job they did choosing proposals for the Embracing the Desert project. Mr. Twedt stated that Ruth Nolan's show, which includes poetry, photography, and art and is now posted on the Virtual Gallery. Mr. Twedt circulated the mockup of the art and architecture catalog that is being produced. He added that he sent out 22 letters to private residences asking them for authorization to photograph and publish their property in the catalog. Mr. Twedt stated that Chairwoman Bussing inquired about having the Commission do a recycling project. He has thought of a couple of ideas and noted that there may be monies available through the City's recycling fund. One idea was to sponsor a Valley wide competition and work through the S.C.R.A.P. Gallery to do a large piece of sculpture created from recycled materials. The winner of the competition will receive an honorarium and the art will be prominently displayed. He would like to have a pad for temporary pieces of art at the corner of San Pablo and Fred Waring. He stated that Mrs. Gilligan was supportive of the Minutes October 19, 2005 0 idea of developing pads for temporary pieces around the City at key locations. Chairwoman Bussing stated that she is planning to do a short proposal to the City Council recommending that the Commission proposes to do a recycling project and she asked for suggestions from the Commission about what direction it would like to proceed. Mr. Twedt stated that he would meet with Mrs. Gilligan and Ms. Riddle to find out what the requirements are to qualify to use the recycling fund. Commissioner Grochau stated it could be a student and adult competition. Chairwoman Bussing noted that several of the artists who had sent proposals for the Embracing the Desert project used recycled materials in their artwork. She suggested contacting them. Mr. Twedt would like to include the S.C.R.A.P. Gallery in the competition as to not compete with them. Mr. Twedt reported that Stan Rothbart, who is the developer for the Desert Gateway project, has sent a design for the art component to be placed at the corner of Dinah Shore and Monterey. Mr. Twedt circulated the proposal for which is an art monument/sign that reads "Palm Desert". It was the consensus of the Commission to have the developer send an actual proposal of the artwork to be placed on the November agenda. Mr. Twedt informed the Commission that he and Mrs. Gilligan would meet with Spencer regarding pads for temporary artwork. Mr. Twedt conveyed to the Commission that he sent out RFPs to 20 nationally and internationally recognized artists for the Entrada del Paseo project. He will ask the Commission to chose three artists and recommend those to City Council who will chose one artist to complete the project. B. COMMISSION MEMBERS • COMMISSION REPORTS Commissioner Hough reported that the Palm Springs Art Museum has an exhibition called "Material Terrain" that includes sculptures that are installed throughout the Museum and in the sculpture garden. Included in the exhibition is a Minutes October 19, 2005 0 Dennis Oppenheim piece in the Museum that lights up with propane gas. Chairwoman Bussing announced that she attended the City Council meeting where she received a plaque naming October 7 as Arts Day. Commissioners Greenberg and Dickinson announced their resignation at the beginning of the year. Commissioner Grochau reminded the Commission that he would be resigning in June. • LIAISON REPORTS 1.
