MINUTES
JUNE 18, 2003
I. CALL TO ORDER
Chairman Dickinson convened the meeting at 8:37 a.m.

IV. CONSENT CALENDAR
Minutes of the regular meeting held on May 21, 2003.
It was noted that under New Business, Item A, the vote to elect
Commissioner Dickinson as Chairman was omitted from the
minutes.
Upon Motion by Commissioner Brody and second by
Commissioner Greenberg to reappoint Commissioner Dickinson as
Chairman through December 2004. Motion carried unanimously.
Upon Motion by Commissioner Brody and second by
Commissioner Greenberg, the Minutes of May 21, 2003, were
approved as corrected with Commissioners Bussing and Grochau
absent.
V. DISCUSSION ITEMS
ORAL REVIEW OF CITY COUNCIL ACTION
City Council approved the request to send RFPs to seven artists for
the second piece of art for the Fred Waring Corridor.
City Council approved the request to send RFPs to the three artists
for the entrance signage at Fred Waring Drive and Washington
Street.
The item concerning the Consideration of Entry Gates as Artwork at
72-415 Parkview Drive was pulled from the June 12, 2003, City
Council agenda and will return to AIPP for reconsideration.
VI. CONSENT ITEMS HELD OVER

VII. NEW BUSINESS
It was moved by Commissioner Hough and seconded by
Commissioner Koroczynsky to add the following two items to the
agenda with Commissioners Bussing and Grochau absent.

CONSIDERATION TO COMMISSION A “PORTRAIT” OF DESERT
WILLOW FROM PAINTER GRAEME BAXTER
A. REQUEST FOR 1) FINAL APPROVAL FOR THE
ARTWORK AT THE HAMPTON INN LOCATED AT 74-900
GERALD FORD DRIVE FOR ART IN PUBLIC PLACES
COMPLIANCE; 2) REFUND OF ART IN PUBLIC PLACES
FUNDS IN THE AMOUNT OF $22,095.06 – APPLICANT,
DUTT HOSPITALITY GROUP, INC.
Upon question by Chairman Dickinson, Mr. Ware clarified
that the refund of $22,095.06 was for the bird sculptures, not
the fountain.
It was moved by Commissioner Greenberg and
seconded by Commissioner Brody to approve the 1) final
approval for the artwork at the Hampton Inn located at 74-900
Gerald Ford Drive for art in public places compliance; 2)
refund of art in public places funds in the amount of
$22,095.06. Motion carried unanimously with Commissioners
Bussing and Grochau absent.
B. CONSIDERATION TO REPLACE THE “MARRIAGE TREE”
BY DENNIS OPPENHEIM CURRENTLY IN THE EL PASEO
EXHIBITION
Mr. Twedt stated that due to the “Marriage Tree” by Dennis
Oppenheim being sold, BuschlenMowatt Fine Art Galleries
has suggested to replace it with the sculpture “Double
Venus” by James Dine. “Double Venus” is approximately
5.5 feet tall and will be placed on a pedestal on pad #10.
It was moved by Commissioner Brody and seconded by
Commissioner Hough to accept artwork “Double Venus” by
James Dine to replace the “Marriage Tree” from the 2003 El
Paseo Exhibition. Motion carried unanimously with
Commissioners Bussing and Grochau absent.
C. CONSIDERATION OF ARTWORK FOR VENEZIA
LOCATED AT 41-726 VIA AREGIO, PALM DESERT –
ARTIST BILL WARE
Mr. Ware stated that he met with the owner of Venezia and
submitted drawings of egrets in flight for the gates for the
project. There will be an 18” tall stone pedestal with two
egrets approximately 5.5 feet tall standing on it. There will

be two other gates, one with four egrets on it and three on
the other.
It was moved by Commissioner Koroczynksy and
seconded by Commissioner Greenberg to approve the
consideration of artwork by artist Bill Ware for Venezia located
at 41-726 Via Aregio, Palm Desert. Motion carried
unanimously with Commissioners Bussing and Grochau
absent.
D. CONSIDERATION TO RECOMMEND THAT COUNCIL
AUTHORIZE STAFF TO PURSUE GRANT FUNDING FOR
THE PRODUCTION OF A DOCUMENTARY ON PUBLIC
ART IN PALM DESERT
Mr. Twedt stated that one of his goals as Public Arts
Manager was to pursue grant funding for the production of a
documentary of Palm Desert’s public art collection. He
stated that he had talked to Rich Oliphant, who did the
documentary for the 2003 El Paseo Exhibition and has a
good deal of experience working with PBS, about working on
the project. Mr. Twedt stated he would like to start with a
pilot documentary about public art in Palm Desert and the
Coachella Valley that could be aired on PBS.
Mr. Twedt stated that he has a list of 50 funding sources
from which he could pursue grants for the project. Upon
question by Commissioner Koroczynsky, Mr. Twedt stated
that he has written grants.
It was moved by Commissioner Hough and seconded by
Commissioner Koroczynsky to approve to recommend that
Council authorize staff to pursue grant funding of the
production of a documentary on public art with Palm Desert’s
programs as a major part. Motion carried unanimously with
Commissioners Bussing and Grochau absent.
E. CONSIDERATION OF ARTISTS TO BE INCLUDED IN THE
ARTIST SLIDE REGISTRY – PRESENTATION BY
RICHARD TWEDT
The following artists were reviewed to be included in the
Artist Slide Registry. Andrea Myklebust and Stanton Sears,
Mary Bates Neubauer, Ed Benavente, Diane Bush, and
Delos Van Earl.

It was moved by Commissioner Greenberg and
seconded by Commissioner Koroczynsky to include artists
Mary Bates Neubaur, Ed Benavente, Diane Bush, and Delos
Van Earl to the Artist Slide Registry. Motion carried
unanimously with Commissioners Bussing and Grochau
absent.
F. REVIEW OF ARTISTS CURRENTLY IN THE CITY’S
ARTIST SLIDE REGISTRY FOR RETENTION OR
ELIMINATION OF THE ARTIST FROM REGISTRY –
PRESENTATION BY RICHARD TWEDT
The following artists (sculptors realistic) were reviewed to be
retained or eliminated from the Artist Slide Registry. David
Adickes, Marie Barbera, Mary Buckman, Max DeMoss,
Sharon Loper, Alejandro de la Loza, George Lundeen, Dave
McGary, Dave Putnam, Lisa Reinertson, Kenneth Ryden,
Georg Schmerholz, John Henry Waddell, and Steven
Weitzman.
It was moved by Commissioner Hough and seconded by
Commissioner Koroczynsky to retain artists Marie Barbera,
Mary Buckman, George Lundeen, Lisa Reinertson, Kenneth
Ryden, Georg Schmerholz, and John Henry Waddell in the
Artist Slide Registry. Motion carried unanimously with
Commissioners Bussing and Grochau absent.
The following artists (sculptors non representational) were
reviewed to be retained or eliminated from the Artist Slide
Registry. Jim Hirschfield/Sonja Ishi, Gordon Huether, Stan
Huncilman, Robert Irwin, Steve Jensen, Jonathan Kirk, and
Masatoyo Kishi.
It was moved by Commissioner Hough and seconded by
Commissioner Koroczynsky to retain artists Gordon Huether,
Steve Jensen, and Masatoyo Kishi in the Artist Slide Registry.
Motion carried unanimously with Commissioners Bussing and
Grochau absent.
G. CONSIDERATION TO COMMISSION A PORTRAIT OF
DESERT WILLOW FROM PAINTER GRAEME BAXTER
Ms. Addiscott of Graeme Baxter Gallery stated that several
months ago the Sister Cities Committee approached Mr.
Baxter about commissioning a portrait of the Desert Willow
golf course for the Desert Willow Clubhouse. The cost of the

commission would be $70,500 and would include an original
oil painting of 30” by 40”, 500 limited edition prints and they
would donate a giclee the same size as the oil painting.
Commissioner Brody asked how high this project was on the
Commission’s list of priorities. Mayor Benson stated that
due to the City’s inability to make major expenditures out of
the general fund this year the project was referred to the
AIPP Commission for purchase from AIPP funds.
Commissioner Greenberg reminded the Commission of the
issue regarding the Hampton Inn not being allowed to hang
paintings in the lobby to fulfill their AIPP requirements. Ms.
Campbell noted that after the Hampton Inn issue, the AIPP
Guidelines had been revised to not allow paintings to be
hung in a building. Mr. Twedt clarified that Council’s
decision was that if it were a City owned placement of
artwork inside a public facility (library, Desert Willow) would
be acceptable. The revised guidelines state that private
developers are obligated to place art outside.
It was moved by Commissioner Koroczynsky and
seconded by Commissioner Brody to reject consideration to
commission a portrait of Desert Willow from painter Graeme
Baxter with a 4–1–0 vote with Commissioner Hough opposing
and Commissioners Bussing and Grochau absent.
H. CONSIDERATION TO LOCATE THE “PATRIOT”
SCULPTURE BY BRENDA JOHNSON IN FRONT OF THE
PALM DESERT SHERIFF’S STATION
Mr. Twedt stated that the Sheriff’s Department submitted a
letter to him regarding placing one of the bighorn sheep
sculptures at the Sheriff’s office. This is a program of the
Bighorn Sheep Institute to bring attention to the bighorn
sheep in the desert and to raise money for the Institute. One
of the bighorn sheep sculptures has already been placed
inside Rancho Mirage City Hall and approval to place one at
the Palm Desert Sheriff’s Department office is being
requested. No expenditures of AIPP funds will be required.
It was moved by Commissioner Koroczynsky and
seconded by Commissioner Brody to consider to locate the
“Patriot” sculpture by Brenda Johnson at the Palm Desert
Sheriff’s Station. Motion carried unanimously with a 4-1-0 vote
Commissioner Brody abstaining and Commissioners Bussing
and Grochau absent.

VIII. CONTINUED BUSINESS
A. CONSIDERATION TO ADOPT AN ART PHILOSOPHY AND
VISION OF THE AIPP COMMISSION (Continued from the
meeting of May 21, 2003)
Commissioner Koroczynsky did not want to continue the
item. She stated that when the Commission members were
asked to submit ideas for the Commission’s vision a couple
of months ago, she submitted a proposal that included
permanently placing artwork on El Paseo. Commissioner
Koroczynsky circulated a proposal with her ideas about what
the AIPP philosophy should be. Commissioner Brody asked
Commissioner Hough what the vision is for the Palm Springs
Desert Museum. Commissioner Hough stated that the goal
for the public art for Palm Desert is to collect diverse work
and make it available to the general public. She added that
it is very hard to have a specific philosophy because it can
vary depending on the project.
Commissioner Koroczynsky stated that she feels the
Commission’s acquisitioning process is a little backwards.
She agrees with Commissioner Hough’s proposed AIPP
philosophy; however, she does not feel that the AIPP
commissioning process is being approached in a way in
which to reach more qualified artist to bring quality art to
Palm Desert. She would like RFPs to be sent to many
artists, specifically those in the slide registry. The
Commission would then review the received proposals,
narrow them down, and send them to Council for review.
This would allow Council to be more involved in the process.
Commissioner Brody noted that this is the process that is
currently established as standard procedure and has been
used. Commissioner Brody commented that the current
philosophy is so good that we are considering doing a
documentary to show the world what a great art city we have
grown to become.
It was moved by Commissioner Hough and seconded by
Commissioner Brody that the Art in Public Places program’s
philosophy is, “to bring the greatest quality and diversity of art
to the City of Palm Desert; to provide the greatest accessibility
to the art for the public; and to advise the City Council in
making art related decisions.” Motion carried unanimously
with Commissioners Bussing and Grochau absent.

IX. OLD BUSINESS
A. CONSIDERATION OF THE ENTRY GATES AND BRICK
FENCE LOCATED AT 72-415 PARKVIEW –
PRESENTATION BY TIM BARTLETT
It was moved by Commissioner Brody and seconded by
Commissioner Greenberg to reject the entry gates and brick
fence located at 72-415 Parkview due to it not being within the
parameters of the Art In Public Places Guidelines. Motion
carried unanimously with Commissioners Bussing and
Grochau absent.
X. PROJECT STATUS REPORTS
1. Westfield Shoppingtown Palm Desert
No report.
2. North Wing Gallery
Ms. Schwartz reported that she has taken images of the
Palm Desert Employee Art Works show and posted them on
the website, as she will do with all future shows. CBS “Eye
on the Desert” did a short clip on the exhibition.
Ms. Schwartz stated that as directed by the Commission,
she has sent out RFPs requesting proposals from artists for
the June 2004 exhibition.

• LIAISON REPORTS
1. PLANNING COMMISSION – Sonia Campbell
Ms. Campbell reported that at the meeting of June 17, the
Planning Commission meeting Jiffy Lube on Fred Waring
behind Toys R Us was approved.
A housing project was approved on Shepherd Lane.
XII. ADJOURNMENT
There being no further business, Chairman Dickinson adjourned
the meeting at 10:12 a.m.
