ORAL COMMUNICATIONS NONE Minutes September 17, 2003 2 IV. CONSENT CALENDAR Minutes of the regular meeting held on July 16, 2003. It was noted by Commissioner Hough that under XI. Reports and Remarks, Item B. the information regarding the openings at the Palm Springs Desert Museum were incorrect and should read: Stewart Williams and Julius Shulman, and Under Construction: The Architecture of Marmol Radziner+ Associates. Upon Motion by Commissioner Hough and second by Commissioner Brody, the Minutes of July 16, 2003, were approved unanimously as corrected. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION None VI. CONSENT ITEMS HELD OVER None VII. NEW BUSINESS A. CONSIDERATION TO ADOPT REUEL YOUNG’S ARTISTIC VISION AS THE GUIDING PRINCIPLES FOR THE ENTRADA DEL PASEO ART PROJECT Mr. Young of Interactive Design stated he has been working with the City on the Entrada Del Paseo project. Mr. Young presented his artistic vision for the art for the Entrada Del Paseo project. Mr. Young’s vision was to commission a series of pieces by the same artist to be integrated with the garden. Mr. Twedt referred to his staff report that listed several artists he thought would be appropriate for the project. It was suggested that Robert Irwin and Alexis Smith be added to the list. Commissioner Koroczynsky asked to include Elizabeth Gierosky. Because Commissioner Koroczynsky represents Ms. Gierosky it would be a conflict of interest for Commissioner Koroczynsky to recommend Ms. Gierosky, and, therefore, her name was withdrawn from the list. Minutes September 17, 2003 3 It was moved by Commissioner Greenberg and seconded by Commissioner Bussing to accept Mr. Reuel Young’s concept for the Entrada Del Paseo art project. Motion carried unanimously. B. CONSIDERATION OF POTENTIAL LOCATIONS IN PALM DESERT FOR THE TEMPORARY PLACEMENT OF BIGHORN SHEEP SCULPTURES It was moved by Commissioner Grochau and seconded by Commissioner Brody that staff determine the location for the temporary placement of the Bighorn Sheep Sculptures. Motion carried unanimously. Commissioner Hough noted that the Path of the Bighorn is a public art program for the Valley and she feels that is an honor that they came to this Commission for advice regarding placement of the sculptures. C. CONSIDERATION TO COMMISSION TWO SCULPTURES TO BE LOCATED ON TOP OF THE CONCRETE EL PASEO SIGNS BETWEEN HIGHWAY III AND 74 AND PORTOLA AVENUE Mr. Twedt stated that he is proposing to integrate artwork with the two existing concrete signs on El Paseo. There was discussion of removing the signs and creating bases similar to the ones that are currently being used for the El Paseo Exhibition instead of augmenting the existing signs. Mr. Twedt stated that if the current signs remained, the words “El Paseo” would be changed to polished brass or polished aluminum. Mr. Twedt stated that the RFQ would request that the art be integrated with the sign. It was moved by Commissioner Brody and seconded by Commissioner Greenberg to instruct staff to proceed with the commissioning of two sculptures to enhance the monument signage and improve the El Paseo text on the bases of the signs on El Paseo between Portola and Highway III and El Paseo and west of Highway 74 at the cost of $35,000.00 per sculpture. Motion carried unanimously. Minutes September 17, 2003 4 D. CONSIDERATION TO HIRE ROBERT MENIFEE TO CURATE THE 2004/2005 EL PASEO EXHIBITION It was moved by Commissioner Brody and seconded by Commissioner Bussing to hire Robert Menifee to curate the 2004/2005 El Paseo Exhibition. Motion carried unanimously. E. CONSIDERATION TO CONSTRUCT ADDITIONAL PADS ON THE EL PASEO MEDIAN BETWEEN HIGHWAY III AND HIGHWAY 74 AND PORTOLA AVENUE Mr. Twedt stated that there is an opportunity to create three additional pads along the El Paseo median. He stated that they could be used for additional pieces for the El Paseo Exhibition, temporary pieces to be replaced biannually or annually, or permanent pieces that AIPP would purchase. It was moved by Commissioner Brody and seconded by Commissioner Greenberg to construct three additional pads on the El Paseo median. Motion carried unanimously. F. CONSIDERATION OF PROPOSALS TO INITIATE AN ARTISTIC BENCH PROGRAM ON EL PASEO Mr. Twedt described the artistic bench program for the El Paseo shopping district. Mr. Twedt explained that the Commission would conduct a national or local call and solicit proposals for the art bench program. An RFQ would be published for artists to create a presentable, frameable design to display in the North Wing Gallery for review. Once the proposals are gathered, businesses and government agencies throughout the Valley could sponsor the fabrication and placement of the individual benches. This project has the endorsement of the El Paseo Gallery Association as well as the El Paseo Business Association. The Commission would like to rename the program to include the word “art”, as opposed to naming it “Sitting Pretty”. It was moved by Commissioner Brody and seconded by Commissioner Hough to approve a call for approvals for an artistic bench program on El Paseo. Motion carried unanimously. CONSIDERATION OF CREATING A MURAL AND PORTABLE COLLECTION OF ARTWORKS IN THE PALM DESERT LIBRARY COMMUNITY ROOM Commissioner Brody stated that she would love to see a mural in the Library Community Room that was not of the desert theme. She would prefer something colorful and active. Commissioner Brody mentioned the field trip that the Commissioners took to 29 Palms several years ago and thinks it might be good to review its mural program. Commissioner Hough stated that if artwork was purchased one piece at a time it would become collecting by accumulation, and there would not be a relationship between the works of art. There was concern that if paintings were installed they could be easily removed due to unsupervised public access to the Community Room. Mr. Twedt stated he would suggest framed posters. It was moved by Commissioner Brody and seconded by Commissioner Greenberg to commission a mural, only with consultation from the Art In Public Places Commission but not to purchase individual pieces. Motion carried unanimously. H. CONSIDERATION OF PROPOSALS FOR THE JUNE 2004 EXHIBITION IN THE NORTH WING GALLERY Ms. Schwartz stated that she received proposals from the Coachella Valley Watercolor Society and Betty Evans Anderson for the June 2004 show in the North Wing Gallery. Examples of their work were circulated for the Commission’s review. It was moved by Commissioner Grochau and seconded by Commissioner Hough to accept the Coachella Valley Watercolor Society’s proposal for the June 2004 exhibition in the North Wing Gallery. Motion carried unanimously. I. CONSIDERATION OF A THEME FOR THE 2004 STUDENT ART AND ESSAY CONTEST – REPORT BY DEBBIE THOMPSON It was moved by Commissioner Koroczynsky and seconded by Commissioner Brody that the theme for the 2004 Student Art and Essay Contest be “Flora and Fauna of the Desert”. Motion carried unanimously. Minutes September 17, 2003 6 J. REVIEW OF ARTISTS IN THE CITY OF PALM DESERT’S ARTIST SLIDE REGISTRY The following artists were reviewed to be retained or eliminated from the Artist Slide Registry. Randy McCabe, Howard and Kathleen Meehan, Juan Navarete, John Newman, John Okulick, Albert Paley, Bret Price, Ellie Riely, Sy Rosenwasser, Ginny Ruffner, James Russell, Jerry Sanders, Margo Sawyer, Jon Seeman, Arthur Silverman, Kenneth Speiser, Hans Van de Bovenkamp, William Warehan, Bruce White, and Clark Wiegman. It was moved by Commissioner Brody and seconded by Commissioner Greenberg to retain artists Randy McCabe, Howard and Kathleen Meehan, Juan Navarete, John Okulick, Albert Paley, Ginny Ruffner, Jerry Sanders, Jon Seeman, Arthur Silverman, Kenneth Speiser, Hans Van de Bovenkamp, William Warehan, Bruce White, and Clark Wiegman in the Artist Slide Registry. Motion carried with a 06-00-01 vote with Commissioner Koroczynsky abstaining. K. REVIEW OF ARTISTS IN THE CITY OF PALM DESERT’S SLIDE REGISTRY The following artists were reviewed to be accepted or rejected from the Artist Slide Registry. David Black, Kathleen Kasper-Noonan, Elizabeth Devereaux, Jody Pinto, David Griggs, Wayne Trapp, and Lawrence Argent. It was moved by Commissioner Brody and seconded by Commissioner Greenberg to accept artists David Black, Elizabeth Devereaux, Jody Pinto, David Griggs, and Lawrence Argent into the Artist Slide Registry. Motion carried unanimously. VIII. CONTINUED BUSINESS NONE IX. OLD BUSINESS A. CONSIDERATION TO ACCEPT DESIGN PROPOSALS FOR THE SECOND PIECE OF ARTWORK FOR THE FRED WARING CORRIDOR PROJECT Minutes September 17, 2003 7 Mr. Watling presented his concept for the second piece of artwork for the Fred Waring Corridor project. Mr. Twedt presented Donna Billick and Arthur Gonzales, Woods Davy, Marlo Bartels, Wendy Kemplerer, Steve Rieman, and Bruce Niemi’s proposals for the second piece of artwork for the Fred Waring Corridor. It was moved by Commissioner Hough and seconded by Commissioner Grochau to recommend design proposals from Woods Davy, Marlo Bartels, and Donna Billick. Motion carried unanimously. B. CONSIDERATION TO ACCEPT DESIGN PROPOSALS FOR THE FRED WARING DRIVE AND WASHINGTON STREET ENTRANCE DESIGN Mr. Twedt reported that Mr. Root’s design arrived on July 16 during the AIPP meeting. Mr. Root proposed two different designs to which the Commission reviewed. It was moved by Commissioner Greenberg and seconded by Commissioner Hough to accept Allen Root’s design (proposal #1) as first choice, Michael Watling’s design as second choice, and Steve Rieman’s design as third choice for the street entrance design on Fred Waring Drive and Washington Street. Motion carried unanimously. C. CONSIDERATION OF COMMISSIONING ORR STUDIOS TO CREATE SCULPTURE/FOUNTAIN LANDMARK SIGNS ON EL PASEO AND HIGHWAY 111 AND PORTOLA It was moved by Commissioner Grochau and seconded by Commissioner Hough to continue the Consideration of Commissioning Orr Studios to Create Sculpture/fountain Landmark Signs on El Paseo and Highway 111 and Portola to the meeting of October 15, 2003. Motion carried unanimously. X. PROJECT STATUS REPORTS 1. North Wing Gallery BJ Mitchell’s show was installed September 16 and the reception will be held on Tuesday, September 23 from 5:30 to 7:00 p.m. Minutes September 17, 2003 8 2. Website Ms. Schwartz reported that she is updating the North Wing Gallery page with information about BJ Mitchell’s exhibition. XI. REPORTS AND REMARKS A. STAFF Mr. Twedt stated that he has received calls from artists who are pleased with the Artist Registry. He is taking out national ads in ArtNews, Art In America, and Sculpture Magazine to announce the Palm Desert Artist Registry and highlight the well known artists included in it. The Annual Guide to Art in America featured the City’s Peter Voulkos Exhibition as one of the top twenty public art projects in the country! Palm Desert’s public art program and collection was featured on the cover and in an article in the Desert Entertainer. Mr. Twedt reported that CODA Gallery was rated one of the best galleries in the country. B. COMMISSION MEMBERS Commissioner Hough announced that “Mountain and Coast Autumn into Winter Japan 1987” by Andy Goldsworthy, Pump House: an installation by Michael C. McMillen, and “Breathing Glass” by Sandy Skoglund will open at the Palm Springs Desert Museum on October 3. • COMMISSION REPORTS Commissioner Koroczynsky mentioned that the Hanson House dedication will be in November – Date not yet determined. Commissioner Greenberg announced that she would have several of her paintings on display in the café at Borders beginning October 11, which will be there for a few weeks. Mr. Twedt stated that he will help hang the 9/11 Tapestry in the Library. Minutes September 17, 2003 9 • LIAISON REPORTS 1. PLANNING COMMISSION – Sonia Campbell No report. XII.
