ORAL COMMUNICATIONS NONE Art In Public Places Commission Minutes October 24, 2001 2 IV. CONSENT CALENDAR Minutes of the meeting held on September 19, 2001. Upon Motion by Commissioner Grochau and seconded by Commissioner Dickinson, the Minutes of September 19, 2001, were approved by unanimous vote. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION 1. Amphitheater documentary project – Requested staff look at a program that would document important Palm Desert milestones and return to the Council with same; rejected the proposal from Fun+Mental (September 27, 2001). 2. The contract for Sitewire Marketspace Solutions for the Website was approved (September 27, 2001). 3. The renaming of the Peace Memorial was denied; it will remain as the Peace Memorial (September 27, 2001). 4. The request for approval of design concept for the stained glass windows for Ruth’s Chris Steak House was approved (October 11, 2001). 5. The request for approval of design concept to commission Artist Jon Krawczyk to design and entryway artwork for the Desert Aurora Surgical building was approved (October 11, 2001). 6. The request for approval of design concept for artwork by Artist Russell Jacques for the Morningstar Plaza building was approved (October 11, 2001). VI. CONSENT ITEMS HELD OVER NONE VII. NEW BUSINESS Art In Public Places Commission Minutes October 24, 2001 3 A. APPOINTMENT OF TWO COMMISSIONERS TO SERVE AS NOMINATING COMMITTEE FOR THE 2002 OFFICERS OF THE AIPP COMMISSION Chairman Brody asked Commissioner Greenberg and appointed Commissioner Broder to serve on the Nominating Committee due to there being no volunteers. It was moved by Commissioner Grochau and seconded by Commissioner Bartlett to appoint Commissioners Greenberg and Broder to serve on the Nominating Committee for the 2002 Officers of the AIPP Commission. Motion carried unanimously. It was moved by Commissioner Bartlett and seconded by Commissioner Greenberg to add consideration of an artwork from Sister City Gisborne, New Zealand for placement in the Council Chamber Atrium to the agenda under New Business. Motion carried unanimously. B. CONSIDERATION OF AN ARTWORK FROM SISTER CITY GISBORNE, NEW ZEALAND FOR PLACEMENT IN THE COUNCIL CHAMBER ATRIUM It was moved by Commissioner Greenberg and seconded by Commissioner Dickinson to recommend consideration of placing artwork donated by Sister City Gisborne, New Zealand in the Council Chamber Atrium with the contingency that such artwork be reviewed by the Art In Public Places Commission. Motion carried unanimously. VIII. CONTINUED BUSINESS A. REVIEW OF COMMISSIONERS COMMENTS REGARDING THE GENERAL PLAN AS PRESENTED BY JOHN CRISTE OF TERRA NOVA AT THE MEETING OF SEPTEMBER 19, 2001 It was moved by Commissioner Roberge and seconded by Commissioner Dickinson that all Commissioners reread the General Plan and make written comments or suggestions and be prepared with those comments at the meeting of November 21, 2001. Motion carried unanimously. It was suggested that the Commissioners would send written comments to Debbie Thompson by November 14, so all Art In Public Places Commission Minutes October 24, 2001 4 comments may be included in the agenda packet for the meeting of November 21, 2001. B. REVIEW ART IN PUBLIC PLACES GOALS FOR THE MASTER PLAN GOALS AS PRESENTED BY COMMISSIONERS (Continued from the meetings of July 18, and September 19, 2001) The following is the itemized general list of goals for the General Plan that were chosen and reviewed by the Commissioners. • Gateways to El Paseo – East and west ends • Entrance to Highway III from Rancho Mirage • Entrance to Highway III from Indian Wells • Monterey Exit – I-10 • Highway 74 entrance (heading north) • New Visitor Information Center site • New Cal State University Campus • College of the Desert • Palms to Pines Redevelopment area • Westfield Shoppingtown Center along Highway III • NE corner of Monterey and Fred Waring • Medians along Highway III • San Pablo between El Paseo and Highway III • Monterey between El Paseo and Highway III • Desert Willow • El Paseo rotating exhibition to become permanent • Westfield Parking Facility • Park at Haystack and Portola • BLM Visitor Center on Highway 74 • San Pablo median strip between Highway III and Fred Waring • Civic Center Entry (Northeast corner) • Corridors that are established – east and west • San Pablo site behind new Starbucks • Corner of Portola and El Paseo – PFF Bank The following were the top priority sites that were chosen from the master list. • El Paseo Gateways – east and west ends (including new Visitor Information Center west end) • Highway III Corridor entrances from Rancho Mirage and Indian Wells Art In Public Places Commission Minutes October 24, 2001 5 • Monterey Corridor – Four entrances into the City • Highway 74 entrance (from mountains) • Monterey/Fred Waring – NE Corner • Fred Waring and San Pablo – NE corner It was moved by Commissioner Roberge and seconded by Commissioner Bartlett to accept the above listed sites for sculpture as first priority for future artwork sites. Motion carried unanimously. IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS 1. Peace Memorial The Peace Memorial renovation has been completed. Peace Memorial rededication will be held on Saturday, November 10, 2001 at 4:00 p.m. 2. Monterey Median On the October 25, 2001 City Council agenda for approval to go to bid. 3. Westfield Shoppingtown Palm Desert Architectural Review Commission for final evaluation. 4. El Paseo Exhibition Removal of current artwork will begin next week. Installation of Peter Voulkos’s artwork is scheduled for December 13 and 14. Opening will be Thursday, January 17, 2002. 5. Website The website was approved by Council. Should be accessible in January. 6. Atrium The revised design will be presented to the Commission. Art In Public Places Commission Minutes October 24, 2001 6 7. Legends Field Porcelain enamel panels of the women baseball players were returned due to damage. XI. REPORTS AND REMARKS A. STAFF Ms. Walker reported that she went to a conference in Seattle in which tours of its public art were given. B. COMMISSION MEMBERS Chairman Brody extended invitations for the Commissioners to visit the art galleries on El Paseo the first Thursday of every month and the art galleries on Corporate Way the first Friday of every month. Commissioner Roberge invited Commissioners to the Day of the Dead on November 2, 2001 from 5:00 – 9:00 p.m. • COMMISSION REQUEST FOR ACTION None • COMMISSION REPORTS • LIAISON REPORTS 1. CIVIC ARTS COMMITTEE – Sloane Halloran-Lewis * Consideration of Jazz festival in Palm Desert. * Theme for the 2002 Student Art & Essay contest will be chosen in December. * Holiday in the Park will be held Saturday, December 2 from 3:00 – 5:00 p.m. 2.
