ORAL COMMUNICATIONS NONE Art In Public Places Commission Minutes November 21, 2001 2 IV. CONSENT CALENDAR Minutes of the meeting held on October 24, 2001. Upon Motion by Commissioner Dickinson and seconded by Commissioner Greenberg, the Minutes of October 24, 2001, were approved by a 5-0-2 vote with Members Hough and Broder abstaining. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION 1. Request for award of contract for artwork for the Monterey Avenue Median Enhancement project was continued to the meeting of December 13, 2001, with staff directed to see what alternatives existed for moving this project to another location. 2. Council approved the relocation of Charger with additional direction that staff try to find a mutually agreeable permanent site so that relocation only needs to occur once. 3. Council approved Resolution No. 01-115. RESOLUTION NO. 01-115 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM DESERT, CALIFORNIA, AMENDING RESOLUTION NOS. 85-121 (CIVIC ARTS COMMITTEE); 330 (CITIZENS ADVISORY COMMITTEE FOR PROJECT AREA NO. 4); 97-77 (PROMOTION COMMITTEE); 99-112 (SISTER CITIES SUBCOMMITTEE); 01-2 (LIBRARY PROMOTION COMMITTEE); ORDINANCE NOS. 861 (HOUSING COMMISSION); 875 (PUBLIC SAFETY COMMISSION); 900 (ART IN PUBLIC PLACES COMMISSION); 935 (TECHNOLOGY COMMITTEE); AND BY-LAWS OF THE PARKS & RECREATION COMMISSION, ALL RELATIVE TO MEETING SCHEDULES. VI. CONSENT ITEMS HELD OVER NONE Art In Public Places Commission Minutes November 21, 2001 3 VII. NEW BUSINESS A. PRESENTATION OF DESIGN AND LANDSCAPE PLANS FOR FRED WARING DRIVE BRIDGE OVER PALM VALLEY CHANNEL Armando Rodriguez presented several options for the design and landscape for the Fred Waring Drive bridge over the Palm Valley Channel. It was the consensus of the Commission to concur with the Landscape Committee and propose the “S” shape design for the railing of the fence complimenting the stamped concrete mountain design of the k-rail. B. RECOMMEND A PLAN OF ACTION TO ACCOMPLISH THE GOALS CHOSEN BY THE COMMISSION AT THE MEETING OF OCTOBER 24, 2001 It was decided that the plan of action would be to prioritize the seven sites, determine a timeframe for the projects and request Council approval of this Master Plan. Following is the prioritized list of sites for the Master Plan with a timeframe for completion of five years. • Northwest corner of Fred Waring and Washington • West end of El Paseo and Highway 74 • Northeast corner of Fred Waring and San Pablo (Civic Center entry) • Northeast corner of Monterey and Fred Waring (COD/McCallum) • Monterey and I-10 • Cook and I-10 • Washington and I-10 It was moved by Commissioner Hough and seconded by Commissioner Broder that the Commission request Council approval of these seven sites in the general priority listed, contingent upon land use issues, and that the art projects be identified as the AIPP five year Master Plan to be completed as appropriate. Motion carried unanimously. Art In Public Places Commission Minutes November 21, 2001 4 VIII. CONTINUED BUSINESS A. REVIEW OF COMMISSIONERS COMMENTS REGARDING THE GENERAL PLAN AS PRESENTED BY JOHN CRISTE OF TERRA NOVA AT THE MEETING OF SEPTEMBER 19, 2001 (continued from the meetings of September 19, 2001 and October 24, 2001) It was moved by Commissioner Greenberg and seconded by Commissioner Hough to forward the Commissioners comments regarding the General Plan to John Criste of Terra Nova. Motion carried unanimously. B. REVIEW OF EL PASEO EXHIBITION GUIDELINES, ESTABLISH GOALS, AND DEVELOP A FIVE YEAR PLAN (Continued from the meetings of July 18, and September 19, 2001) It was moved by Commissioner Hough and seconded by Commissioner Dickinson to continue the review of this item to the meeting of January 16, 2002. Motion carried unanimously. IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS 1. Monterey Median Ms. Miller reported that staff is researching alternate sites since the Monterey intersection may need to be redesigned to accommodate future traffic. Following discussion, it was the consensus of the Commission that future changes to any intersection should be carefully evaluated before installing a major piece of artwork. Removing public artwork reflects poor planning. Art In Public Places Commission Minutes November 21, 2001 5 2. Westfield Shoppingtown Palm Desert Ms. Miller reported that Council discussed the bas relief murals that are currently located in the mall and inquired what Westfield’s plans were in regard to these decorations. In an informal discussion it was suggested that these reliefs were an architectural element of decoration and it might be appropriate if the elements were to be retained perhaps they could be relocated to the parking structure. 3. El Paseo Exhibition Ms. Walker reported that the remaining three pieces of artwork will be removed by the first week of December. 4. Website Text is being written for the Website. 5. Atrium No report. 6. Legends Field No report. XI. REPORTS AND REMARKS A. STAFF Ms. Miller encouraged the Commissioners to visit the mid Century Abstraction exhibition at the Palm Springs Desert Museum. Ms. Miller reported that Reuel Young will present the next phase of the amphitheater to the Civic Arts Committee, AIPP Commission, Architectural Review Commission, and Promotion Committee. COMMISSION MEMBERS Chairman Brody complimented Cathy Walker for a great job organizing the Peace Memorial ceremony. • COMMISSION REQUEST FOR ACTION None • COMMISSION REPORTS Member Hough reported that the Contemporary Art Council of the Museum had visited the public art and new Gucci Sculpture Garden at South Coast Plaza and recommended this as a possible field trip for AIPP. Member Hough stated that she is on the Architect Selection Committee for the City of Ventura and interviewed eight architects for a new museum being built in Ventura. A major piece of art is being commissioned for the Museum. It was most interesting to note that the artist was selected first. The architect is required to work with the artist to incorporate an integral plan for art. Commissioner Greenberg reported that the Watercolor Society Art Show will be held in the Community Center on November 24. • LIAISON REPORTS 1. CIVIC ARTS COMMITTEE – Sloane Halloran-Lewis * Amateurs of professional art can showcase their work using recycled material at the Waste to Wonders show in April. 2.
