Members Present: Chairman Janet Brody, Tim Bartlett, Ilene Broder, Joe Dickinson, Suzanne Greenberg, Kevin Grochau, and Katherine Hough Staff Present: Community Arts Manager Carolyn Miller, Catherine Walker, and Recording Secretary Debbie Thompson Members Absent: Christine Pena and Denise Roberge Others Present: Councilmember Jean Benson, Carol Adney, Paul Magloff, Sloane Halloran -Lewis, and Sonia Campbell Upon Motion by Commissioner Grochau, and second by Commissioner Greenberg, the Minutes of April 18, 2001, were approved by unanimous vote. ORAL COMMUNICATION None DISCUSSION ITEMS NEW BUSINESS A. ORAL REVIEW OF CITY COUNCIL ACTION Council approved completion of the Mother/Child sculpture. A. REVIEW OF ARTWORK FOR DESERT AURORA MEDICAL BUILDING LOCATED AT 73-950 ALESSANDRO DRIVE — PRESENTATION BY CAROLYN MILLER Ms. Miller reported that she has been working with the developers of a medical building located near the corner of Portola and Alessandro. They would like to install a sculpture that would attach to the wall of the interior courtyard. Minutes Art On Public Places Commission May 16, 2001 It was moved by Commissioner Greenberg and seconded by Commissioner Hough to continue the Review of Artwork for Desert Aurora Medical Building located at 73-950 Alessandro Drive to the meeting of June 20, 2001. Motion carried unanimously. B. REVIEW OF ARTWORK FOR NORWALK FURNITURE BUILDING LOCATED AT 73-495 HIGHWAY III — PRESENTATION BY TIM BARTLETT Commissioner Bartlett presented artwork by artist Ellen Tykeson for the Norwalk Furniture building located at 73-495 Highway III (at San Pablo). The owner proposed building a pad for a sculpture on that corner with the intention of selling the sculpture. Commissioner Hough stated that she would not be in favor of having art on that corner that would have the potential of being sold and replaced with other artwork. Commissioner Hough elaborated that the quality of that particular artist does not comply with the City's criteria. After much discussion, the Commission concurred that because the corner's a prime location, a pad should be installed for City -owned art. It was suggested that Commissioner Bartlett discuss the Commission's recommendation with the owner. Commissioner Bartlett clarified that the direction of the Commission was to have the owner consider applying his art fees to build a pad on that corner, with the Commission selecting the artwork. It was moved by Commissioner Grochau and seconded by Commissioner Hough to deny the project as presented and inform the owner/developer that the Commission has an interest in placing a pad at that location, allowing the owner/developer to spend his art fees on a pad and that the City would have control of selecting the appropriate artwork for that pad. 5/16/01 2 Minutes Art In Public Places Commission May 16, 2001 It was suggested by Councilmember Benson that the City purchase that piece of property and reserve it for art in the future. The owner may use his art fees to build a pad and the City would select the art. After much discussion, it was moved by Commissioner Dickinson and seconded by Commissioner Hough that the review of artwork be continued with the direction that Commissioner Bartlett discuss with the owner that he supply the pad and that the City would have the option of purchasing the land with total control of the art that would be placed there. Councilmember Benson directed Commissioner Bartlett to first ask the owner if he would be willing to sell that corner to the City. If he does not want to sell that corner he could build a pad, or he could apply his fees to the AIPP fund. Motion carried with a 7-0-1 vote with Commissioner Bartlett abstaining with Commissioners Roberge and Pena absent. C. REQUEST FOR PLACEMENT OF ARTWORK BY ERWIN BINDER — PRESENTATION BY CAROLYN MILLER Ms. Miller reported that the owner of Gallery Blu has asked the City to consider a loan of artwork by Artist Erwin Binder for approximately six months. Ms. Miller circulated a photograph and specifications of the artwork to be considered. She stated that there is an empty sculpture pad in Civic Center Park, near Desert Dessert, where the artwork could be placed. The gallery would pay the installation/deinstallation costs and install a plaque with appropriate information. It was moved by Commissioner Hough and seconded by Commissioner Dickinson to accept the loan for a period of time agreed upon between the City and the vendor with the expenses being paid for by the vendor and that this decision is based on the quality of the sculpture offered for loan, not the concept. REPORT ON CAL STATE UNIVERSITY DESERT CAMPUS ART PROGRAM — PRESENTATION BY CAROL ADNEY Ms. Adney presented the Cal State University Desert Campus art program. A partnership with the Palm Springs Desert Museum has been negotiated that provides for the loan of artwork from the Museum's permanent collection to be exhibited on the University Campus. In addition, a separate gift unrelated to the Museum's on -loan program, a bronze house, has been donated for placement in the plaza area of the campus. E. PRESENTATION ON "ART OF SURVIVING CANCER" BY PAUL MAGLOFF Mr. Magloff reported that this year's Relay for Life would be held at the Palm Desert Civic Center Park in November. He added that he is responsible for starting a program called the "Art of Surviving Cancer". Due to the success of the program at the Library, the American Cancer Society asked that he continue the program, which includes an art exhibition at the Relay. The first meeting to plan the exhibition will be held Wednesday, June 20, at 1:00 p.m. at the American Cancer Foundation. Mr. Magloff invited interested members to join the project. CONTINUED BUSINESS None OLD BUSINESS None PROJECT STATUS REPORTS 1. Mother/Child Project Chairman Brody reported that the Mother/Child sculpture dedication held on May 3, was very successful. Ms. Miller added that approximately 280 people attended the dedication. Staff was complimented. 5/16/01 4 e Minutes Art On Public PDaces Commission Play 16, 2001 2. Peace Memorial Ms. Walker stated that the renovation of the Peace Memorial is on schedule. The bid that was received on May 10, for the landscaping was rejected as incomplete. Council must approve authorization to re -advertise and Call for Bids. Ms. Miller stated that Council is considering changing the name "Peace Memorial" to "Freedom Memorial". A meeting will be scheduled in June with veterans and other interested individuals to discuss the name change. 3. Washington School Fence Ms. Walker stated that the northeast corner of the fence is not at the proper height to allow the school to perform a complete Iockdown. Ms. Miller and Ms. Walker have been meeting with the principal on a regular basis to discuss possible solutions. There are several options to be considered. 4. Desert Dessert Desert Dessert is ready for renovation. 5. Desert Sports Center No report. 6. Monterey Median Ms. Miller reported that the revised landscape design concept for the flanks would be reviewed at the next Landscape Committee meeting. Will Nettleship is ready to begin the sculpture in September pending Council approval. 7. El Paseo Exhibition Ms. Miller stated that she would present art for review for the El Paseo Exhibition 2002 at the meeting of June 20, 2001 9. Website Ms. Walker reported that Sitewire would present website design concepts at the meeting of June 20, 2001. 10. Fred Waring Corridor Ms. Miller reported that the Landscape Committee reviewed the designs presented to the Art In Public Places Commission and requested staff continue to research design options. 11. Amphitheater Ms. Miller stated that Council approved the preliminary design concept of the Amphitheater and authorized proceeding to the next phase. A computer image of the design will illustrate the structure in life-size format. 12. Atrium Ms. Miller reported that research is in progress regarding the terrazzo floor for the atrium. Artists that did the Sacramento and Ontario airports are being interviewed. 13. Legends Field Ms. Walker reported that the ceremony, which will include seven women from the All -American Girls Professional Baseball League, would be held, Saturday, June 2, 2001, at 9:00 a.m. 5/16/01 6 @It ICI n utes Art hi pubOoc places Cis. mmlission May 16, 2001 COMMITTEE REPORTS AND REMARKS 1. ARCHITECTURAL REVIEW COMMISSION — Joe Dickinson No report. STAFF REPORTS AND REMARKS 2. CIVIC ARTS COMMITTEE — Sloane Halloran -Lewis * The Ordinance and Mission Statement were reviewed at the Committee's retreat. Several new ideas for potential programs with a more cultural direction were considered. * This year's Student Art & Essay Contest was successful. Staff was thanked. * The Navy Band Southwest will open this year's summer concert series on May 31, at 7:30 p.m. 3. PLANNING COMMISSION — Sonia Campbell * The Homme/Adams 27 acre park located on Highway 74 and Thrush Road, which will include picnic areas, multi -use trails, small parking lot, and a restroom, was approved. Chairman Brody read a letter from A Gallery regarding the resurrection of the Thursday night artwalks. They plan to begin the artwalks on Thursday, October 4, 2001 and continue through the season. Commissioner Hough reported that she attended the American Association Museum Conference in St. Louis.
