CALL TO ORDER Chairperson Darby convened the meeting at 9:03 a.m. II. ORAL COMMUNICATIONS City Clerk, Rachelle Klassen, swore in Commissioners Liz Hauer and Susan Myrland. IV. CONSENT CALENDAR Approve the Minutes of the regular meeting held on February 13, 2019. Commissioner Campbell moved to approve the Minutes of February 13, 2019. Motion was seconded by Commissioner Adney Art in Public Places Minutes March 13, 2019 2 and carried 5-0-2 with Adney, Boren, Campbell, Darby, and Miller voting AYE, with Commissioners Hauer and Myrland ABSTAINING. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION – Mayor Susan Marie Weber Mayor Weber welcomed new Commissioners Liz Hauer and Susan Myrland to the Art in Public Places Commission. Mayor Weber thanked Ms. Thompson for making the 2019 Student Art and Essay Contest Award Ceremony successful. The program ran smoothly and it is always fun to see the winners dressed up to receive their awards. B. PLANNING COMMISSION REPORT – Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT – John Vuksic Mr. Vuksic reported that the ARC approved an exterior façade improvement for Bottega Veneta at the Gardens on El Paseo; a new, four story hotel (Staybridge Hotel) on Technology Drive; and final construction drawings for a senior housing facility on Country Club Drive and Portola Avenue. Upon request by Chairperson Darby, Mr. Stendell will provide a copy of the 25-year plan to her. Upon request by Commissioner Boren, Mr. Stendell will provide a list of the City’s 55 and older facilities to the Commission members. VI. CONSENT ITEMS HELD OVER NONE Art in Public Places Minutes March 13, 2019 3 VII. NEW BUSINESS A. CONSIDERATION OF PROPOSALS FOR EXHIBITION IN THE PALM DESERT COMMUNITY GALLERY FOR THE 2019/2020 SEASON Ms. Lawrence reported that staff received fourteen proposals for the Palm Desert Community Gallery 2019/2020 season. The following artists submitted proposals. Myrn Ellen Barrett Kengel, Robert Bergazyn, Steven Jay Davis, Susan Frazier, Marilyn Froggatt, Ryan Laing Holland, Hiroko Mommi, K. Lewis Robert, Erika Sabala, Ulrike, Esul Walker, Darleen Wilkerson, Matt Wise, and Laurie Wolfenden. After much discussion, the Commissioners concurred on the following artists to show in the gallery for the 2019/2020 season. Robert Bergazyn as a solo show, Ryan Laing Holland as a solo show, Hiroko Momii as a solo show, and Darleen Wilkerson as a solo show. There was discussion of having Ryan Laing Holland present a live demonstration of his painting method during the opening reception of his show. He creates paintings during Coachella Fest. Staff will schedule his exhibition time during Coachella Fest. Commissioner Adney moved to approve artists Robert Bergazyn as a solo show, Ryan Laing Holland as a solo show, Hiroko Momii as a solo show, and Darleen Wilkerson as a solo show to exhibit in the Palm Desert Community Gallery for the 2019/2020 season. Motion was seconded by Commissioner Boren and carried 7-0-0 with Adney, Boren, Campbell, Darby, Hauer, Miller, and Myrland voting AYE. VIII. CONTINUED BUSINESS A. MINUTES OF THE REGULAR MEETING OF DECEMBER 12, 2018. (Continued from the meeting of February 13, 2019.) Commissioner Campbell moved to approve the Minutes of the regular meeting of December 12, 2018. Motion was seconded by Commissioner Boren and carried 5-0-2 with Adney, Boren, Campbell, Darby, Miller voting AYE, with Commissioners Hauer and Myrland ABSTAINING. Art in Public Places Minutes March 13, 2019 4 IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Lawrence presented a few of the photos from the 2019 Student Art and Essay Contest Award Ceremony. Chairperson Darby noted that one of the winners (Nicole Phan) had written an essay of her experience at the McCallum Theatre, and she read Ms. Phan’s essay at a meeting she attended at the McCallum. The McCallum staff was impressed with the essay and invited Ms. Phan to the McCallum Theatre’s 50th anniversary luncheon. Ms. Lawrence stated that Hunter Johnson’s photography show will open on March 29 with the opening reception on Monday, April 1, at 5:30 p.m. B. Docent Tours Ms. Lawrence reported that there were five people on the First Weekend Saturday tour at the Civic Center Park. The Wildflower Festival was held at the Park that day as well. The First Weekend Saturday tour on April 6, is at the Library. Ms. Lawrence is working with the Courtesy Cart operator to have one of the docents train the drivers on the art and artists that are in the 2019/2020 El Paseo Sculpture Exhibition. C. Documentary Film Series Ms. Lawrence reported that the Eames: The Architect and the Painter film on February 21, was well attended. The March 21 film is As Is by Nick Cave and the final film of the series is Herb and Dorothy 50 X 50 on April 25. Art in Public Places Minutes March 13, 2019 5 D. First Weekend Ms. Lawrence reported that the Wildflower event that was held at Civic Center Park went well. There was a lot of positive feedback about having the event at the park. E. 2019/2020 El Paseo Sculpture Exhibition Ms. Lawrence reported that Shana Mabari will be installing her sculpture on Pad #18 in April. XI. REPORTS AND REMARKS A. STAFF Ms. Lawrence stated that Love Across the USA workshops were held at CREATE Center for the Arts on February 23 and 24 in order for community members to obtain information on how to participate in the crochet mural project. Olek will be in Palm Desert the first week in April to install the mural that will be placed in front of City Hall. Ms. Lawrence announced that arrangements have been made for the Commissioners to take a field trip to the Desert X sites on Friday, April 5. The bus will be at City Hall at 9:00 a.m. and will stop at the Desert X locations on the way to Palm Springs, visit the sites in Palm Springs, and return to Palm Desert; lunch will be provided by the City. Ms. Lawrence reminded the Commissioners that the Form 700 is due to the City Clerk’s office by April 1. Ms. Lawrence announced that Katherine Hough was honored by the City Council for her 23 years of service with the Art in Public Places Commission. Ms. Lawrence read a note from Katherine Hough thanking the City for allowing her to serve on the Commission and that she enjoyed working with the Commission members and staff. B. COMMISSION REPORTS Commissioner Boren reported that she held a training with the Courtesy Cart drivers of the sculptures at the Sculpture Garden at the Palm Springs Art Museum in Palm Desert. Art in Public Places Minutes March 13, 2019 6 Commissioner Boren stated that the Coachella Valley History Museum is holding its Living History Festival on March 16, from 10 a.m. – 1:30 p.m. XII.
