CALL TO ORDER Chairperson Darby convened the meeting at 9:00 a.m. 11. ORAL COMMUNICATIONS None IV. CONSENT CALENDAR Approve the Minutes of the regular meeting held on April 10, 2019. Commissioner Adney noted that on Page 2 under Discussion Items, Planning Commission Report that the sentence, "The discussion from the City Council members was that it was not ready for allowing businesses along EI Paseo." should read, "The Art in Public Places �.��nutes Mav 8, 2019 discussion from the City Council members was that it was not ready for allowing professional type businesses along EI Paseo." Commissioner Adney moved to approve the Minutes of April 10, 2019 as corrected. Motion was seconded by Commissioner Myrland and carried 6-1-0 with Adney, Campbell, Darby, Hauer, Miller, and Myrland voting AYE with Boren ABSENT. V. DISCUSSION ITEMS A. ORAL REVIEW OF CITY COUNCIL ACTION — Mayor Susan Marie Weber Mayor Weber reported that the City Council approved the second extension of the City's public art maintenance contract with Same Day Express. Mayor Weber mentioned that the top portion of the sculpture at Venus de Fido was stolen. She thanked the Commission for its diligence and hard work regarding the changes that were made to the Art in Public Places Guidelines to ensure they were being adhered to with this project. Ms. Lawrence reported that the top portion of the sculpture was returned and has been bolted onto the main section of the sculpture. Had the stolen section of the sculpture not been returned, the owner/developer would have had to replace the sculpture as per the Guidelines. B. PLANNING COMMISSION REPORT — Lindsay Holt No report. C. ARCHITECTURAL REVIEW COMMISSION (ARC) REPORT — John Vuksic Mr. Stendell reported that signage and wall height exceptions came before the ARC. VI. CONSENT ITEMS HELD OVER NONE Vll. RECOMMEND TO CITY COUNCIL APPROVAL OF MUSIC IN THE AIR BY MARIO PIKUS AS THE PUBLIC ART COMPONENT FOR PALM DESERT GARAGE TOWN AND TERMINATE CONTRACT WITH MARIO PIKUS FOR MUSIC IN THE AIR AND ENTER INTO A CONTACT WITH JIMMY DESCANT FOR THE STRENGTH OF THE SKYAS PART OF THE 2019/2020 EL PASEO SCULPTURE EXHIBITION (Continued from the meeting of April 10, 2019) Ms. Lawrence reminded the Commission that at last month's meeting, the Commission directed staff to review the two alternate sculptures that were proposed by Mario Pikus, specifically Color and Form, to see if either one would be suitable to replace Music in the Air for the EI Paseo Sculpture Exhibition. The Commission also directed staff to contact the alternate artist, Jimmy Descant, who was approved by the City Council at the time the 18 sculptures for the 2019/2020 EI Paseo Sculpture Exhibition were approved. Ms. Lawrence presented a current image of Co/or and Form by Mario Pikus and noted that the sculpture is not in good condition. She also presented a current image of Harley Mishegas which also was not suitable for the EI Paseo Sculpture Exhibition. She contacted Jimmy Descant who lives in Tucson, Arizona regarding the alternate (Chief Eye-Heart-Gut, Archer of the West) that was approved by the City Council in April 2018. Because Chief Eye-Heart- Gut, Archer of the West was no longer available, Ms. Lawrence presented The Strength of the Sky by Jimmy Descant to the Commission to replace Mario Pikus's sculpture Music in the Air. Ms. Lawrence reported that Mario Pikus received an honorarium in the amount of $4,500 when Music in the Air was installed. Because the sculpture will have only been in the Exhibition for seven months, the City suggested that the artist reimburse a portion of the honorarium back to the City. The artist's representative agreed to return a portion of the honorarium to the City. It was the concurrence of the Commission to approve The Strength of the Sky by Jimmy Descant to replace Music in the Air by Mario Pikus. 3 Art in Public Places ti����utes Mav 8, 2019 Commissioner Campbell moved fo approve recommendation to the City Council 1) approval of Music in the Air by Mario Pikus as the public art component for Palm Desert Garage Town; 2) termination of contract with Mario Pikus for display of Music in the Air as part of the 2019/2020 EI Paseo Sculpture Exhibition; and 3) enter into a contract with Jimmy Descant for display of The Strength of the Sky as parf of the 2019/2020 E/ Paseo Sculpture Exhibition. Motion was seconded by Commissioner Adney and carried 6-1-0 with Adney, Campbell, Darby, Hauer, Miller and Myrland voting AYE, with Commissioner Boren ABSENT. Ms. Lawrence stated that this item will go before the City Council at its May 23, 2019 meeting. Once approved, the process of deinstalling Music in the Air and installing The Strength of the Sky should be completed by the end of June. IX. OLD BUSINESS NONE X. PROJECT STATUS REPORTS A. Palm Desert Community Gallery Ms. Lawrence reported that Hunter Johnson's exhibit will be on display through June 28. Staff is working with Hiroko Momii whose exhibit will open on July 5, with the reception on Monday, July 8. B. Docent Tours Ms. Lawrence reported that 21 people attended the docent tour of the 2019/2020 EI Paseo Sculpture Exhibition on May 7. The next First Weekend tour is Saturday, September 7. Staff will be assessing the docent program during the summer, and recruiting new docents. C. First Weekend Ms. Lawrence reported that Thursday, May 2 was the first concert of the Spring Concert Series featuring the band Berlin. There were approximately 3,000 to 4,000 people in attendance. 0 Art in Public Places t���nutes Mav 8, 2019 Ms. Lawrence reported that the City worked with the American Documentary Film Festival staff to host a two-day City sponsored outdoor film series on May 4 and 5 in the Civic Center Park (Best of the Fest). Staff will work with them prior to next year's American Documentary Film Festival which will be in line with the City's Civic Engagement Program. Staff will arrange for a presentation at the next meeting regarding the City's Civic Engagement Program. There was discussion from the Commissioners regarding the lack of publicity that Palm Desert receives regarding events and featuring the City's art. Ms. Lawrence stated that the City does outreach via social media and press releases are published. E. 2019/2020 EI Paseo Sculpture Exhibition Ms. Lawrence reported that lllumetric Rectang/e by Shana Mabari was installed on April 16 on Pad #18. Ms. Lawrence circulated the "Cheat Sheet" for the 2019/2020 EI Paseo Sculpture Exhibition to the Commission members. XI. REPORTS AND REMARKS A. STAFF Ms. Lawrence reported that the last film of the season (Herb and Dorothy 50 X 50) was well attended. Katherine Hough and Steven Biller were available for the Q&A after the film. Mr. Stendell presented the San Pablo Corridor project. The current two lanes will be reduced to one lane in each direction, there will be a roundabout at San Pablo and San Gorgonio that will include a sculpture, and planning for wider bike lanes and sidewalks. There was a groundbreaking held on May 1 and construction should start in July. Part of the public art for that project will include artistic crosswalks. B.
