RECOVERY INDIVIDUAL ASSISTANCE FACT SHEET
The California Governor's Office of Emergency Services (Cal OES) Recovery Individual
Assistance team can provide the following support to counties that have proclaimed a local
emergency due to a disaster.
Small Business Administration (SBA)
SBA Physical Disaster Declaration (For Physical Damages)
SBA low -interest disaster loans are available when at least 25 homes and/or businesses in a
county must have each suffered at least 40 percent or more of uninsured losses. Homes and
businesses include renters and home -based businesses. A rental property can be counted
as a business and as a renter. A vacation home serving as a secondary home will not be
counted; however, a vacation home used as a rental property, can be counted.
SBA Economic Injury Disaster Declaration (For Economic Losses)
SBA low -interest disaster loans are available for businesses when a minimum of five businesses
with substantial economic injury due to a disaster (determined through completed Economic
Injury Disaster Loan (EIDL) worksheets. Local government works with Cal OES IA staff to survey
businesses in the affected area for economic losses by completing an Economic Injury
Disaster Loan (EIDL) worksheet. If a request for an EIDL Declaration is warranted and if at least
five businesses have substantial economic losses due to the disaster, Cal OES Director will
request an Economic Injury Disaster Declaration from SBA.
Local Assistance Center (LAC)
Cal OES can support counties establish a Local Assistance Center (LAC) which serves as a
location for the community to receive critical government services for those who have been
impacted by a disaster. Both county and state agencies can support by replacing lost or
destroyed vital documents (ID, financial information, etc.) and get connected with support
community services such as non-profit, faith -based, and voluntary organizations.
Voluntary Agencies Active in Disaster
The role of voluntary organizations is prominent in both the early stages of disaster response
and in the later stages of disaster recovery. Voluntary organizations are among the very first
emergency response organizations that arrive on a disaster scene and provide emergency
response assistance to affected communities.
These private non-profit organizations provide a wide array of disaster response and recovery
services to help address, in particular, the unmet needs of disaster survivors after they have
received the governmental disaster assistance services for which they are eligible. Some
common services provided by voluntary organizations include providing shelter, food,
clothing, childcare, financial assistance, and financial counseling, as well as conducting or
coordinating debris removal, disaster clean-up, home repair, and reconstruction.
