Cal OES has received the City of Palm Desert’s Proclamation of Local Emergency for Tropical Storm
Hilary.
When individuals, households, or businesses are affected by an emergency or disaster, assistance
may come in a variety of ways, including government and/or nonprofit, volunteer and faith-based
organizations. The Cal OES Recovery Individual Assistance (IA) Team can provide additional

information and technical assistance for available programs. See the attached fact sheet for more

While the City of Palm Desert’s Proclamation of Local Emergency does not request state financial
assistance via the California Disaster Assistance Act (CDAA) for Tropical Storm Hilary, Cal OES is aware
the City of Palm Desert may be currently assessing the costs and damages caused by the incident
and may determine in the coming days/weeks the event is of such severity and magnitude to be
beyond its capabilities to respond and recover.
Should the City of Palm Desert determine this event is beyond its capabilities to respond to and
recover from, and request CDAA funding, Cal OES will begin a thorough validation and assessment
of the disaster information provided in the Initial Damage Estimate (IDE) submitted. Please refer to the
attached Proclamation and CDAA Fact Sheet for a list of factors considered when Cal OES
evaluates a request for CDAA funding.
In order for Cal OES to validate the City of Palm Desert’s request in a timely manner, it is imperative
an IDE be provided when the request for CDAA funding is submitted. Please ensure your completed
IDE is uploaded into CalEOC. If you do not have access to CalEOC, please work with your Cal OES
regional operations representative to upload the information:

Please note pursuant to California Government Code Section 8630(b), whenever a local emergency
is proclaimed by an official designated by ordinance, the local emergency shall not remain in effect
for a period in excess of seven days unless it has been ratified by the governing body.
