ORTEGA, CITY MANAGER FROM: LAURI AYLAIAN, PROJECT DEVELOPMENT MANAGER DATE: 29 APRIL 2003 SUBJECT: WHITE PAPER— MULTI-USE BUILDING AT ENTRADA DEL PASEO Recommendation: Design and construct a 5,000 square foot building at Entrada del Paseo to house the Chamber of Commerce and to provide additional meeting space for use by other community groups. Discussion: Throughout the planning stages for Entrada del Paseo, the question of where (and whether) to house the Chamber of Commerce at Entrada del Paseo has been a divisive issue. The final direction from the Agency Board was to locate a building to house the Chamber and other non-profit groups on site, just west of the Highway 111 entrance. To begin programming the building, Redevelopment Agency staff conducted a survey of all non-profit agencies in Palm Desert excluding churches. The survey gathered information about the agencies' office and meeting facilities, staff sizes, whether they leased or owned their facilities, and how much they are paying for them. Staff also reviewed the supply of commercial office space in the City to determine if there is a shortage of office space available. This information was used to determine if there was an obvious need for more office or meeting space to accommodate these groups, and if the Agency would be competing with private developers of speculative office buildings. This research did not find any significant unmet needs for office or meeting space among non-profit agencies. Further, the commercial office space supply currently exceeds the demand, and the amount of vacant space exceeds 180,000 square feet of pure office space, plus another 65,000 square feet of office/retail and office/industrial space. Given that the Agency Board is committed to providing usable space to non-profit agencies, staff reviewed the survey results and the community usage history of the Portola Community Center to determine areas of greatest demand. The Community Services Department reported that the Portola Community Center is most frequently used by groups of 20 to 50 residents during the evening hours. • Based on this information, staff recommends that the new multi-use building be sized to house the Chamber of Commerce and two flexible space meeting rooms, one for 25 people and one for up to 50 people. This usage equates to a building sized as follows: Chamber of Commerce 2,600 SF Small Meeting Room 650 SF Large Meeting Room 1,200 SF Meeting Room Kitchenette 100 SF Reception / Entry / Circulation 450 SF Total 5,000 SF • Costs and Funding: The cost of designing, constructing, and operating a 5,000 square foot office building at Entrada del Paseo have been estimated based on several assumptions. Chief among these is the assumption that the Chamber of Commerce staff will manage and schedule usage of the two community meeting rooms. If City staff were to perform this function instead, annual operation costs would be significantly increased since no City employees will otherwise be housed in the building or on site to secure the building after evening usage. Other assumptions are that the building will have a moderate, cost- effective design; that common area restrooms will serve the Chamber and the meeting room users; and that the Chamber will provide their own furnishings and equipment, and that they'll pay for their own utilities and janitorial services. The annual costs noted above will have to be paid from the City's general fund.
