3. NON-AGENDA PUBLIC COMMENT: This time has been set aside for the public to address
the Architectural Review Commission on issues that are not on the agenda for up to three
minutes. Because the Brown Act does not allow the Commission to act on items not listed on
the agenda, members may briefly respond or refer the matter to staff for a report and
recommendation at a future meeting.
4. CONSENT CALENDAR: All matters listed on the Consent Calendar are considered routine
and may be approved by one motion. The public may comment on any items on the Consent
Calendar within the three-minute time limit. Individual items may be removed by Commissioners
for a separate discussion.

1. CALL TO ORDER
A Regular Meeting of the Architectural Review Commission (ARC) was called to order by
Chair Vuksic on Tuesday, July 11, 2023, at 12:30 p.m. in the Council Chamber Conference
Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Commissioners James Edward Blakeley, Dean Wallace Colvard, Nicholas
Latkovic, Michael McAuliffe, Vice Chair Jim McIntosh, Francisco Sanchez, and
Chair John Vuksic.
Absent: None
City Staff
Present: Richard Cannone, Director of Development Services; Nick Melloni, Principal
Planner; Carlos Flores, Senior Planner; and Melinda Gonzalez, Recording
Secretary, were present at Roll Call.
3. NON-AGENDA PUBLIC COMMENT
Chair Vuksic opened and closed the non-agenda public comment period. No public comments
were provided.

NATURE OF PROJECT/APPROVAL SOUGHT: Consideration to approve a Design
Review for a front yard fence height and material exception for a single-family
residence located at 45639 Abronia Trail (Assessor’s Parcel Number 625-193-004).
APPLICANT AND ADDRESS: Jason Teague, Malibu, CA 90265
LOCATION: 45639 Abronia Trail
ZONE: Mixed Residential (R-2)
Senior Planner, Carlos Flores, provided an oral summary on the item, noting staff’s
recommendation is a request to continue the item to a date uncertain to allow further
time to work with the applicant. Senior Planner Flores and Principal Planner, Nick
Melloni, answered questions from the Commission.
Chair Vuksic opened and closed the public comment period. No public comments
were provided. Discussion on the item ensued.
Following discussion, MOTION BY COMMISSIONER MCAULIFFE, SECOND BY
COMMISSIONER BLAKELEY, CARRIED 7-0; to continue the design review of the
subject fence height and material exception to a date uncertain, to allow City staff
additional time to work with the Applicant.

A. ARCHITECTURAL REVIEW COMMISSIONERS
Commissioner Colvard provided an update on the Cultural Arts Committee (CAC). At the
last CAC meeting the committee walked the property footprint of the Palm Desert

Welcome Center (Discover Palm Desert Visitor Center). The committee expressed
concern regarding an illustration of a sculpture which would extend through a circular
cutout in a roof, observing it would obstruct visibility of the sculpture from the street.
Commissioner Colvard stated he suggested installing a shorter sculpture and using the
cutout as an overhead light source. The committee is in the beginning of consideration for
art proposed for the site.
Chair Vuksic welcomed ARC’s newest member, Commissioner Blakeley.
B. CITY STAFF
Principal Planner Melloni reported the next Planning Commission meeting will be held
Tuesday, July 18, 2023, noting Discover Palm Desert Visitor Center is an item on the
agenda.
Director of Development Services, Richard Cannone, reported staff has issued a request
for proposal (RFP) to hire a consultant to update the University Neighborhood Specific
Plan (UNSP). All bids submitted for the RFP should be received by the end of the month.
The RFP includes meetings with the ARC and it is anticipated that as Objective Design
Standards are wrapped up, the update to the UNSP will follow.
C. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Commission took no
action on this matter.

The Architectural Review Commission adjourned at 12:45 p.m.
