Recommendation:
By Minute Motion, that the City Council authorize staff to contract with the
following entities for the installation of a computerized irrigation system at
the Desert Willow Golf Resort:
High Tech Irrigation $13,575.00
Fairway Irrigation Design $15,000.00
Flowtronex PSI, Inc. $ 7,965.80
Funds are available in Account No. 241-4195-495-8092.
Executive Summary:
The three entities will come together to provide the hardware and program (High
Tech), the program service (Fairway), and the line connection and calibration
(Flowtronex) for such an irrigation system at Desert Willow.

Discussion:
At the 2003-2004 Budget session, the City Council allocated $50,000 to provide
for a computerized program that would allow for the separation of effluent water
and well water in watering the fairways and the greens. In analyzing this
process, several issues were identified.
Currently, the golf course utilizes two computers for irrigation; these computers
were installed when the golf courses first opened in 1997 and 1998. Each
computer was programmed with the Nimbus program, which is now outdated and
replaced by the Nimbus II program. The Nimbus II program will be the program
that we are purchasing from High Tech Irrigation. Of the golf courses serviced by
Rain Bird, Desert Willow is the only golf course in the desert that has not
upgraded to the new Nimbus II system.
While each course has its own computer, the capabilities for that computer and
program are only for an 18-hole golf course. Also, the new version of the Nimbus
II has many more capabilities than the previous versions and, therefore, requires
more computing power. It is our intent to update the computer systems
integrating them into one computer, and the Nimbus II system is sufficient to
provide for both courses. The City's Information Systems Manager has reviewed
the system and finds the hardware and program acceptable.
High Tech Irrigation, the distributor for Rain Bird in this area, will provide the
hardware and program. Dell will develop the computer specifically for Rain Bird
and Rain Bird components. The program is also proprietary to Rain Bird and
distributed by them.
Fairway Irrigation designed the original sprinkler system throughout the golf
course. Fairway will program the Nimbus II to conform to the irrigation system
installed, identifying each head and optimum rotation, watering amounts, and
season, as well as the separation of effluent water with well water. They will also
coordinate with Flowtronex and High Tech Irrigation to complete the installation
and operation of the system.
Flowtronex PSI, Inc., is the manufacturer of the irrigation pump stations. There
are currently four pump stations on Desert Willow. Two are located at the treated
water bladder by the maintenance yard. The other two are located at each
course, one on Frank Sinatra and the other on Country Club Drive. Flowtronex
will connect the control wires from the pump stations to the maintenance building
and the computer. It will require that they test and connect the remote wire to the
irrigation central controller. They will also install the computer software and
check that all four stations have communication.

With these enhancements to the project, we will be updated to current central
control standards for new systems and more compatible to the other systems
being used in the valley. With the connection and start up of the pump station
software, the golf course personnel will be able to manage the well and
reclaimed treated water more efficiently and operate the irrigation system as
designed. Course personnel will be able to mix and apply the treated and well
water to the areas that require each type of water and better utilize the treated
water supplied by CVWD.
We will also be better able to control our watering cycles for precise watering
amounts and locations.
