Regular Meeting
Pursuant to Assembly Bill 2449, this meeting was conducted by teleconference, and there
was in -person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Cultural Arts Committee was called to order by Chair Boren on
Wednesday, May 10, 2023, at 9:00 a.m., in the Administrative Conference Room, City Hall,
located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
*Participated remotely pursuant to AB 2449.
Present: Committee Members Carol Adney, Lori Flint, Tom Mitze*, Vice -Chair Liz Hauer
and Chair Maureen Boren.
Absent: Committee Member Ann Simley
Liaison(s)
Present: Mayor Pro Tern Quintanilla, City Council Liaison; and Wallace Colvard,
Architectural Review Commission Liaison
City Staff
Present: Amy Lawrence, Deputy Director of Economic Development; Erica Powell,
Management Analyst; and Monique Lomeli, Recording Secretary, were present at
Roll Call. Other staff members presented reports or responded to questions as
indicated in the minutes.
3. NON -AGENDA PUBLIC COMMENT:
None.
4. PRESENTATIONS
City Clerk Mejia provided an update on the Brown Act and information regarding attendance
requirements.

5. CONSENT CALENDAR:
MOTION BY VICE -CHAIR HAUER, SECOND BY COMMITTEE MEMBER ADNEY,
CARRIED 5-0, to approve the consent calendar.
A. APPROVAL OF MINUTES
MOTION BY VICE -CHAIR HAUER, SECOND BY COMMITTEE MEMBER ADNEY,
CARRIED 5-0, to approve the Cultural Arts Committee Regular Meeting minutes of April
12, 2023.
6. ACTION CALENDAR
A. REQUEST FOR DIRECTION ON SCULPTURE PURCHASE FOR PALMA VILLAGE
PARK
Management Analyst Powell presented a staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER ADNEY, SECOND BY
COMMITTEE MEMBER FLINT, CARRIED 5-0, to continue this item to a date uncertain
in Fiscal Year 2023-24.
B. RECEIVE AND FILE INFORMATIONAL REPORT ON FIRST PUBLIC ART
COMMUNITY ENGAGEMENT PROJECT FOR FY 2023-24
Management Analyst Powell presented the staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY COMMITTEE MEMBER ADNEY, SECOND BY
COMMITTEE MEMBER FLINT, CARRIED 5-0, to receive and file an informational report
on Public Art Community Engagement Project: Summer Spray Day for Kids.
C. RECEIVE AND FILE INFORMATIONAL REPORT ON FIRST PUBLIC ART
COMMUNITY ENGAGEMENT ROJECT FOR FY 2023-24
Management Analyst Powell presented the staff report and responded to Committee
Member inquiries.
Following discussion, MOTION BY VICE -CHAIR HAUER, SECOND BY COMMITTEE
MEMBER ADNEY, CARRIED 5-0, to receive and file an informational report on the
appointment of a Poet Laureate.
7. INFORMATIONAL REPORTS & COMMENTS
A. PLANNING COMMISSION LIAISON:
No report was provided.
B. ARCHITECTURAL REVIEW COMMISSION:
Architectural Review Commission Liaison Colvard provided an update on the recent

activities of the Architectural Review Commission.
C. CULTURAL ARTS COMMITTEE MEMBERS
Committee Member Flint provided an update regarding the Desert X closing ceremony.
Committee Member Adney suggested the Committee explore potential for public art in
the vacant space at San Pablo and Fred Waring Drive; encouraged staff to invite the Poet
Laureate to participate in selecting a winner of the essay contest; and urged staff to
facilitate more Committee involvement in the predesign phase of City Projects with art
components.
Chair Boren voiced concerns regarding the appearance and condition of the Anza
Borrego Sculpture at the Magnesia Falls roundabout.
Following discussion, by consensus, the Committee requested that staff explore
landscaping options to be discussed at a future meeting in FY 2023-24.
D. CITY COUNCIL LIAISON
Mayor Pro Tem Quintanilla provided an update on the recent activities of the City Council.
E. CITY STAFF
Management Analyst provided a verbal update on the status of City projects and
responded to Committee Member inquiries.
F. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.

The Cultural Arts Committee adjourned at 10:56 a.m.
