1.CALL TO ORDER
A Regular Meeting of the Cultural Arts Committee was called to order by Chair Boren on
Wednesday, June 14, 2023, at 9:08 a.m., in the Administrative Conference Room, City Hall,
located at 73-510 Fred Waring Drive, Palm Desert, California.
2.ROLL CALL
Present: Committee Members Carol Adney, Lori Flint, Tom Mitze, Ann Simley, Vice-
Chairperson Liz Hauer and Chairperson Maureen Boren*
*Chair Boren participated remotely in accordance with AB 2449.
Absent: None.

3.NON-AGENDA PUBLIC COMMENT:
None.
4.PRESENTATIONS
A.PARKS AND RECREATION UPDATE ON NORTH SPHERE PARK
Interwest Consultant Gianno Feoli narrated a PowerPoint presentation on the conceptual
design of the North Sphere Community Park and responded to Committee Member
inquiries.

This item was informational only. Individual Committee Members offered feedback on the
design, but no formal action was taken.
5.CONSENT CALENDAR:
MOTION BY COMMITTEE MEMBER MITZE, SECOND BY COMMITTEE MEMBER
SIMLEY, CARRIED 6-0, to approve the consent calendar.
A.APPROVAL OF MINUTES
MOTION BY COMMITTEE MEMBER MITZE, SECOND BY COMMITTEE MEMBER
SIMLEY, CARRIED 6-0, to approve the Cultural Arts Committee Regular Meeting minutes
of May 10, 2023.
B.APPROVAL OF CULTURAL ARTS COMMITTEE REGULAR MEETING SCHEDULE
FOR FY 2023-24
MOTION BY COMMITTEE MEMBER MITZE, SECOND BY COMMITTEE MEMBER
SIMLEY, CARRIED 6-0, to approve the Cultural Arts Committee Regular Meeting
Schedule for Fiscal Year 2023-24.
6.ACTION CALENDAR
A.DISCOVER PALM DESERT SITE WALK & DISCUSSION
The Committee recessed at 10:05 a.m. to participate in the Discover Palm Desert site
walk and reconvened at 10:31 a.m. with all members present.
Management Analyst Powell provided a staff report and responded to Committee Member
inquiries.
The Committee provided feedback regarding potential for art placement and discussed
preference for an interactive sculpture that does not exceed the height of the roof. No
formal action was taken.
7.INFORMATIONAL REPORTS & COMMENTS
A.PLANNING COMMISSION LIAISON:
Planning Commission Liaison Holt provided a verbal update on the three-story medical
building proposed for Technology Way and Dinah Shore Drive.
B.ARCHITECTURAL REVIEW COMMISSION:
Architectural Review Commission Liaison Colvard provided an update on the recent
activities of the Architectural Review Commission and encouraged the Committee to
communicate with designers regarding the potential wind and sand impacts on art
sculptures.

C.CULTURAL ARTS COMMITTEE MEMBERS
Committee Member Adney suggested the City consider giving preference to local artists
as they may be more aware of the unique weather conditions that can impact artwork.
Chair Boren requested an update on the landscaping around the Anza-Borrego sculpture
on San Pablo Avenue and Magnesia Falls.
D.CITY COUNCIL LIAISON
Mayor Pro Tem Quintanilla expressed appreciation to the Committee and advised there
was no reportable action from the City Council.
E.CITY STAFF
Management Analyst Powell provided a verbal update on City projects and responded to
Committee Member inquiries.
Recording Secretary Lomeli provided an update on new appointments and the upcoming
election of presiding officers.
F.ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.
8.ADJOURNMENT
The Cultural Arts Committee adjourned at 11:09 a.m.
