1. CALL TO ORDER
A Regular Meeting of the Civic Engagement Committee was called to order by Chair Vogt on
Thursday, October 19, 2023, at 11:00 a.m. held in the North Wing Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Committee Members Brooke Beare Stjerne, Franchon-Marie Siddiq, Robin
Stewart, David Warmuth, Vice Chair Gregg Akkerman, and Chair Emily Vogt.
Absent: Committee Member Jon Holan
Liaison(s)
Present: Mayor Kathleen Kelly and Jan Harnik, City Council Liaison
Staff
Present: Ryland Penta, Digital Strategies Coordinator; Amy Lawrence, Deputy Director of
Economic Development; and Monique Lomeli, Recording Secretary.

4. PRESENTATIONS
A. CITY’S 50TH ANNIVERSARY CELEBRATION AT CIVIC CENTER PARK -
NOVEMBER 18, 2023
Deputy Director provided an update regarding the planning and programming of the City’s
50th Anniversary celebration and encourage interested parties to volunteer via the event
website.
5. CONSENT CALENDAR:
A. APPROVAL OF MINUTES
MOTION BY VICE CHAIR AKKERMAN, SECOND BY COMMITTEE MEMBER
STEWART, CARRIED 6-0, to approve Civic Engagement Committee Regular Meeting
minutes of July 20, 2023.
6. ACTION
A. DISCUSSION ON CIVIC ACADEMY PROGRAM
Digital Strategies Coordinator Penta provided a summary of the recent and upcoming
Civic Academy Program sessions, requested Committee feedback, and responded to
inquiries.
Individual Committee Members offered commentary as follows. The below points do not
necessarily reflect Committee consensus:
• Consider modifying the number of sessions.
• Be mindful of the time spent on questions.
• Provide information on volunteer options.
• Consider nametags for staff and participants.
• Pursue the opportunity to develop a Spring session.
7. INFORMATIONAL REPORTS & COMMENTS
A. CIVIC ENGAGEMENT COMMITTEE MEMBERS
Chair Vogt expressed interest in hearing the Committee and City Council Liaisons’ vision
and goals for the future of the Committee.
B. CITY COUNTIL LIAISON
Councilmember Harnik expressed appreciation for the Committee and staff.
C. CITY STAFF
None.
D. ATTENDANCE REPORT – Report provided; no action taken on this item.
8. ADJOURNMENT
The Civic Engagement Committee adjourned at 11:44 a.m.
