Click HERE to access the meeting agenda packet. 1.CALL TO ORDER A Regular Meeting of the Cultural Arts Committee was called to order by Chair Hauer on Wednesday, September 13, 2023, at 9:00 a.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2.ROLL CALL Present: Committee Members Maureen Boren, Lori Flint, Tom Mitze, Pia Rose, Ann Simley, Kristen Olson-Stone (Alt.), Vice-Chairperson Carol Adney*, and Chairperson Liz Hauer *Vice Chair Adney participated remotely in accordance with AB 2449. Absent: None. Liaison(s) Present: Mayor Pro Tem Quintanilla, City Council Liaison; Wallace Colvard, Architectural Review Commission Liaison; and Lindsay Holt, Planning Commission Liaison City Staff Present: Erica Powell, Management Analyst and Monique Lomeli, Recording Secretary 3.NON-AGENDA PUBLIC COMMENT: None. 4.PRESENTATIONS Artists Council Board Member Melissa Russo and Executive Director Tom Burns narrated a PowerPoint presentation highlighting the mission and needs of the Artists Council. No formal action was taken. A.APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER BOREN, SECOND BY COMMITTEE MEMBER FLINT, CARRIED 6-0-1 (MITZE ABSTAINED), to approve the Cultural Arts Committee Regular Meeting minutes of July 12, 2023. 6.ACTION CALENDAR A.CALL FOR ENTRIES SEEKING ARTISTS FOR THE 2025/26 EL PASEO SCULPTURE EXHIBITION Management Analyst Powell presented a staff report and responded to Committee Member inquiries. Following discussion, MOTION BY COMMITTEE MEMBER MITZE, SECOND BY COMMITTEE MEMBER SIMLEY, CARRIED 7-0, to authorize staff to issue a Call for Entries seeking artists for the 2025/26 El Paseo Sculpture Exhibition, amended to remove the exclusion of participants in the 2023/24 El Paseo Sculpture Exhibition as applicants, and with a recommendation to equip each concrete pad with electricity. B.DEACCESSION OF RECREATION LIBERATES BY JOS GOMOLKA Management Analyst Powell presented the staff report and responded to Committee Member inquiries. Following discussion, MOTION BY COMMITTEE MEMBER BOREN, SECOND BY COMMITTEE MEMBER MITZE, CARRIED 7-0, to continue this item to the November Cultural Arts Committee meeting. 7.INFORMATIONAL REPORTS & COMMENTS A.PLANNING COMMISSION LIAISON: Planning Commission Liaison Holt provided an update on the creation of design guidelines for new developments and requested that the Committee provide an update on the landscaping of roundabouts on San Pablo and Magnesia Falls. B.ARCHITECTURAL REVIEW COMMISSION: Architectural Review Commission Liaison Colvard provided an update on community meetings regarding the passive park on Dinah Shore, reporting that there has been consistent input from the community requesting public art. C.CULTURAL ARTS COMMITTEE MEMBERS Committee Member Flint commented in support of placing art in passive parks, and provided an update regarding the Palm Desert Library, encouraging the Committee to consider ways to incorporate art into a new facility. Committee Member Simley reported that she found the required AB1234 Ethics Training requirement to be informative and encouraged Committee Members to complete the training. D.CITY COUNCIL LIAISON Mayor Pro Tem Quintanilla welcomed new Committee Members Rose and Olson Stone. E.CITY STAFF Management Analyst Powell provided the following updates: •Community Gallery opening went well and the current exhibition will close on October 6, 2023. The next exhibition will highlight the City’s 50th anniversary. •August 5, 2023, Summer Spray Day was a success and there will be two more events for adults and seniors with potential for a tribute to the City’s outdoor workers. •The art at Freedom Park has been successfully installed. •The Suncrawlers traffic signal cabinet wrap is scheduled to be installed the second week in September. •The Sunburst installation is tentatively scheduled for November 7, 2023, with a community event to follow in January 2024. •An inspection after Hurricane Hilary revealed that the City’s artwork was not impacted by storm related damage. F.ATTENDANCE REPORT The attendance report was provided with the agenda materials.
