MINUTES

Regular Meeting
Pursuant to Assembly Bill 2449, this meeting was conducted by teleconference, and there
was no in -person public access to the meeting location.
1. CALL TO ORDER
A Regular Meeting of the Parks and Recreation Committee was called to order by Chair
Dawson on Tuesday, April 4, 2023, at 8:30 a.m., in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2. ROLL CALL
Present: Committee Members Randy Guyer, Lori Flint, John Maldonado, Paul Murphy,
David O'Donnell, Ralph Perry, Vice -Chair Gregg Akkerman, and Chair Gerald
Dawson.
Absent: Committee Member James Henderson
Liaison(s)
Present: Evan Trubee, City Council Liaison
Staff
Present: Todd Hileman, City Manager; Kevin Swartz, Management Analyst 11; and Monique
Lomeli, Recording Secretary, were present at Roll Call. Other staff members
presented reports or responded to questions as indicated in the minutes.
3. NON -AGENDA PUBLIC COMMENT:
None.
4. PRESENTATIONS:
A. CITY CLERK UPDATE ON ORDINANCE NO. 1390 AMENDING PALM DESERT
MUNICIPAL CODES RELATIVE TO APPOINTED BODIES
City Clerk Mejia provided an update regarding Ordinance No. 1390, including the
codification of bylaws and general provisions relative to the City's appointed bodies.
No action was taken.

MOTION BY COMMITTEE MEMBER PERRY, SECOND BY VICE -CHAIR AKKERMAN,
CARRIED 8-0, to approve the consent calendar.
A. APPROVAL OF MINUTES
MOTION BY COMMITTEE MEMBER PERRY, SECOND BY VICE -CHAIR AKKERMAN,
CARRIED 8-0, to approve the Parks and Recreation Committee Regular Meeting minutes
of March 7, 2023.

7. INFORMATIONAL REPORTS & COMMENTS
A. UPDATES FROM PARTNER ORGANIZATIONS
a. FAMILY YMCA OF THE DESERT
Executive Director, Paula Simmonds provided a written and verbal report regarding
Family YMCA of the Desert and recent events.
b. DESERT RECREATION DISTRICT
General Manager, Kevin Kalman provided a verbal report regarding Desert
Recreation District.
Community Services Manager, Brenda Nutcher provided a written and verbal report
regarding the Desert Recreation District.
c. PALM DESERT AQUATIC CENTER
Executive Director, Paula Simmonds provided a written and verbal report regarding
the Palm Desert Aquatic Center.
d. FIRST TEE — COACHELLA VALLEY
No report was provided.
e. FRIENDS OF THE DESERT MOUNTAINS
Executive Director, Tammy Martin, provided a written and verbal report regarding
Friends of the Desert Mountains' recent activities.
f. PALM DESERT LIBRARY
No report was provided.

g. FRIENDS OF THE LIBRARY
President, Karen Gonzalez provided a written summary and verbal report regarding
Friends of the Library and responded to Committee Member inquiries.
B. PARKS AND RECREATION COMMITTEE MEMBERS
Chair Dawson provided an update on staff liaisons and the postponement of discussions
concerning the Aquatic Center Fee Study, bike trail request, and the North Palm Desert
Park.
a. HOVELY SOCCER PARK
Chair Dawson announced the report on Hovely Soccer Park will be provided at the
next meeting.
b. JOE MANN PARK
A written report was provided with the agenda materials.
c. FREEDOM PARK
A written report was provided with the agenda materials.
C. CITY COUNCIL LIAISON
Councilmember Trubee commented on the community's use of public parks and provided
an update on the City Council's interest in the success and health of the local library.
City Manager Hileman responded to Committee Member inquiries regarding the Palm
Desert Library.
Following discussion, Chair Dawson requested that Committee Members Perry,
Maldonado, and Murphy form a subcommittee to discuss library concerns, and provide
an objective outline at the May meeting.
D. CITY STAFF
a. PARKS ORDINANCE RED -LINE, NEW ADMINISTRATIVE POLICY, AND PORTOLA
COMMUNITY CENTER POLICY UPDATES SUBMITTED FOR REVIEW
(DISCUSSION AND ADOPTION PLANNED FOR MAY 2, 2023)
Chair Dawson requested that Committee Members review the written updates provided
with the agenda materials and prepare to participate in discussions at the next meeting.
E. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee took no
action on this matter.
