HomeMy WebLinkAbout2023-05-02 PRC Regular Meeting MinutesPARKS AND RECREATION COMMITTEE CITY OF PALM DESERT, CALIFORNIA MINUTES Tuesday May 2, 2023 8:30 a.m. Regular Meeting Pursuant to Assembly Bill 2449, this meeting was conducted by teleconference, and there was in -person public access to the meeting location. 1. CALL TO ORDER A Regular Meeting of the Parks and Recreation Committee was called to order by Chair Dawson on Tuesday, May 2, 2023, at 8:30 a.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Committee Members Randy Guyer, Lori Flint, John Maldonado, Paul Murphy, David O'Donnell, Ralph Perry, Vice Chair Gregg Akkerman, and Chair Gerald Dawson. Absent: Committee Member James Henderson Liaison(s) Present: Evan Trubee, City Council Liaison Staff Present: Todd Hileman, City Manager; Shawn Muir, Community Services Manager; Kevin Swartz, Management Analyst II; and Monique Lomeli, Recording Secretary, were present at Roll Call. Other staff members presented reports or responded to questions as indicated in the minutes. 3. NON -AGENDA PUBLIC COMMENT: Karen Enos, a Palm Desert resident, shared a video and photographs, and encouraged the Committee to consider increasing the number of pickleball courts in City parks. Bill Enos, a Palm Desert resident, urged the Committee to consider converting tennis courts into pickleball courts. Alex (no last name provided), a Palm Desert resident, requested the Committee consider additional pocket parks and gardens. CONSENT CALENDAR: MOTION BY COMMITTEE MEMBER FLINT, SECOND BY COMMITTEE MEMBER MURPHY, CARRIED 8-0, to approve the consent calendar. A. APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER FLINT, SECOND BY COMMITTEE MEMBER MURPHY, CARRIED 8-0, to approve the Parks and Recreation Committee Regular Meeting minutes of April 4, 2023. B. APPROVAL OF PARK REVIEW PROGRAM MOTION BY COMMITTEE MEMBER FLINT, SECOND BY COMMITTEE MEMBER MURPHY, CARRIED 8-0, to approve the Park Review Program sheet for May through August 2023. CONSENT ITEMS HELD OVER: None. 5. ACTION CALENDAR A. PARK ORDINANCE AND ADMINISTRATIVE POLICY Chair Dawson introduced the item, MOTION BY COMMITTEE MEMBER GUYER, SECOND BY COMMITTEE MEMBER O'DONNELL, CARRIED 8-0, to approve changes to Title 11 of the Palm Desert Municipal Code (Parks). MOTION BY COMMITTEE MEMBER O'DONNELL, SECOND BY VICE -CHAIR AKKERMAN, CARRIED 8-0, to approve the proposed changes to Portola Community Center Facility Use Rules and Application. Following discussion, MOTION BY COMMITTEE MEMBER MURPHY, SECOND BY COMMITTEE MEMBER GUYER, CARRIED 8-0, to recommend the City Council adopt a Resolution to approve the Administrative Policy for use of City -Owned Facilities. B. BUMP & GRIND TRAIL SELFIE STATION Community Services Manager Muir presented the staff report and responded to Committee Member inquiries. Following discussion, MOTION BY COMMITTEE MEMBER GUYER, SECOND BY COMMITTEE MEMBER O'DONNELL, CARRIED 8-0, to continue the item to the next meeting. 6. INFORMATIONAL REPORTS & COMMENTS A. UPDATES FROM PARTNER ORGANIZATIONS 1. FAMILY YMCA OF THE DESERT Ex-Officio Paula Simonds provided a verbal summary and written report regarding Family YMCA of the Desert and recent activities. DESERT RECREATION DISTRICT Community Services Coordinator Brenda Nutcher provided a written update regarding the Desert Recreation District. 3. FRIENDS OF THE DESERT MOUNTAINS Executive Director Tammy Martin provided a written update regarding Friends of the Desert Mountains. 4. PALM DESERT LIBRARY No report was provided. 5. FRIENDS OF THE LIBRARY President Karen Gonzalez provided an update regarding Friends of the Library. B. PARKS AND RECREATION COMMITTEE MEMBERS 1. CIVIC CENTER PARK / PALM DESERT AQUATIC CENTER Committee Member Maldonado provided written and verbal reports on Civic Center Park and Palm Desert Aquatic Center. 2. UNIVERSITY DOG PARK Committee Member O'Donnell provided written and verbal reports on University Dog Park. 3. HOMME ADAMS PARK Committee Member Flint provided a written report on Homme Adams Park. 4. HOVLEY SOCCER PARK Committee Member Guyer provided a written report on Hovley Soccer Park. By consensus, the Committee requested that staff add a discussion regarding the conversion of tennis courts to pickleball courts to a future agenda. C. CITY COUNCIL LIAISON Councilmember Trubee reported no City Council updates and expressed appreciation for staff. D. CITY STAFF 1. Deputy Director of Public Works Randy Chavez announced organizational changes and introduced Management Analyst II Kevin Swartz as the new Parks & Recreation Committee staff liaison. Community Services Manager Muir introduced new Landscape Supervisor Brad Chuck. City of Palm Desert Page 3 Parks and Recreation Committee Minutes May 2, 2023 2. Committee Member Murphy provided an update on the Library Subcommittee meeting. Project Manager Chris Gerry narrated a PowerPoint presentation regarding the history and current state of the Palm Desert Library. Following discussion, MOTION BY MEMBER GUYER, SECOND BY MEMBER MURPHY, CARRIED 8-0 to direct staff to explore options to add enhanced services or take over management of the Palm Desert Library. MOTION BY MEMBER O'DONNELL, SECOND BY MEMBER MURPHY, CARRIED 8-0 to direct staff to pursue options to take over the library lease or purchase the College of the Desert (COD) portion of the library and provide management with City staff or Library Systems and Services, Inc. (LSSI). 3. Community Services Manager Muir provided a verbal update on Lupine Plaza and responded to Committee inquiries. 4. Community Services Manager Muir narrated a PowerPoint presentation providing an update on the Palm Desert Aquatic Center Fee Study and responded to Committee inquiries. City Manager Hileman and Aquatic Manager David Keyes provided updates on the Palm Desert Aquatic Center and responded to Committee inquiries. 5. Principal Planner Nick Melloni provided a verbal update on the conceptual bike trail to be located between Painters Path and Cahuilla Hill and responded to Committee inquiries. E. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Committee took no action on this matter. 7.
