HomeMy WebLinkAbout2023-04-25 CRPC Regular Meeting MinutesCULTURAL RESOURCES PRESERVATION COMMITTEE CITY OF PALM DESERT, CALIFORNIA MINUTES Tuesday 8:30 a.m. April 25, 2023 Regular Meeting (HYBRID MEETING) Pursuant to Assembly Bill 2449, this meeting will be a hybrid meeting with in -person public access to the meeting location. 1. CALL TO ORDER A Regular Meeting of the Cultural Resources Preservation Committee was called to order by Principal Planner, Nick Melloni, on Tuesday, April 25, 2023, at 8:31 a.m. in the Development Services Conference Room, City Hall, located at 73510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Committee Members; Paul Clark, Don Graybill, Vice Chair Kim Housken, Chair Rochelle McCune, Thomas Mortensen, and David Toltzmann. Absent: None City Staff Present: Richard Cannone, Director of Development Services; Rosie Lua, Deputy Director of Development Services; Nick Melloni, Principal Planner; Jason Finley, Chief Building Official; Todd Hileman, City Manager; Anthony Mejia, City Clerk; and Melinda Gonzalez, Recording Secretary, were present at Roll Call. 3. NON -AGENDA PUBLIC COMMENT Principal Planner Melloni opened the non -agenda public comment period. City Clerk Mejia addressed the committee and provided an informational update on the new requirements for remote participation for appointed body members. There were no additional public comments provided. Principal Planner Mellon! closed the non -agenda public comment period. 4. CONSENT CALENDAR Principal Planner Melloni opened and closed the public comment period for the Consent Calendar. No public comments were provided. MOTION BY COMMITTEE MEMBER CLARK, SECOND BY VICE CHAIR HOUSKEN, CARRIED 6-0; to approve the consent calendar. APPROVAL OF MINUTES MOTION BY COMMITTEE MEMBER CLARK, SECOND BY VICE CHAIR HOUSKEN, CARRIED 6-0; to approve the Cultural Resources Preservation Committee Regular Meeting minutes of August 30, 2022. CONSENT ITEMS HELD OVER None 5. ACTION CALENDAR None 6. NON -ACTION ITEMS A. CONTINUED DISCUSSION of Cultural Resources Preservation Committee (CRPC) Workplan for Fiscal Year 2023/2024. Principal Planner Melloni acknowledged and introduced the Draft Work Plan which was provided to the Committee in their agenda packet. Principal Planner Melloni explained that the work plan was developed from Committee discussion at the Study Session held in November 2022 and introduced the topics listed on the Draft Work Plan including GIS Resources, Mills Act, Certified Local Government (CLG) Application, Cultural Resources Surveys, and Certificate of Appropriateness Application. Principal Planner Melloni reported to the Committee, staff has conducted some preliminary inquiries with the administrators of the CLG program, the Office of Historic Preservation (OHP), to see where the City of Palm Desert ("City") stood on submitting a successful application. City staff is working with the OHP staff on developing a preliminary CLG application for the City. Further discussion ensued amongst the Committee on this topic as well as the others, with staff providing supplemental information to the Committee as needed or requested. Principal Planner Mellon! moved onto the next item and acknowledged the list of proposed additions to the CRPC draft work plan. He advised the list included proposed items by Chair McCune and staff is requesting committee members provide their own proposed items for the work plan, listed in order of priority. City Manager, Todd Hlleman recommended the Committee identify their top (five) 5 to 10 priorities for the work plan and provide them to staff. Staff will compile the information and evaluate it to determine the Committees collective top five (5) proposed work plan items, in order of ranking. Discussion ensued amongst the Committee and staff. It was decided that a Special Meeting would be held on May 5, 2023, to further discuss the CRPC work plan, with the potential for additional meetings to be held on the matter. MOTION BY COMMITTEE MEMBER CLARK, SECOND BY VICE CHAIR HOUSKEN, CARRIED 6-0; to schedule a Special Meeting on May 5, 2023, to discuss the FY23-24 CRPC Work Plan. City of Palm Desert Page 2 Cultural Resources Preservation Committee Minutes April 25, 2023 B. DISCUSSION regarding Certificate of Appropriateness Application. Principal Planner Melloni reported staff is currently working on updating all Planning division applications and this will include the current Certificate of Appropriateness application. The application will be revised to reflect the new application format and will include handouts. Staff will present a draft of the revised application to the Committee at a future CRPC meeting. 7. PUBLIC HEARINGS: Anyone who challenges any hearing matter in court may be limited to raising only those issues he or she raised at the public hearing described herein, or in written correspondence delivered to the Cultural Resources Preservation Committee at, or prior to, the public hearing. Remarks shall be limited to a maximum of three minutes unless the Cultural Resources Preservation Committee authorizes additional time. A. CONSIDERATION FOR A DESIGN REVIEW TO APPROVE THE ISSUANCE OF A CERTIFICATE OF APPROPRIATENES FOR THE CONSTRUCTION OF A NEW DETACHED RESIDENTIAL ACCESSORY BUILDING ON A SITE CONTAINING AN EXISTING LANDMARK GENERALLY KNOWN AS THE MILES C. BATES HOUSE LOCATED AT 73697 SANTA ROSA WAY. Principal Planner, Nick Melloni, narrated a PowerPoint presentation on the item and responded to Committee inquiries. Gil Stayner, Applicant, was present and answered questions from the Committee. Chair McCune opened and closed the public comment period. No public comments were provided. Discussion on the item ensued with Committee Members providing comments for the project. MOTION BY VICE CHAIR HOUSKEN, SECOND BY COMMITTEE MEMBER GRAYBILL, CARRIED 6-0; to approve Case No. COA23-0001 as presented and: 1. Approve the issuance of a Certificate of Appropriateness 2. Adopt a notice of exemption for a Class 3 Exemption. 8. INFORMATIONAL REPORTS & COMMENTS A. CULTURAL RESOURCES PRESERVATION COMMITTEE MEMBERS Chair McCune informed the committee of the Preservation Matters Event being held April 29' and 301h in Palm Springs. Vice Chair Housken provided additional information on the event adding interested parties need to register for the free event. B. CITY STAFF Deputy Director of Development Services, Rosie Lua, provided committee members a copy of Palm Desert Municipal Code (PDMC) Chapter 29.10.010 Purpose, as well as Ordinance No. 1390 which updated Chapter 29.30, CRPC Bylaws. C. ATTENDANCE REPORT The attendance report was provided with the agenda materials. The Committee took no action on this matter.
