CALL TO ORDER A Regular Meeting of the Public Safety Commission was called to order by Chair Luhring on Wednesday, June 8, 2022 at 3:30 p.m., in the Administrative Conference Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California. 2. ROLL CALL Present: Commissioners Jeff Alley, Gary Bindman, Joseph Butts, Vice Chair Frank Taylor and Chair Doug Luhring. G. REQUEST FOR FEEDBACK AND DIRECTION ON THE TRAFFIC ENFORCEMENT WITH THE CITY OF PALM DESERT. During the discussion, individual Commissioners offered commentary as follows. The below points do not necessarily reflect Public Safety Commission consensus: • There is a shortage in staff within the Traffic Unit at the Riverside County Sheriff Department. • A City Deputy or Investigator specifically for city police law enforcement issues would be ideal. • Staff to evaluate whether an investigator already in the budget may handle traffic collisions. • The traffic reports given at each monthly meeting is sufficient. • Staff to evaluate what the value would be of having more traffic motors and how it would affect the community if funding was available for a full Traffic Unit staff. • Consider having a motor unit or COP vehicle parked in certain locations to encourage a reduction in speeding. • Blinking signs and signs with radar usage are efficient. • Black and white COP patrol vehicles were more successful during the festival season than plain white vehicles. Chris Willison gave an update on previous months Police activity and answered any questions from the Commissioners. Battalion Chief Pete Tierney summarized the previous months Fire activity and answered any questions from the Commissioners. C. CITY STAFF Andy Firestine, Assistant City manager provided an update regarding the Matrix Consulting Group Study, offering more information during the September 2022 meeting. As well as an update on SRO and Traffic during September’s meeting. D. HOMELESSNESS TASKFORCE Commissioner Butts and Assistant to the City Manager Heather Horning provided an update from the Homelessness Taskforce and answered any questions from the Commission. 5. Upon the arrival of the first fire engine, there was a smell of smoke emitting from the residence and smoke alarms activating. Firefighters forced entry into the unoccupied residence and located a fire in the laundry room area. Rapid suppression actions halted the fires spread and Riverside County Fire Department Paramedics treated the civilian for minor injuries. The patient refused transportation to the hospital. Due to heavy fuel loading there is extensive mop-up and overhaul of the fire and resources will remain committed for several hours. There was no firefighter injuries and the cause of the fire was undetermined. 22CARRU095233 On , CAL Fire/ Riverside County Firefighters responded to a reported commercial structure fire at the above address . First unit at scene reported a two story commercial building with nothing showing and evacuations in progress. Upon entering the structure crews found that the fire was extinguished by the sprinkler system and as a result there was moderate water damage throughout the building. One occupant was evaluated at scene and released . 22CARRU095821 On , CAL FIRE / Riverside County Firefighters responded to a reported Hiker in distress on the Bump and Grind Trail in Palm Desert. Firefighters were able to hike up and make contact with the patient who was overheated and suffering from dehydration. CHP Helicopter H60 utilized their rescue hoist to extract the patient off the hill and transfer care over to an awaiting Fire Department Ambulance . Once evaluated the patient declined any further treatment or transport to the hospital. There were no reported injuries to any firefighters on this incident. 22CARRU104475 On , Cal Fire/Riverside County Firefighters were dispatched to a reported hiker in distress on the Homestead Trail in the area of the cross. The first Fire Engine Company Officer arrived at the trailhead and utilized the information that was obtained from the Emergency Command Center and made cellular contact with the patient. Incident command was established and firefighters navigated the trail utilizing the Fire Departments side -by-side vehicle. When patient contact was made it was determined that aerial extrication would be the best method to extract the patient and Riverside County Sheriffs Department Rescue 9 helicopter was summoned to the incident. Rescue 9 extracted the patient with a hoist operation and delivered the patient to the landing zone where a Fire Department ambulance transported the patient to a local hospital. The fire arriving fire engine reported a two vehicle traffic accident with major damage; additionally, one vehicle was on its roof in the intersection. It was determined that there were two occupants of a sedan that were trapped and needed to be extricated. The Jaws of Life were utilized and the two patients were quickly extricated. There were a total 3 patients- 2 with major injuries and 1 minor injuries. All patients were transported to a local area hospital. Moreover, there was damage to the traffic signal box thus disabling the traffic signals at the intersection. The city of Palm Desert was notified to respond to assist with the damaged traffic signal box. There were no firefighters injured at this incident. 22CARRU083541 On , Units from CALFIRE / Riverside County Fire, and the City of Palm Desert responded to a drowning in the City of Palm Desert. Bystanders had removed the 58 year old patient from the pool and were preforming CPR prior to the arrival of firefighters and paramedics. Advanced Life Support (ALS) interventions were enacted by fire crews immediately, but unfortunately resuscitation efforts were not successful. The Riverside County Sherriff office assumed responsibility of the scene. 22CARRU087434 On , Units from CAL FIRE / Riverside County Fire responded to a commercial structure fire located at the maintenance building of Desert Falls Country Club in the City of Palm Desert. The first arriving officer reported light smoke next to an outdoor shed and office type trailer. During fire suppression activities, it was noticed that the fire involved pool chemicals including chlorine and acid that were stored outside of the shed. The initial crews withdrew, and gross decontamination was conducted on those exposed. The initial crews started to experienced difficulty breathing , and all 5 were transported to a local hospital for treatment and evaluation. Secondary crews took a defensive position, containing the fire to the initial shed and an exposed office trailer while being mindful of the waste water run off. Riverside County Environmental Health responded to the incident and assisted with air monitoring, and the site was turned over to the property representative and private hazmat cleanup company to mitigate the pool chemicals.
