1. CALL TO ORDER
A Regular Meeting of the Public Safety Commission was called to order by Vice Chair Taylor
on Wednesday, October 12, 2022, at 3:31 p.m., in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

On , Units from CALFIRE / Riverside County Fire, and the City of Palm Desert responded to reports of
smoke on the first and second floor of a commercial three story hotel. The first arriving Company
Officer reported visible smoke from the first floor of the rear of the structure with evacuations in
progress. The fire was discovered in a commercial laundry dryer, and contained to the drum. as a
precaution, approximately 100 guest were evacuation while crews checked for fire extension.
Firefighters remained on scene to ventilate the rooms and help restore the alarm system. Guest
were allowed to return to their rooms about an hour after the incident began. City official will need
to follow up in the morning for a building and fire inspection and fire. There were no reports of
injuries to civilians or firefighters on conclusion of the incident.

•City Internal Activities:
o Participated in the City of Palm Desert Public Safety Commission meeting to discuss a variety
of safety initiatives
o Participated in the Risk Management Project Committee
o AED monitoring and readiness plan for city facilities
o Participated in the Great Shakeout
o Started an internal review of the Blood borne Pathogen Policy and Hazardous Materials policy
o Working with Riverside County Fire/Cal Fire, Riverside County Sheriff & EMD on LHMP
o Continuing to work with J. Barron (EMD) for EMPG Funding
o CPR/AED First Aid Training Nov 1st for city staff
o Updated EOC Emergency Response Plan Staff Structure
o Mass Notification Emergency Alert Program through Nixle platform

Subject: INFORMATIONAL MEMO REGARDING THE PUBLIC SAFETY
COMMISSION AGENDA, PROPOSED STUDY SESSION, AND FUTURE
MEETINGS.
On Tuesday October 11, 2022, City Staff, met with Public Safety Commissioners (PSC),
Chair Taylor, and Vice-Chair Alley to introduce the following items and with the goal of
having a study session with the full commission to review and discuss at an upcoming
Commission meeting
• Role of commission staff supports and liaison,
• Request for feedback on what informational items are helpful to the Commission,
and
• Establishing an annual work plan including review of public safety budgets,
• Suggestions on additional information to include in the agenda packet, and
request for Commissioners to submit all questions in advance to staff.
With new staff members and commissioners joining the PSC, the City Clerk’s office is
recommending the upcoming study session include additional items to review such as
• Overview of the Brown Act – meeting rules,
• Review of the agenda format and structure,
• Miscellaneous training materials.
In order to put these components together, staff needs additional time and will place this
on the January 11, 2023, meeting agenda. The session will be led by city staff and the
City Clerk will join to provide the training.
