A Regular Meeting of the Public Safety Commission was called to order by Vice Chair Taylor
on Wednesday, October 12, 2022, at 3:31 p.m., in the Administrative Conference Room, City

A. PUBLIC SAFETY COMMISSIONERS
Commissioner Kramer inquired about ambulance reimbursement. He also requested
information on firework notifications to the public.
Commissioner Luhring requested an update on Haystack construction to lower speeds.
He also requested an update from Commissioner Butts from the Homelessness
Taskforce.
B. POLICE AND FIRE
Chief Beverlin responded to Commissioner Kramer’s questions on ambulance
reimbursement stating that while resident’s insurance does get a bill for usage of
ambulance, if the insurance does not cover the expense, residents will not get charged.
Chief Beverlin also responded to the firework notification stating that the fire department
& City of Palm Desert notifies residents of upcoming firework displays on its social
media platforms as well as via the City’s newsletter.

C. CITY STAFF
Chris Escobedo ensured the commission that an update on Haystack will be presented

On , CAL Fire/Riverside County Firefighters responded to a reported outside fire in the City of Palm
Desert. Upon arrival the first arriving engine company reported multiple vehicles and palm tress on fire
threatening a residential quadplex. Fire personnel were able to contain the fire to the outside of the
structure and limit the spread to only the initial vehicles and palm trees. There were no civilian or
firefighter injuries.

On , CAL FIRE / Riverside County firefighters responded to a residential structure fire in the 10 block of
San Felipe Drive in the city of Palm Desert. The first engine company reported heavy smoke and fire
coming from the garage of single story, single family residence. An aggressive and coordinated fire
attack was made and the fire was contained within 30 minutes after arrival of the first in engine
company. One family of two will be displaced from the residence but declined assistance from Red
Cross. Palm Desert Building and Safety Department has been notified to red tag the residence. There
were no civilian or firefighter injuries on this incident.

On , CALFIRE/Riverside County Firefighters were dispatched to a commercial structure fire in the 73000
block of El Paseo Drive in the City of Palm Desert. The first due Company Officer reported a 2 story
commercial structure with smoke and fire coming from both floors. 3 total alarms were ordered and
Firefighters are working to extinguish the fire. Firefighters will be on scene for several hours. There
were no reports of civilian or firefighter injuries.

On , CAL FIRE / Riverside County Fire Department responded to a commercial vehicle fire at the Burrtec
vehicle storage facility in the city of Palm Desert. The first arriving fire resource reported 2 full size trash
trucks well involved with fire with multiple exposures. Fire department resources extended hose lines
and surrounded the fire quickly halting the spread of fire to additional vehicles and infrastructure. Fire
department resources will remain on scene for 1 hour checking for hotspots. There were no civilian or
firefighter injuries on this fire.

On , Units from CALFIRE / Riverside County Fire, and the City of Palm Desert responded to a reported
vehicle into a structure at 72525 Desert Flower Drive in the City of Palm Desert. The first arriving
Company Officer reported on vehicle off the roadway, upside down and into a residential structure with
an actively leaking natural gas line. The driver was extricated, treated, and transported to a local trauma
center for further evaluation. The homeowners were not present at the time of the incident. City of Palm
Desert Building officials were requested to inspect the structure for stability .

Code Compliance swing shift officer performed 941 routine proactive patrols including
monitoring short-term rental properties and responding to complaints regarding short-
term rental violations. He performed and responded to 192 routine and after-hours code
compliance complaints. During this reporting period, one citation was issued for operating
and/or advertising a short-term rental without a valid permit.

o Participated in the City of Palm Desert Public Safety Commission meeting to discuss a variety
of safety initiatives
