REQUEST FOR RECOMMENTATION ON THE Advertisement of a Request for Proposal for Automatic License Plate Recognition (ALPR) Technology at Selected Intersections and the Formation of a Selection Committee. Upon a motion by Commissioner Alley, seconded by Commissioner Kramer, and a 6-0-2 vote of the Public Safety Commission, the recommendation on the advertisement of a Request for Proposal for Automatic License Plate Recognition (ALPR) Technology at Selected Intersections and the Formation of a Selection Committee was approved. Monthly Reports for January 2022 B. Police and Fire Departments a. Mike Beverlin informed the commission that the Fire Department got the UTV outfitted with the lighting package and siren. b. Mike Beverlin commented the local hospitals are feeling the impact with an abundance of patients which leads to ambulances having longer waiting periods at the Emergency Room drop offs. If a waiting period is longer than 90 minutes at Eisenhower, they will send patients to other hospitals. C. Staff a. School Speed Zone Operations (Andy Firestine) D. Future tour of Palm Desert Sheriff Station a. COMMISSIONER, COUNCIL-LIAISON, AND STAFF COMMENTS A. Public Safety Commissioners a. Commissioner Gary Bindman i. Would like the agenda as a PDF file rather than a link. ii. Praised the legal classes Sabby Jonathan took part in. iii. Informed Staff about the money the Department of Treasury has for helping cities with their traffic issues. He would like to know how Palm Desert can receive those funds. Sabby Jonathan informed the Commissioners that Palm Desert has a city-wide transportation study addressing alternatives to transportation safety and Staff is looking into funding and grants. b. Chairman Doug Luhring i. Chair Luhring assigned Commissioner Joseph Butts to be the representative on the Homelessness Taskforce. B. Council-Liaison Comments/Updates a. Mayor Pro Tem Jonathan i. Confirmed the CVAG Homelessness Meeting is February 16, 2022, and the navigation center in Palm Springs will be presented. ii. First Homelessness Taskforce meeting is Monday, February 28, 2022. iii. Next CVAG Public Safety Committee Meeting is May 9, 2022. IX. The CAL-FIRE Riverside Unit Emergency Command Center was able to pinpoint a location of the reporting parties cellular telephone and relay the location to the emergency responders. With specialized equipment from the Palm Desert Fire Station (Truck Company 33 Staffing and the side-by-side off-road vehicle) a rescue was initiated and patient contact was made approximately 1 mile up the trail. The patient was 70+ years old with a traumatic leg injury. Utilizing the aforementioned equipment, a rapid extraction of the patient was initiated and the patient was removed from the hiking trail and was transported to a local hospital. 22CARRU017281 On , CAL FIRE / Riverside County Fire Department units arrived on scene of a 2 vehicle traffic accident at the intersection of Quicksilver Street and Portola Avenue in the city of Palm Desert. One patient was trapped within their vehicle and the jaws of life had to be used to extricate the patient from the vehicle. The trapped patient had moderate injuries and was transported to a local trauma center . The second patient had minor injuries, was treated by on scene Paramedics and declined transport to the hospital. There were no firefighter injuries on scene of this incident. 22CARRU019954 On , CAL FIRE/Riverside County Firefighters were dispatched to reported burn injuries, reported with a person on fire. Upon arrival at scene, firefighters found a 16-year old male suffering moderate burn injuries from a vaping type of device that ignited during use. The patient was treated and transported code 3 to Desert Hospital in a Fire Department Ambulance. 22CARRU021909 On , CAL FIRE/Riverside County Fire Department resources were dispatched to a reported residential structure fire at 43155 Portola Avenue inside the Portola Palms Mobile Home Park in the City of Palm Desert. The first unit on scene reported heavy smoke showing from Space 44. Due to the high winds the fire spread to multiple other spaces and vegetation. A fourth alarm was requested for extinguishment of multiple fires. EMD and Red Cross have been notified to assist with displacements. RSO assisted with road closures and evacuations. The fire is currently under investigation. Two fire personnel were injured and transported for evaluation and one civilian was treated for smoke inhalation. Resources are still on scene with an approximate commitment time of three hours. The following fire departments assisted with station coverage behind the incident; San Bernardino Co., Corona, Murrieta, Riverside City, and Hemet. 22CARRU028423 On , CALFIRE / Riverside County Firefighters responded to a reported structure fire at the address listed. The first arriving Company Officer reported heavy fire from the roof of a double wide mobile home with exposures to neighboring units. Interior fire crews reported a fire well established in the attic space. A coordinated fire attack contained the flames to the original unit involved with no damage resulting to neighboring structures, however the original structure suffered heavy damage.
