PALM DESERT CIVIC ACADEMY
AUTUMN 2023 APPLICATION FORM
Palm Desert’s Civic Academy is a new and interactive way for members of our community to get first-hand
knowledge on the many civic processes and daily functions of our City government.
This dynamic multi-week program will give participants an insider's view of the City and its functions through
hands-on demonstrations, presentations, and tours. The curriculum is designed to encourage Palm Desert’s
community stakeholders to better understand their government, provide methods for getting involved, and
equip participants to share their ideas and issues effectively.
The Academy will give participants the opportunity to grow in their leadership skills, analyze issues using
data, connect with decision-makers, and learn how they can make a difference in our community.
•Must be a Palm Desert resident, business owner/employee, or student age 18+
o Priority will be given to Palm Desert residents who are registered to vote in Palm Desert.
•Must NOT be running for, or currently serving in, a political office
•Must be willing to commit to attending all sessions (can miss one session and still receive a
certificate of completion)
o Sessions are held Monday evenings - October 2, 9, 16, 23, & 30, 2023
o Most sessions are held in Council Chambers, although some may be held offsite at various
City locations (schedule to be determined).
o Graduates will be recognized at a future City Council Meeting following completion of the
Academy.

1.CALL TO ORDER
A Regular Meeting of the Public Safety Committee was called to order by Chairperson Taylor
on Wednesday, June 14, 2023, at 3:30 p.m. held in the Administrative Conference Room, City
Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.
2.ROLL CALL
Present: Committee Members Gary Bindman*, Joseph Butts, Terry Kramer, Doug Luhring,
Vice Chair Jeff Alley, and Chair Frank Taylor.

Bobbie Happ, of Sandpiper Homeowner Association, spoke on stop sign improvements
needed on El Paseo near Sandpiper Palm Desert.
4.PRESENTATIONS – Code Compliance Supervisor Rodriguez presented an overview of
Rentalscape Short-Term Rental Compliance Program and answered questions.

Committee Member Bindman arrived at this point in the meeting.
A.PUBLIC SAFETY COMMITTEE MEMBERS
Committee Member Bindman expressed gratitude and well wishes to Lt. Willison of
Riverside County Sheriff as he leaves for the upcoming FBI National Academy and
provided an update on his ride along with Riverside County Sheriff’s Deputy Avila.
B.CITY COUNTIL LIAISON
Councilmember Trubee provided updates on the following topics:
•COVE Communities Luncheon and Awards;
•Automated License Plate Reader (ALPR) use in surrounding Desert Cities; and
•New protective vests for the Palm Desert Riverside County Sheriff Department.
C.POLICE AND FIRE
Lt. Willison, Riverside County Sheriff introduced Veronica Delatorre, Administration/Crime
Prevention Officer for the City of Palm Desert.
D.CITY STAFF
Chris Escobedo reminded members to return their tour request forms if they are interested
in visiting the County Jail in Indio.
E.ATTENDANCE REPORT – Report provided; no action taken on this item.
7.ADJOURNMENT

On , CAL FIRE / Riverside County Firefighters were dispatched to a reported residential structure fire
located at 43800 Florine Ave in the City of Palm Desert. First arriving Engine Company reported an
abandoned single story residential structure with heavy smoke and fire coming from the rear of the
residence. Firefighters were able to contain the fire to the building of origin. Firefighters remained on
scene for 3-4hrs for extensive overhaul.

On , CAL FIRE/ Riverside County Fire Department was dispatched to a reported structure fire on
Greenbriar Ln. First arriving Company Officer reported fire showing from the attached garage of a large
single story single-family residence. Firefighters were able to contain the fire to the garage with no
extension into the main residence.

On , CAL FIRE / Riverside County Fire Department responded to a residential fire alarm at 1401
Sandpiper Street in the city of Palm Desert. The first fire engine arrived on scene to find light smoke
coming from a single story duplex. Additional resources were requested to the incident to assist. No
residents were in the home at the time of the fire. The fire was contained to the building of origin. Fire
crews will remain on scene for the next two hours checking for hot spots. The city of Palm Desert
Building and Safety Department was notified to respond to the incident.

Significant Incidents
On , CALFIRE/Riverside County Fire Department resources responded to a report of smoke in the
attic of a residential structure at 47821 Quercus Dr. in the city of Palm Desert. The first arriving
officer reported smoke coming from the rear for the structure. Upon investigation the fire was in
the wall of the structure behind a built in Bar-B-Que. The fire was contained to the wall and
Bar-B-Que area. 2 residents were displaced but had no needs. The property was turned back to
the property owners.

On , CAL FIRE / Riverside County Fire Department was dispatched to a residential structure fire at
44096 San Luis Drive in the city of Palm Desert. The first arriving company officer reported a
single-story single-family dwelling with smoke coming from the garage. Fire crews deployed hose
and quickly contained the fire to the garage of the residence. Gas and electric have been
disconnected to the residents and the occupants of the home will utilize Red Cross assistance.

fire was located in the grease system above the stove and thru the attic ducting. Firefighters
performed extensive overhaul with concurrent salvage operations to limit the damage throughout
the restaurant. The restaurant will remain closed until cleared thru Riverside County Health
Department.

On , CAL FIRE/Riverside County Fire Department resources were dispatched to reported occupants
trapped within an elevator at the Western Desert Willow Villas. Upon the arrival at scene of the
Ladder Truck, three occupants were found trapped inside an inoperative elevator that was stuck
between the 2nd and 3rd stories. Firefighters made positive contact with the occupants and
worked with the facility and elevator staff to safely extract the trapped occupants. All three
occupants were slightly dehydrated and refused any medical complaint or injuries. The elevator
was returned to normal operations after the rescue by the facility staff and elevator company.

On , CAL Fire/Riverside County Firefighters responded to a vehicle into a Residential Structure.
First Battalion Chief at scene reported one vehicle into the garage area of the house. The back wall
of the garage leading into the living quarters was damaged from the impact. The City of Palm
Desert Building and Safety responded for structural inspection.

On , CAL FIRE / Riverside County Fire Department responded to a tree that had fallen onto a
residence. The first arriving fire resource advised that a large tree had fallen into the structure
causing major damage to the residence. The occupant of the home sustained a minor injury from
the collapse and was treated at scene by fire department personnel. One occupant of the
residence will be displaced from their home and will be staying with a family member.

On , CALFIRE/Riverside County Fire Department responded several times throughout the morning
to residents needing evacuation from their Condos at the above address. The first arriving BC
reported a multifamily dwelling with 6 total structures, with 6 units in each, surrounded by 3'+
water. 1 local water rescue task force was started along with an OES Type 1 water rescue team.
Approximately 30 residents voluntarily evacuated immediately via boat. Later, in cooperation with
the city of Palm Desert Building and safety, it was decided that all 6 buildings were to be red
tagged and evacuated. Over a 4 hour period a total of approximately 60 residents were removed
by boat. Approximately 25 of those residents requested assistance from the red cross. The city of
Palm Desert EMD coordinator facilitated their needs. The incident was turned over to the city of
Palm Desert Building and Safety and the management company for the property.

On , CALFIRE/Riverside County Fire Department resources were dispatched to a reported flooding
in a strip mall at the above address. The first arriving unit reported 8 total businesses with
12"-18"of water through out the entire strip mall after a levee reportedly failed behind the
business. The business were self evacuated. Fire department resource's are working with the City
of Palm Desert public works and Building and Safety to mitigate the incident.

On , CAL FIRE/ Riverside County Fire Department responded to report of a transformer fire at the
location above. First arriving unit reported a in ground transformer burning inside the Portola
Palms Mobile Home Park. Crews extinguished the fire with no damage to any adjacent units. With
the damage to the transformer, Southern California Edison informed that power would be restored
tomorrow midday. The loss of power involved a total of 16 units with 31 adults, 2 minors, and 17
pets requiring assistance. EMD, and Red Cross were notified for the number of people and pets
needing assistance throughout the night and into tomorrow.

The Code Compliance swing shift officer performed 3581 routine proactive patrols including
monitoring short-term rental properties and responding to complaints regarding short-term rental
violations. He performed and responded to 204 routine and after-hours code compliance complaints.
During this reporting period, 11 citations were issued for operating and/or advertising a short-term
