MOTION BY COMMITTEE MEMBER BUTTS, SECOND BY COMMITTEE MEMBER KRAMER, CARRIED 6-0, to receive and file COP monthly reports for May, June, and July 2023. 7.INFORMATIONAL REPORTS & COMMENTS A.PUBLIC SAFETY COMMITTEE MEMBERS Committee Member Kramer commented on the Riverside County Sherrif’s Department report, noting the decrease in calls for service in comparison with the increase in response times; suggested that staff monitor staffing levels and other contributing factors. Assistant City Manager Escobedo responded to Committee Member inquiries regarding the transition from Public Safety Commission to Public Safety Committee. Committee Member Bindman requested a project status update on the proposed Public Service Announcement program, and a review of the study that approved bicycle lanes on Haystack Road. Chair Alley requested that the Committee submit agenda related questions in advance of the meeting in order to maintain an efficient and timely meeting process. Committee Member Nelson provided information regarding Laura’s Law; stated the need for better coordination across agencies within Riverside County; and requested an informational report from the Riverside County Sheriff’s Department detailing its existing relationships with the Behavioral Health Department and Adult Protective Services. Item 5A-3 Public Safety Committee Minutes September 13, 2023 City of Palm Desert Page 4 ALL ACTIONS ARE DRAFT, PENDING APPROVAL OF THE MINUTES Committee Member Taylor reminded staff to provide updates on the ingress/egress traffic plan associated with the new regional park and requested a presentation from Flock Safety to address the use of artificial intelligence and analytics. B.CITY COUNCIL LIAISON Council Member Trubee expressed gratitude for the storm relief efforts of City Staff and public safety and requested an update on the upgrade of stop signs on Haystack Road. C.POLICE/FIRE Riverside County Sherrif’s Department Lieutenant Porras provided an update on the new Student Resource Officer at Palm Desert Middle School. Cal Fire Battalion Chief Tierney commended staff and COPs for their assistance with storm relief. D.CITY STAFF Assistant City Manager Escobedo provided updates on the following topics: •Changes to Regular Meeting dates and times. •1 year extension of law enforcement agreement. •Completion of Phase II of the ALPR program E.ATTENDANCE REPORT The attendance report was provided with the agenda materials. The first arriving officer reported smoke coming from the rear for the structure. Upon investigation the fire was in the wall of the structure behind a built in Bar-B-Que. The fire was contained to the wall and Bar-B-Que area. 2 residents were displaced but had no needs. The property was turned back to the property owners. 23CARRU098968 7/7/2023 10:02:00PM On , CAL FIRE / Riverside County Fire Department was dispatched to a residential structure fire at 44096 San Luis Drive in the city of Palm Desert. The first arriving company officer reported a single-story single-family dwelling with smoke coming from the garage. Fire crews deployed hose and quickly contained the fire to the garage of the residence. Gas and electric have been disconnected to the residents and the occupants of the home will utilize Red Cross assistance. 23CARRU100353 7/10/2023 6:36:00PM On , CAL FIRE/Riverside County Fire Department resources were dispatched to a reported commercial structure at the Morton Steakhouse. The first arriving Engine Company at scene reported heavy smoke emitting from the building with all employees and patrons evacuated. The fire was located in the grease system above the stove and thru the attic ducting. Firefighters performed extensive overhaul with concurrent salvage operations to limit the damage throughout the restaurant. The restaurant will remain closed until cleared thru Riverside County Health Department. 23CARRU103227 7/15/2023 9:51:00PM On , CAL FIRE/Riverside County Fire Department resources were dispatched to reported occupants trapped within an elevator at the Western Desert Willow Villas. Upon the arrival at scene of the Ladder Truck, three occupants were found trapped inside an inoperative elevator that was stuck between the 2nd and 3rd stories. Firefighters made positive contact with the occupants and worked with the facility and elevator staff to safely extract the trapped occupants. All three occupants were slightly dehydrated and refused any medical complaint or injuries. The elevator was returned to normal operations after the rescue by the facility staff and elevator company. 23CARRU110541 7/28/2023 6:50:00PM On , CAL Fire/Riverside County Firefighters responded to a vehicle into a Residential Structure. First Battalion Chief at scene reported one vehicle into the garage area of the house. The back wall of the garage leading into the living quarters was damaged from the impact. The City of Palm Desert Building and Safety responded for structural inspection. 23CARRU115680 8/7/2023 12:25:00PM On , CAL FIRE / Riverside County Fire Department responded to a tree that had fallen onto a residence. The first arriving fire resource advised that a large tree had fallen into the structure causing major damage to the residence. The occupant of the home sustained a minor injury from the collapse and was treated at scene by fire department personnel. One occupant of the residence will be displaced from their home and will be staying with a family member. 23CARRU122801 8/20/2023 5:03:00PM On , CALFIRE/Riverside County Fire Department responded several times throughout the morning to residents needing evacuation from their Condos at the above address. The first arriving BC reported a multifamily dwelling with 6 total structures, with 6 units in each, surrounded by 3'+ water. 1 local water rescue task force was started along with an OES Type 1 water rescue team. Approximately 30 residents voluntarily evacuated immediately via boat. Later, in cooperation with the city of Palm Desert Building and safety, it was decided that all 6 buildings were to be red tagged and evacuated. Over a 4 hour period a total of approximately 60 residents were removed by boat. Approximately 25 of those residents requested assistance from the red cross. The city of Palm Desert EMD coordinator facilitated their needs. The incident was turned over to the city of Palm Desert Building and Safety and the management company for the property. 23CARRU123297 8/21/2023 10:08:00AM On , CALFIRE/Riverside County Fire Department resources were dispatched to a reported flooding in a strip mall at the above address. The first arriving unit reported 8 total businesses with 12"-18"of water through out the entire strip mall after a levee reportedly failed behind the business. The business were self evacuated. Fire department resource's are working with the City of Palm Desert public works and Building and Safety to mitigate the incident. 23CARRU123520 8/21/2023 5:35:00PM Page 3 of 410/1/2023 1:43:40PM Item 5C-3 On , CAL FIRE/ Riverside County Fire Department responded to report of a transformer fire at the location above. First arriving unit reported a in ground transformer burning inside the Portola Palms Mobile Home Park. Crews extinguished the fire with no damage to any adjacent units. With the damage to the transformer, Southern California Edison informed that power would be restored tomorrow midday. The loss of power involved a total of 16 units with 31 adults, 2 minors, and 17 pets requiring assistance. EMD, and Red Cross were notified for the number of people and pets needing assistance throughout the night and into tomorrow. 23CARRU126829 8/27/2023 4:21:00PM On , CAL FIRE / Riverside County Fire Department responded to a report of an infant drowning at 40825 Avenida Estrada in the city of Palm Desert. The first arriving fire resource was met by Riverside County Sheriff's Department deputies performing CPR on a 1-year-old female. The patient was quickly loaded into an awaiting ambulance, assessed, and transported to a local area hospital in critical condition. CPR and advanced life-saving measures were performed by fire department personnel en route to the hospital. Hospital staff took over patient care, and spontaneous circulation was returned to the patient. This overlap poses a significant challenge for members of the public who wish to attend both meetings, as well as for City staff who are required to attend and support these meetings. The Housing Commission typically meets the day prior to the City Council/Housing Authority meetings. This schedule ensures that the Housing Commission can act on time sensitive matters prior to the City Council/Housing Authority. Therefore, the Public Safety Committee is requested to select a new regular meeting schedule to eliminate the existing schedule conflict.
