1.CALL TO ORDER
A Regular Meeting of the Public Safety Committee was called to order by Chair Alley
on Wednesday, September 13, 2023, at 3:31 p.m., in the Administrative Conference
Room, City Hall, located at 73-510 Fred Waring Drive, Palm Desert, California.

Capital Projects Manager Gayler provided an update regarding the upcoming
Haystack Traffic Calming Project Phase 2 and answered member inquiries.

4.NON-AGENDA PUBLIC COMMENT:
Barbara Wasserkrug, a Palm Desert resident, expressed privacy concerns over the
use of artificial intelligence in the Automated License Plate Readers (ALPR), and
urged the City to reconsider support for the ALPR program.
Anthony Mejia, City Clerk, reported on recent changes regarding the standardization
of terms such as commission versus committee and the role of alternate members on
advisory bodies.

MOTION BY COMMITTEE MEMBER LUHRING, SECOND BY COMMITTEE
MEMBER WAHLSTROM, CARRIED 7-0, to reschedule future meetings of the
Public Safety Committee to the 2nd Tuesday of the month at 3:30pm.
6.INFORMATIONAL REPORTS & COMMENTS
A.PUBLIC SAFETY COMMITTEE MEMBERS
Chair Alley requested an update on a traffic accident that took place on the
roundabout located at San Pablo and Magnesia Falls and potential for traffic calming
in this area. Committee Member Kramer recommended the cause of the traffic
accident be addressed when considering whether traffic calming is necessary.
Committee Member Wahlstrom requested an update on traffic light timing and red
light running.
Assistant City Manager Escobedo introduced Emergency Services Coordinator
Hurtado. Committee Member Luhring commended Mr. Hurtado on the new format
of the Emergency Services Report.
B. CITY COUNCIL LIAISON
Council Member Trubee expressed gratitude for City staff and engineers for the
quick response time of addressing concerns on Haystack Road; welcomed
Lieutenant Porras; and reminded the Committee of the Golf Cart Parade taking
place October 29, 2023.
C.POLICE/FIRE
Riverside County Sherrif’s Department Lieutenant Porras provided an update on
the following topics:
•Active El Paseo investigations;
•Laura’s Law and Reunification Program; and
•Public Safety Announcement (PSA) update
Cal Fire Battalion Chief Beverlin provided an update on the following topics:
•Mini Muster Program;
•Fire Station 102; and
•Ambulance replacement/maintenance.

D. CITY STAFF
Assistant City Manager Escobedo provided updates on post Hurricane Hilary
recovery.
Deputy Clerk Nance answered inquiries regarding the City’s 50th Anniversary
event taking place November 18, 2023, at Civic Center Park.
E. ATTENDANCE REPORT
The attendance report was provided with the agenda materials. The Committee
took no action on this matter.

Significant Incidents
CAL FIRE / Riverside County Fire responded to a commercial ringing fire alarm at the Monterey
Palms Health Care rehab facility in the city of Palm Desert. The first arriving company officer
reported and audible alarm with sprinkler activation in one of the wings of the facility. A small
electrical fire was contained in a storage closet, however there was significant water flow from the
sprinkler activation. Firefighters were able to shut down the fire protection system, and began
water salvage operations to reduce further damage. There were 33 patients in the affected wing,
facility staff were able to relocate the patients to another part of the complex for the night. City of
Palm Desert Building staff, and the Riverside County Fire Marshals officer will need to follow up in
the morning.

CAL FIRE/Riverside County Fire Department resources were dispatched to a reported commercial
structure fire at the Residence Inn - Palm Desert. The first arriving Fire Engine reported light
smoke emitting from a two story, multi-unit hotel complex. Firefighters located the fire in the attic
space of the 2nd story. The fire had been contained by the fire sprinkler system. The
extinguishment of the fire caused extensive water damage to three units and Firefighters
performed salvage operations to minimize damage. The hotel staff assisted the re-location of
several occupants.

CAL FIRE/Riverside County Fire Department resources were dispatched to a reported medical
emergency on the "Cross" Hiking Trail. The first arriving Fire Engine Company Officer was advised
by a Riverside County Sheriff's Department Deputy at scene that a hiker had fallen down a slope
approximately 200 feet. An Inaccessible rescue response was initiated, and additional Engine
Companies with the Ladder Truck and Utility Vehicle (Cart 33) responded to the incident.
Firefighters made access to the patient and assisted the Riverside County Sheriff's Department
Helicopter in hoisting the patient to an awaiting ground ambulance. After assessment by the Fire
Department Paramedics, the patient refused transportation to the hospital.

CALFIRE / Riverside County Fire Department firefighters responded to a person down altered
mental status and injuries on the Art Smith Hiking Trail. Patient contact was made and it was
determined the patient had moderate injuries. UTV 33 along with other resources were required to
safely remove the patient from the trail and deliver the patient to AMR. The patient was
transported to a local hospital with moderate injuries and altered mental status.

The Code Compliance swing shift officer performed 934 routine proactive patrols including monitoring
short-term rental properties and responding to complaints regarding short-term rental violations. He
performed and responded to 47 routine and after-hours code compliance complaints. During this
reporting period, 3 citations were issued for operating and/or advertising a short-term rental without a
valid permit. One citation was issued for routine code compliance violations.
