Chair Alley spoke about the Citizens on Patrol (COPS) Holiday Theft Prevention Program. B. CITY COUNCIL LIAISON Council Member Trubee commented on recent theft activity on El Paseo; weekend speed enforcement needs on Monterey leading up to HWY 74 and gave kudos to the Riverside County Sheriff’s department for the 2023 Rick Espinoza Awards Event. C.POLICE/FIRE Riverside County Sherrif’s Department Lieutenant Porras, SRO Decker and Sgt. Olson provided an update on the following topics: •Public gatherings regarding Israel and pro-Palestine; •Introduction of Palm Desert Charter Middle School SRO Joseph Decker; •Public Safety Announcement (PSA) video; and •Recent significant incidents. Cal Fire Battalion Chief Beverlin provided an update on the following topics: •Fire Station 102 preparations; •Fire Prevention Month and Mini Muster; and •Recent significant incidents. D.CITY STAFF Assistant City Manager spoke about the 2023 workplan and alerted the Committee that in December the workplan for 2024 will be discussed. The first arriving company officer reported fire through the roof of a single story four plex residential building. Firefighters were able to contain the fire to the original unit, however there was significant water and smoke damage to two of the adjoining units. This resulted in a total displacement of 4 adults and 3 children. City of Palm Desert building and safety will need to respond to evaluate the structure. 23CARRU163545 11/4/2023 3:03:00AM CAL FIRE / Riverside County Fire resources responded to a structure fire at 38364 Poppet Canyon Drive in the City of Palm Desert. The first arriving Company Officer reported a double wide mobile home with smoke visible from the door. Firefighters were able to quickly contain the fire to the kitchen area, and rescued the family pet. One adult and one child were displaced due to the damage of the structure, but declined assistance at this time from the Red Cross. 23CARRU166162 11/9/2023 12:11:00AM CALFIRE / Riverside County Fire units responded to a commercial structure fire with explosions at 73818 Dinah Shore Drive in the City of Palm Desert. The first arriving Company Officer reported heavy fire through the roof of a commercial building in and industrial area with one civilian burn injury. Additional resources were requested due to the size of the building, amount of fire activity, and continuous explosion due to the chemicals inside and outside the building. The Riverside County Hazardous Materials team, Riverside Environmental Health, and Riverside County Sheriff were requested due to the chemicals and products stored in the building. The civilian burn injury was treated and transported by the first arriving Palm Desert Paramedic unit for stabilization to the closest hospital, before being transferred to a burn center. Crews were able to contained the fire to the original unit, however the building suffered major damage from a roof collapse and compromised walls. The building will need to be red tagged and evaluated by City Officials that are on site. The workplan included: Work Plan • Traffic Enforcement – reviewing traffic enforcement programs, receiving updates, and providing input on traffic calming and related traffic Capital Improvement Projects. Over the past year, the PSC has received updates from law enforcement on speed enforcement as well as provided input to the City’s Capital Improvement Projects team as they work on traffic calming improvements. • Public Safety Budget – review the police and fire budget early in the process with regular updates, including a review of fire and police contract rates and staffing levels. Over the past year, the PSC reviewed the police and fire budgets early in the process, which included a review of a new fire station as well as minor modifications to police staffing levels. The PSC expressed an interest in engaging in the budget process even earlier. • Community Oriented Policing – discussing community-oriented policing, receiving presentations on programs, and providing a recommendation to the City Council. Over the past year, this item did not receive as much resource due to the attention needed for traffic enforcement and public safety budget. Though, the PSC did recommend and approve a public service announcement relating to driving safe and speed enforcement. Page 27 Tours The Committee also discussed having tours and getting first-hand interaction with public safety services. Hearing the request, staff facilitated tours of the City’s Emergency Operations Center and the John J. Benoit Detention Center. Next Steps In advance of the meeting, the PSC was asked to individually provide the priorities they would like to be considered. Staff will provide a supplemental list so the PSC can see all the individual priorities. Staff is recommending the PSC establish 2-3 major priorities for the 2024 year.
