PUBLIC SAFETY COMMISSIONERS Commissioner Kramer commented on roundabouts and the potential to slow down first responders and asked Fire Personnel if there is inspection and color code systems for private fire hydrants located in HOAs. Chief Beverlin provided answers regarding HOAs. Commissioner Butts provided an update from the Homelessness Taskforce meeting. Chair Taylor noted traffic safety issues with existing traffic lights and CV Link merging into traffic lanes, as well as discuss potential concerns regarding traffic safety in the development of North Sphere Park and Fire Station. Vice Chair Alley asked for an update on the PIT Count. ACM Escobedo provided a brief update and will provide further update once County numbers are available. CITY COUNCIL LIASION Councilmember Trubee stated that he looks forward to the ALPR update coming to City Council for approval. Councilmember Trubee also asked for an update on recent pedestrian and vehicle fatalities and asked Police Personnel about red light cameras. Sgt. Mountz provided an update on recent events and reasons why the City does not have red light cameras. C. POLICE AND FIRE Sheriff Sgt. Mountz provided detailed updates from Riverside County Sheriff. Fire Chief Beverlin provided detailed updates from Cal Fire. D. CITY STAFF a. Social Services Coordinator, Jason Austin, was introduced to the Commission. b. Sgt. Mountz provided a presentation on ALPR, Phase 2 c. Ryland Penta provided an update on potential PSA. MOTION BY COMMISSIONER BINDMAN, SECOND BY COMMISIONER BUTTS, CARRIED 6-0, to: add item to the agenda in order to vote on proceeding with the PSA. After discussion a motion and vote were made: MOTION BY COMMISSIONER BINDMAN, SECOND BY COMMISIONER LUHRING, CARRIED 6-0, to: proceed with PSA and provided direction to staff. d. Chris Escobedo alerted the Commission that our next meeting will be a Special Meeting to discuss the budget for FY 23/24. e. Chris Escobedo asked for ideas on potential tour ideas. PRELIMINARY FY 23/24 BUDGET UPDATE Chris Escobedo, Assistant City Manager, and Lieutenant Chris Willison provided a presentation on the Budget for Fiscal Year 2023-2024 and answered questions. Mr. Stephen Nelson, of Palm Desert, provided Public Comment regarding the Budget for Public Safety needs and growing population, as well as current traffic speeds. The first arriving engine company reported a single story commercial building, approximately 2000 square feet, with smoke coming from the eaves of the structure. The first arriving company officer requested additional resources to assist with the incident. Fire crews quickly located the source of the smoke as an electrical fire in the attic space of the laundry room facility. It was determined that a private contractor was doing work on the AC unit of the facility prior to fire department arrival. Fire crews quickly extinguished the fire and checked for extension. The fire was contained to the attic space of the business. The city of Palm Desert Building and Safety department was requested to respond to the incident. The fire did not impact the occupants of the hotel and there were no displacements or evacuations. 23CARRU032330 On , CAL FIRE/Riverside County Firefighters responded to a reported commercial structure fire at the Shops at Palm Desert (Palm Desert Mall). The first arriving Company Officer found staff evacuating the building and located a fire on the second floor with heavy smoke throughout the 2nd floor of the mall. Firefighters were able to keep the fire contained to the area of origin and were committed several hours performing overhaul of the fire and smoke removal. Riverside County Environmental Health responded to the incident and is working with the facility staff to ensure cleaning and inspection to re-open the food court area. It is anticipated closure of the 2nd floor of the mall will be 4 to 6 hours with the food court area closed for approximately 24 hours. First arriving Engine Company reported an abandoned single story residential structure with heavy smoke and fire coming from the rear of the residence. Firefighters were able to contain the fire to the building of origin.
